PROGRAM BACKGROUND: To meet the needs of New York City’s ever-changing foster care population, Enhanced Family Foster Care (EFFC) combines and replaces the previous separately contracted Family Foster Care (FFC) and Treatment Family Foster Care (TFFC) programs. EFFC recognizes that all children in care have experienced some level of trauma, that their needs may change over time, and that their strengths must be supported so they can reach their full potential. POSITION SUMMARY: A Caseworker works with children and youth who reside in a foster home. The foster parents can either be relatives or individuals who are not related to the children. Caseworkers work as a team with Socio-Therapists to provide supports to the children, the foster parents, and the birth families to ensure that every child is making progress towards permanency. The court aims to strengthen the justice system’s ability to identify, assess, and monitor individual participants, to create linkages between the justice and mental health systems, and to improve public safety by ensuring that participants receive high quality community-based services. Brooklyn Felony ATI Program The Brooklyn Felony ATI Program utilizes a similar model to Brooklyn Mental Health Court, serving individuals facing felony charges who are not otherwise eligible for Mental Health Court or other treatment courts in Brooklyn. The program receives referrals through two pathways: (1) the dedicated Felony ATI court part within Brooklyn Supreme Court, with a dedicated judge and supervising prosecutor; and (2) through other court parts throughout Brooklyn Criminal and Supreme Court. Regardless of the referral pathway, all participants receive individualized assessments, onsite and community-based services, compliance monitoring and judicial monitoring for the life of the case. BMHC is seeking a Social Worker for its Brooklyn Felony Diversion programs. The Social Worker will serve individuals who are mandated to Brooklyn Mental Health Court and Felony Alternative to Incarceration (Felony ATI) programming through the Brooklyn Supreme Court. Reporting to the Clinical Director, the Social Worker is responsible for conducting psychosocial assessments, linking clients to a range of wrap-around services, providing comprehensive trauma-informed case management, compliance monitoring, and reporting for clients referred to the Brooklyn Mental Health Court and Brooklyn Felony ATI programs. The Court is the first of its kind, providing an innovative model for other jurisdictions seeking to develop and implement meaningful post-conviction sentencing options for individuals facing felony charges. Reporting to the Clinical Director, the Senior Social Worker, Jail Diversion will lead a team that conducts independent clinical assessments and drafts treatment recommendations for defendants being held in pretrial detention. The Senior Social Worker will supervise a team of social workers and counselors and oversee the referral, assessment, and treatment planning process—ensuring adherence to a strict timeline and that the process is completed as quickly as possible. They will also regularly conduct assessments and prepare treatment plans, including for more complex and demanding cases. Additionally, in coordination with the Clinical Director, the Senior Social Worker will design and refine workflows for the team, and oversee data entry. The goal is to provide information that will enable defense attorneys, prosecutors, and judges to resolve cases as quickly as possible, significantly reducing the time people spend in pretrial detention. An essential and dynamic feature of the Senior Social Worker’s role will be close collaboration with key external stakeholders. The Justice Center provides high-quality, free civil legal services benefiting over 27,000 New Yorkers each year who lack resources to hire private counsel. With a staff of about 50, the Justice Center relies on expansive pro bono partnerships with law firms and corporate legal departments, and also works closely with the courts, the City Bar, and other stakeholders to support and advance the Justice Center’s multiple civil legal services projects. The City Bar Justice Center’s consumer bankruptcy and education debt practice advises individuals burdened with consumer, medical, and student loan debt on rights and remedies available to them under Chapter 7 personal bankruptcy and consumer laws; offers financial literacy education resources to the larger community; and trains and mentors pro bono attorneys to assist clients and support legal clinics, trainings, and presentations. Job Responsibilities: · Provide effective ongoing supervision feedback to Case Planners who report to Case Planner Supervisor. · Maintain documentation of supervision through the completion of supervisory logs, and Connections Supervisory Notes for NSP and LSP cases. · Regularly review all progress notes, court documentation, and other relevant documentation to ensure full compliance and best practices in services provided to NSP and LSP youth. · Develop and maintain a case planning team in each NSP and LSP facility who works in collaboration with all milieu staff. · Set high expectations and enforce strict deadlines for staff to ensure excellence in all areas. · Monitor all components of Treatment Team meetings including challenges, goals, YLS assessments, treatment plan tool and PAMS compliance. · Attend transition meetings, Service Plan Review meetings, staff meetings, admin meetings, treatment team meetings, red flag meetings and discharge meetings. · Support the principles of each facility’s Evidence Based Model with the end goal teaching the young people to make positive, lasting changes in their behavior by preparing them to be self-sufficient through education and work experience. · Collaborate with agency departments to meet program goals and objectives including the HR, Training and QI Departments in the areas of performance management, interviewing, mandated training, professional development, PAMS Score card, Evolve needs, and QI goals. · Oversight, monitoring, and approval of FASP reports in Connections, Transition plans, and all Federal mandates. · Ensure that records are accurate and complete in compliance with city, state, & agency regulations · Collaborate with Director of Community Based Programs to ensure referrals are submitted to aftercare for continuity of services for all youth in placement transitioning back to their community. · Complete Intakes for youth entering and transferring to NSP’s, and South Ozone LSP. · Cover for Divisional Director when needed. · In the absence of case planner, cover case planner workload as needed. · Other related task that may be assigned Qualifications · Bachelor’s degree required, master’s degree in human services or related field / LMSW preferred. § Minimum of two (2) years of experience, with at least one (1) year of experience, in a supervisory capacity in the field of child welfare, or a minimum of three (3) years of experience, with at least one (1) year of experience in the field of juvenile justice, under qualified supervision. · Experience with casework documentation in CNNX · Excellent writing and organizational skills · Experience with juvenile justice system involved youth preferred.. · Proficient with Microsoft Office suite · Commitment to progressive social justice and anti-racist practices · Belief in an individual’s capacity to change. · Bi-lingual (Spanish) a plus Supervisory Responsibility Social work supervisor Supervisor will supervise 2 case Planner from Ozone Queens Male Limited Secure Facility, and 1 Case planner from Bensonhurst Brooklyn Male Non-Secure Placement Work Environment: The Case Planning Supervisor will work from Ozone Queens facility 2 days a week and Bensonhurst Brooklyn facility 2 days a week. One remote workday per week is permitted upon Divisional Director Approval. Position Type/Expected Hours of Work: This is a full-time position of 35 hours per week. Daily schedule and hours will fluctuate to meet the needs of the team and clients. The Case Planning Supervisor will be responsible for maintaining their own schedule appropriate to the needs of the team and youth served, which include both during the day, evenings, and weekends on occasion. The Case Planning Supervisor will be expected to participate in facility treatment team meetings, family nights, parent nights and other events to help to engage youth in placement and streamline services. The schedule requires flexibility to meet the participation expectations. The Case Planning Supervisor will be available to respond to program needs after hours or weekend on-call by phone. Travel (if required): The Case Planning Supervisor will provide their own transportation and work-related travel expenses outside of the facilities will be reimbursed upon review. Ability to travel to all five boroughs. Physical Requirements: Must be able to pass SCM training.
