Job Description The Director’s responsibilities will include the following, but not limited to: Lead NYCSBUS’s Safety Program: NYCSBUS believes that the safety of our students and employees is our top priority. Accomplishing that objective requires a commitment from every single employee to make decisions with a “safety first” mentality. We believe we have an admirable safety program, but it can always be improved. The Director of Safety and Training must be able to: • Operationalize our broad vision, “the safest transportation company in the United States,” into a specific program that has the result of reducing the number of vehicle collisions, injuries, damage, and other untoward events, • Use data that NYCSBUS collects and generates about crashes and injuries to improve the company’s safety program, • Deploy best practices for safety in special education student transportation, fleet management, vehicle repair, and even office operations, • Create a culture of safe behavior by, among other things, regularly interacting with staff to understand their concerns and promote safety, developing depot staff’s capacity to promote safety, examining crashes and other safety failures, setting a safety agenda with NYCSBUS leadership, purchasing and developing safety curriculum and other material, and communicating with staff in a variety of ways about the importance of safety, • Innovate in safety by supporting NYCSBUS’s new training, worker support, and in-bus sensor programs, • Collaborate with NYCSBUS leadership to further develop and focus the company on its Incident Management System a a single source to tracking, documentation, and reporting of safety incidents and collisions, including incident details, response actions, investigation outcomes, corrective measures, insurance claims, and related operational workflows. Oversee NYCSBUS’s Driver and Attendant Safety and Training Programs: NYCSBUS provides training for new bus drivers and attendants, regular refresher training for those individuals, focused refresher training in response to specific needs, and training to enable bus attendants to become drivers. All of this training must comply with NY State, NY City, and our customers’ requirements. The Director must be able to • Operate the safety and training program so that both staff can perform their duties safely and properly, so that the company is fully compliant with legal and contractual requirements, • Select and supplement curricula and other training and educational materials to perform this regular training, • Understand the need for training based on data, individual needs, safety events, best practices, and regulatory changes, and develop materials and curriculum to deliver this responsive training, • Supervise NYCSBUS safety and training staff, train them to deliver training, and ensure that the trainers are properly credentialed; work with outside providers of training so that, as needed, an appropriate they can be integrated into NYCSBUS’s training program, • Work in particular to enhance and expand NYCSBUS’s Attendant to Driver Training Program, • Work to develop a school bus attendant program that is focused specifically on the needs of children in special education programs riding urban school buses, • Work to expand and improve a CDL Permit Program for future school bus drivers., • Keep up to date with safety and school bus driving regulations and best practices., • She or he will also manage NYCSBUS’s current school bus safety training curriculum provider and its insurer-provided consultants who are committed to helping NYCSBUS improve its safety performance. Support Other Training: • Working with NYCSBUS Human Resources and IT departments, develop and provide “Welcome to NYCSBUS”, computer, and other introductory and supportive training for all NYCSBUS staff, • Working with the fleet and facilities department, work to develop training and certification programs for NYCSBUS mechanics Track Data and Report on Data; Manage Compliance with Safety-Related Regulations and Insurance Programs: The Director will be responsible for understanding safety-related regulations and compliance, and for understanding and implementing compliant and best practice methods to track safety-related incidents, report on them, and use them to improve performance. In particular, the Director must • Understand and implement best practices for school bus, transportation, vehicle maintenance, and corporate safety, • Ensure compliance with applicable rules and regulations and insurer requirements for a safe workplace, • Appropriately investigate all crashes and other unsafe incidents, report on those investigations as required by regulators and insurers, and incorporate lessons learned into the NYCSBUS safety programs Team: The Director of Safety and Training will supervise a team that includes a training coordinator and a team of trainers, , safety staff in each of our depots, and a team of training support staff who also work as bus drivers and attendants. While the safety staff report to the Director of Safety and Training, NYCSBUS encourages cooperation in its depots, and those individuals will have “dotted line” reporting to the general managers of the depots where they work. Key Success Measures: The Director of Safety and Training will know that he or she is successful based on the following measures • A sustained reduction in the number of unsafe incidents and their severity, • Responses to surveys of staff that show they understand how to stay safe and feel supported and trained in safety and proper job performance; peers in NYCSBUS leadership and individuals in the Safety and Training department feel valued and consulted in the operations of the Safety and Training function at the company, • NYCSBUS is fully compliant with regulatory and contractual requirements, and best practices, with respect to training and safety for school busing and all other disciplines of work at the company, • NYCSBUS training programs are recognized as effective and innovative by their peers in New York City, the region, and the industry. Education and Experience: • Degree or post-secondary education in a field such as Occupational Health and Safety, Transportation, Logistics, or other related subjects, as well as at least 5 years of demonstrated experience in occupational safety and training, • 5-7 years of experience as a leader in safety management, risk management, and/or training, preferably in a transportation, automotive repair, safety, or related industry, • Demonstrated experience leading a safety and/or training team, • 5-7 years of experience in a 19A Examiner or SBDI Position (preferred) Required Qualifications • Demonstrated experience developing and implementing safety, risk management, and/or training programs in a highly regulated industry, • New York Commercial Drivers License with S and P endorsements, or the ability to obtain the same within 3 months of hire, • Knowledge of federal, state, and NYC rules and regulations regarding school busing, auto maintenance, safety, and environmental issues, • Ability to travel to and between all NYCSBUS locations, • Strong in the use of technology and data systems Preferred Qualifications: • School bus safety certifications, including NY State 19A Examiner, NY State School Bus Driving Instructor, or equivalents from other states – MAYBE MORE, • Other safety and driver safety certifications, including OSHA Certified Safety Director certification(s) and Driving or Defensive Driving instructor certification(s),, • CPR, First Aid, and other safety-related certificates, • Experience in transportation and/or institutions that work with students and/or vulnerable populations, • Ideal candidate will be bilingual, preferably in Spanish and/or French Creole
