Job Description Job Title: Director, Outpatient Mental Health Clinic Services Job Summary: CASES is a New York City agency at the forefront of the intersection between behavioral health and involvement in the criminal justice system. The Behavioral Health division consists of a continuum of services for justice-involved individuals with serious mental illness. The Nathaniel Clinic provides outpatient mental health and substance use services to adolescents and adults, focusing on providing care to those involved in the criminal legal system. The Director, Outpatient Mental Health Clinic Services is responsible for the clinical, operational, and fiscal oversight of a multidisciplinary team including licensed Therapists, CASAC, Peer Specialist, Psychiatrists/PNPs, and Nurses, across both the Harlem and Bronx sites. This role oversees the full range of outpatient mental health and substance use services, including programs licensed under CCBHC, MHOTRS, OnTrackNY, and OASAS, with a specialization in those impacted by the criminal legal system. Salary: The salary range for the role is $115,000 - $130,000 per year Shift Hours: This position is full-time Monday – Friday; shifts include 9:00 AM – 5:00 PM or 10 to 6pm. Location Address: Based primarily at the Harlem location (2090 Adam Clayton Powell Jr Blvd, New York, NY 10027), with required travel and oversight at the Bronx clinic location (424 East 147th Street, Bronx New York 10455). Workplace Flexibility: Flexible; this role has the ability to complete tasks from a secure off-site location as needed. What you will be doing: • Overall leadership and clinical, operational, and fiscal oversight of multiple sites (Harlem and Bronx) and services, including the Certified Community Behavioral Health Clinic (CCBHC), Mental Health Outpatient Treatment and Recovery Services (MHOTRS Part 599), OnTrackNY, and OASAS licensed programs across both locations., • Supervise a multidisciplinary team of medical director, nursing, clinical supervisor, therapist, substance use counselor, rehabilitative, peer, and administrative staff across both clinic sites., • Maintain necessary staff levels, support staff retention and professional development through robust processes for onboarding, supervision, and training for all programs and sites., • Implement and enforce all regulatory standards, requirements and guidelines as it relates to state and local standards of care for youth and adults as required by OMH, CCBHC, OASAS, Medicaid, Managed Care Organizations (MCOs), and Medicare., • Manage fiscal operations, including revenue, expenses, and program budget for the combined programs/sites., • Lead business management practice operations (e.g., client access, scheduling, revenue cycle management, staff productivity), to achieve fiscal sustainability across all clinics., • Coordinate policy and procedure development and updates for clinical and business operations consistent with licensing, audits, certification, and quality improvement for all OASAS, MHOTRS, OnTrackNY, and CCBHC services., • Ensure services are anti-racist, culturally humble, trauma-informed, recovery-oriented, person-centered, and evidence-based., • With management team, data analytics, and quality improvement promote and achieve adherence to quality measures continually improving outcomes., • Help ensure we maintain a safe working environment by reporting any hazards or unsafe conditions, e.g., liquid spill in hallway, to the appropriate facilities staff member or supervisor., • Coordinate relationships with key internal and external stakeholders., • Other duties as assigned by executive leadership. What we are looking for: • New York State LCSW with 3+ years of management and supervisory experience., • 2+ years of experience working in an OMH and/or CCBHC licensed program, with a strong understanding of Part 599 regulations and service delivery standards. Experience managing an OASAS licensed program is highly preferred., • Proven competence in data-driven management of healthcare operations across multiple sites/programs., • Proficiency with electronic health records and medical billing systems., • Individuals with previous criminal justice experience are encouraged to apply., • Individuals with lived experience are encouraged to apply.
