Job Summary Reporting to the Scattered Site Program Directors, the Property Manager is responsible for the overall management and operation of all apartments in the Scattered Site portfolio. This includes addressing all issues related to building violations, ensuring that life safety standards comply with regulatory agency policies and procedures, coordinating services with building management and brokers for leasing and renewals, repairs and upkeep, and continuous oversight of all financially related obligations. The Property Manager works closely with the Program Director, Director of Social Services, Corporate Facilities Director, Director of Operations, and clinical staff to handle tenant issues empathetically and professionally. The property manager must also demonstrate strong interpersonal skills and a commitment to supporting vulnerable populations. The Property Manager will be an active listener, provide high-quality customer service, and respond by exhibiting cross-cultural awareness with the ability to promote and contribute to an equitable and inclusive anti-racist organizational culture and environment. Key Responsibilities & Essential Functions Program/Facilities • Manages and meets with contractors, building management company employees, and, • brokers about apartment maintenance., • Manage all Moving-On Program applications and coordinate follow-up with Housing Preservation & Development (HPD) representatives regarding project-based vouchers when needed., • Monitors all City and funding agency inspections, including DHS, DOB, FDNY, DOHMH, OMH, and DOH, as required., • Seek and secure apartments to fulfill the domicile needs of all Scattered Site programs according to the program budget., • Monitor maintenance of apartments, and ensures compliance with health, safety, fire codes and all other Urban Pathways and regulatory/funding agency requirements., • Obtain, maintain, and retain all leases and leasing information for all apartments in the Scattered Site portfolio., • Maintain physical and digital copies of all active leases at all times and ensure their accessibility in real time., • Ensure that all leases are renewed within 30 days of the expiration date on the expiring lease., • Routinely update and maintain the accuracy of the program's apartment tracking grids (Master List and Monthly edits). The master list and edits should be completed in its entirety, in real time and easily accessible to PDs and DED., • Forward accurately completed Monthly edits to the contracted financial management group., • Notify PD of receipt of all legal notices related to the Scattered Site portfolio within 48 hours. Track all legal notices and resolve issues in real-time., • Update and Maintain funder-related unit rosters on a monthly basis., • Inspect all apartments in the Scattered Site Portfolio on a quarterly basis and document an inspection per apartment. Maintain all completed inspections within the designated O-Drive folder for real-time accessibility., • Inspect all Scatter Site apartments within 60 days of lease renewals and discuss all findings with Program directors. Additionally, notify the Management Company of all repair issues and request completion of repairs prior to lease renewal., • Oversees final walkthrough of all apartments undergoing the surrender process. Ensure that a surrender letter with apartment keys is completed and promptly forwarded to the management company., • Ensure apartments are free and clear of squatters, non-program residents, and 595 discharged individuals., • Report to all apartments in cases of deaths and follow up with the appropriate parties to unseal any sealed units. Follow up with the next of kin of deceased tenants to inform them of and resolve all probate-related issues., • Participates in the development of Urban Pathways program policies and procedures., • Work closely with the Program Director, Director of Operations, and Directors of Social Services to manage emergency situations., • Operates program vehicle as required., • Is on-call to address emergency needs on a twenty-four-hour basis, • Completes, submits and maintains timely and accurate statistical and other reports mandated by Urban Pathways, regulatory and funding agencies., • Monitors performance of brokers and management companies utilized by the Scattered Site program for efficiency., • Provides back-up administrative coverage in the absence of the Director of Operations., • Collaborate with the Program Director and DED to secure brokers as needed, • Ensure that client activities and incident reporting in AWARDS and other web-based applications are reported accurately and timely., • Takes an active role in incidents, investigation documentation and reporting., • Ensures accountability in the renting of apartments and keeps expenditures within budgetary limitations., • Develops and maintains ongoing relationships with leased property management company agents such as supers, managers and vendors., • Maintains professional communication both verbally and in writing at all times., • Attend staff meetings, training, and supervisory sessions. Position Description The Assistant Property Manager will assist in all aspects of the administration and property management of the building, with the goal of enabling residents to live permanently and as safely and independently as possible. This is a full-time, onsite role (5) days a week. Responsibilities will include: Building Management • Process rent bills, receipts in RealPage. Process rent payments in a timely manner., • Prepare and process Section 8 and LIHTC initial, interim, and annual certifications and ensure all are completed in a timely manner., • Consistently follow up with applicants, residents and/or 3rd parties to obtain required eligibility / program documentation within required time frames., • Create and maintain system for tracking / prioritizing current and accurate income certification requirements and deadlines in accordance with LIHTC, Section 8, SCRIE and DRIE., • Prepare and maintain current, thorough, and accurate lease and income verification files, both paper and electronic, for each tenant and ensure resident files are always ready for LIHTC/Section 8 audits., • Assist Property Manager with creating and executing lease and lease renewals., • Accurately process move-ins, move-outs, unit transfers, gross rent changes and lease renewals in accordance with LIHTC, DHCR and Section 8., • Use RealPage to enter lease information, tenant income information, tenant payments, and to produce tenant receipts, arrears reports, vacancy reports and tenant ledgers., • Monitor and ensure correct LIHTC and Section 8 rents and utility allowances are in effect at the property., • Actively track, report, reconcile subsidy payments from subsidy sources (e.g., HPD) and liaise with relevant agencies to resolve subsidy payment discrepancies, audit issues, and other pertinent matters., • Assist tenant with obtaining rent ledgers, tenant verification letters, and letters to agencies to ensure the continuous of housing., • Assist Property Manager in addressing rent arrears with written correspondence & develop plan of action to address arrears (i.e., payment plans and/or legal referrals.), • Assist Manager with staff meetings, and addressing tenant / staff complaints, • With the Property Manager, coordinate with social service staff on various tenant issues including arrears, housekeeping, disruptive behavior, room maintenance, monthly tenant meetings, etc., • Ensure the social services department receives copies of all incident reports, tenant lists and management letters to individual residents., • Act as liaison between tenants and staff in building manager’s absence. This includes emergency on-call response during non-business hours and weekends and approving staff timesheets or PTO requests during manager’s absence., • Collect all rent checks and money orders from rent deposit box and process., • Assist manager with rent collection and arrears pursuit., • Co-Supervise maintenance staff, and administrative staff., • Manage general office functions., • Establish a 1:1 professional relationship with tenants., • Assist manager in responding to building violations and coordinate with Contractors and Euclid Hall staff to clear violations., • Daily, weekly, monthly, yearly checklists of maintenance tasks for use by maintenance staff., • Conduct regular inspection of boiler, elevator, fuel storage tanks (If applicable), sprinkler, standpipes, etc., • Maintaining clear identification of all building systems; for example, plumbing valves, sprinkler standpipes, etc., • Enforce recycling and garbage regulations., • Ensure the Extermination List is maintained and updated monthly, and Contracts are following contract agreements., • Keep orderly and stock maintenance supplies., • Assist manager and Superintendent with the general maintenance function of the premises, • Tenant room inspections, • Assist with drafting and typing correspondence, emails, faxes, memos, and notices., • Responsible for taking and maintaining minutes of all meetings., • Maintenance and distribution of all management office lists related to tenants, vendors, staff, and miscellaneous documents., • Preparation and distribution of exterminator list to Front Desk., • Ordering supplies when needed: key blanks, appliance parts, office, cleaning, and maintenance equipment., • Document vendor repair work., • Assist manager with maintaining tenant’s files consisting of:, • Lease., • Section 8 and other income certifications., • Incident reports., • Legal correspondence., • Work orders., • Monthly, quarterly, and yearly reports., • Maintain related contract files., • Monitor vendor files., • Maintain Certificates Book / Log.
