Job Description POSITION IS LOCATED IN DENTON, TX The Operations Safety & Training Manager reports to the Vice President, Engagement & Administration, oversees, plans, develops, organizes and delivers Operations training including Federal/State-mandated training, vehicle operator training, new employee orientation, train-the-trainer training, and other training as assigned/developed specific to Operations roles and safety-sensitive functions. Key responsibilities include, but are not limited to, Operations Safety Program oversight, Training Program development and delivery, Incident and Accident Response, Regulatory Compliance, and Licensing Programs. This role ensures operational success, through performance improvement, onboarding quality, and safety metrics. ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. • Develop, implement and revise policies, procedures, and standards relating to comprehensive bus operations, maintenance, and supervisory personnel training programs., • Provides day-to-day management of the training and development activities., • Evaluates effectiveness of current transit and operations-related training instruction and identifies training needs for all employee/management levels., • Designs, develops and improves transit operations training materials and lesson plans in response to specific requests for training and to maintain compliance with all rules and regulations., • Design, develop and deliver annual driver training material as required by the state. Manages annual training program and calendar for required and refresher trainings., • Coordinates closely with appropriate departments such as safety, security and risk management and monitors internal database to ensure that training programs quickly and proactively respond to agency accident and injury trends. Designs and implements Safety Awareness Campaigns. Supports Human Resources with new coach operator recruitment, conducts interviews, and bus/transit evaluations, screens applications and driver records., • Manages and evaluates the vehicle operator training program, which includes:, • Developing and refining new programs;, • Supervising course conduct and completion of Class B training and/or licensing., • Conducting classroom sessions and on-the-job training for trainees and other Agency personnel;, • Establishing curriculum for instruction on Agency policies and procedures., • Training and assigning bus operator instructors. Manages certified bus operator instructor program., • Counseling students regarding performance, conducting probationary training evaluations; determining employment status of trainees and conducting interviews with applicants as needed., • Conducting on-board observation and evaluating operator performance., • Provide ongoing training to Training Instructors, Certified Bus Operator Instructors and Line Instructors., • Conducting training on all new bus equipment; recertifying an retraining employees in general operations and/or specialized courses., • Retraining program and processes for all post-accident and return to work needs., • Active member of the safety committee and accident review team., • Reviews all accident reports and assists in the investigation of accidents or complaints; ensures timely reporting and documentation; makes recommendations on classification of accidents (preventable/non-preventable). Determines the type of retraining necessary for employees involved in preventable accidents., • Manage licensing program. Train third-party bus evaluators on bus operating procedures, rules, and regulations., • Conducts external benchmarking with other transit agencies; evaluates options and identifies best practices., • Recommends new training equipment to be purchased and assists in the preparation of training budget., • Completes, files and maintains all records related to Agency employee training, including Federal and State training certification documents., • Audits Driver DQ files, credentials, and training records for all Agency contractors and FTA Subrecipients. Audit Internal files, credentials, and training records in preparation of training budget., • Track and analyze safety data and report trends to leadership., • Lead safety meetings, and campaigns., • Assist with emergency preparedness and severe weather response training. SUPERVISORY RESPONSIBILITIES Supervises Training Instructors directly with focus on leadership development, continuous improvement, and cross-departmental collaboration. Indirectly supervises Line Instructors, new hire trainees, and training class participants. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Where applicable, an equivalent combination of education and experience may be considered in lieu of education/experience listed below. EDUCATION and/or EXPERIENCE Associates Degree required. Bachelor's degree (B.A.) from a four-year college or university in Business Administration, Organizational Development, Education, Public Administration, or other related field is highly preferred. Must possess a valid Class B Commercial Drivers’ License with Passenger Endorsement. Must possess TSI Instructor's Course certification. Possession of or ability to obtain Transit Safety and Security Program (TSSP), Transit Safety Leadership, or Public Transportation Safety Certification Training Program (PTSCTP) highly preferred. Must have a minimum of three years of management-level experience in education/training and organizational development programs. Three years of experience as a bus operator and/or bus operator instructor. Experience managing safety, training, and employee relations in a unionized transit environment and/or working with contract service providers to ensure compliance with agency safety and performance standards highly preferred. Experience using safety management systems, training platforms, and data analytics tools to evaluate performance trends, identify risks, and recommend improvements preferred. Preference given to candidates able and equipped to license CDL Operators in Texas. Must be 21 years of age or older. Requires proper license(s) with endorsements and certifications to operate a passenger motor coach. Must possess a safe driving record. Applicants must have at least 3-5 years of driving history and possess a valid, unrestricted license. Established driving history must be clear of the following: 1. No moving violations on driving record within the last thirty- six (36) months., 2. No accidents where the applicant has contributed to cause within the 3 years prior to the application date., 3. Have appeared in court as required., 4. No violations related to drugs/alcohol. ESSENTIAL KNOWLEDGE & SKILLS • Ability to communicate effectively in both written and spoken form; uses appropriate grammar, accurate spelling, and punctuation when communicating through written form; communicates effectively with internal and external customers., • Familiarity with service area and operations., • Advanced computer skills required and ability to learn and design eLearning training processes., • Advanced working knowledge of audio/visual equipment., • Knowledge of, or ability to learn, relevant training programs, practices, and techniques., • Ability to assists with formulating routine training plans and instructional methodologies, selecting basic training aids, examples, manuals, and visual aids, evaluating standards and procedures., • Knowledge of agency vehicles, components, and data/communications systems., • Knowledge of state and federal regulations and corporate safety programs and policies., • Familiarity with computer operating systems and Microsoft Office packages., • Must possess a minimum Class B valid Commercial Driver’s License (CDL) Passenger (P) endorsement for public passenger transport valid within the State of Texas. PHYSICAL ACTIVITIES: Physical activity includes, but is not limited to: on a continuous basis, sit at a desk for long periods of time; board and disembark from transit vehicles in a field environment, move safety through vehicle shop and maintenance areas, intermittently twist and reach office equipment; write or use keyboard to communicate through written means; lift moderate weight; reaching above the waist, reaching below the waist, and reaching waist to shoulder to reach inventory on shelves; talking and hearing when dealing with customers; and observation of transit projects and operations during field work. Occasionally requires kneeling, stooping, crouching, lifting, pushing, and pulling up to 75 lbs. Repeated use of hearing and speech to communicate on telephone, radios, and in person.
