The Brooklyn District Attorney’s Conviction Review Unit (CRU), the largest and most prolific unit of its kind, has an opening for an experienced trial attorney with extensive investigative experience, some of it preferably in corruption- and/or wrongful conviction-related work. CRU conducts long-term investigations into cases where there is a credible claim of wrongful conviction and makes recommendations to District Attorney Eric Gonzalez. To date, the unit’s work has resulted in over 40 exonerations. Attorneys in the unit lead the investigations, collecting and reviewing all available documents pertaining to the cases and interviewing witnesses in the field, often traveling out-of-state to do so. CRU attorneys are also responsible for preparing for the District Attorney a detailed report on each completed investigation, following one or more internal round-table discussions to determine the proper course of action. The program diverts participants from jail or prison by conducting clinical assessments and then connecting them with long-term treatment in the community, along with rigorous judicial monitoring. The court aims to strengthen the justice system’s ability to identify, assess, and monitor individual participants, to create linkages between the justice and mental health systems, and to improve public safety by ensuring that participants receive high quality community-based services. The Brooklyn Felony ATI Program utilizes a similar model to Brooklyn Mental Health Court, serving individuals facing felony charges who are not otherwise eligible for Mental Health Court or other treatment courts in Brooklyn. The program receives referrals through two pathways: (1) the dedicated Felony ATI court part within Brooklyn Supreme Court, with a dedicated judge and supervising prosecutor; and (2) through other court parts throughout Brooklyn Criminal and Supreme Court. Regardless of the referral pathway, all participants receive individualized assessments, onsite and community-based services, compliance monitoring and judicial monitoring for the life of the case. BMHC is seeking a Social Worker for its Brooklyn Felony Diversion programs. The Social Worker will serve individuals who are mandated to Felony Alternative to Incarceration (Felony ATI) programming through the Brooklyn Supreme Court. Reporting to the Clinical Director, the Social Worker is responsible for conducting psychosocial assessments, linking clients to a range of wrap-around services, providing comprehensive trauma-informed case management, compliance monitoring, and reporting for clients referred to the Brooklyn Mental Health Court and Brooklyn Felony ATI programs. The Social Worker will conduct these assessments and complete these treatment plans according to a strict timeline, ensuring that the process is completed as quickly as possible. An essential and dynamic feature of the Social Worker’s role will be close collaboration with key external stakeholders. The Jail Population Review Program reviews incarcerated individuals for opportunities for pretrial release or case resolution. The team provides critical information to prosecutors, defense attorneys and judges at the earliest possible juncture so they can engage in meaningful dialogue before an individual spends weeks or months in jail. THE OPPORTUNITY This postdoctoral fellowship in forensic psychology is a collaboration between the Center and Columbia University that focuses primarily on forensic assessment with an opportunity to provide psychotherapy to individuals re-entering the community from incarceration. Postdoctoral fellows conduct forensic assessments mainly for the Jail Population Review Program. The Jail Population Review Program provides a number of clinical consultation services, including independent clinical assessment, review of medical records, and psychological testing when indicated. The postdoctoral fellowship is a one to two-year, full-time program providing advanced training at the intersection of psychology and law. Fellows gain supervised experience conducting psychological evaluations in the criminal court context, primarily brief and comprehensive clinical assessments of incarcerated people, as well as violence risk assessments (general violence, intimate partner violence, and sexual violence) using the Structured Professional Judgement (SPJ) approach, criminogenic risk and needs assessments, and mitigation psychological evaluations. Fellows also conduct psychological evaluations and testing to assist the courts in developing treatment plans for those involved in court-mandated treatment, such as mental health courts or other alternative-to-incarceration programs. In collaboration with Columbia University, fellows may conduct psychotherapy with one participant of the Columbia Reentry Initiative under the supervision of Columbia’s faculty or audit a graduate level forensic psychology course at Columbia University (Forensic Assessment or Correctional Psychology). The Columbia Reentry Initiative at the Dean Hope Center for Educational and Psychological Services at Teachers College is a no-cost, evidence-based and trauma-informed psychological treatment program designed to support adults reentering to the community following incarceration. Postdoctoral Psychologists attend weekly multidisciplinary case discussions and monthly didactic seminars covering topics such as case law relevant to forensic psychology, report writing for legal audiences, cultural considerations in forensic work, and other topics related to forensic assessment. Postdoctoral Psychologists report to the Supervising Forensic Psychologist and receive clinical supervision from the Supervising Forensic Psychologist and the Senior Director of Forensic Psychology in order for the candidate to become licensed within 18 months of employment. Of note, this is a postdoctoral position and therefore a full-time position after licensure is not guaranteed. The Postdoctoral Psychologist will work with stakeholders, including judges, defense attorneys, prosecutors, special jurisdiction courts, ATI programs, Correctional Health Services, and the Department of Correction. This role presents a unique opportunity to be part of a groundbreaking systemic reform initiative. The program diverts participants from jail or prison by conducting clinical assessments and then connecting them with long-term treatment in the community, along with rigorous judicial monitoring. The court aims to strengthen the justice system’s ability to identify, assess, and monitor individual participants, to create linkages between the justice and mental health systems, and to improve public safety by ensuring that participants receive high quality community-based services. Brooklyn Felony ATI Program The Brooklyn Felony ATI Program utilizes a similar model to Brooklyn Mental Health Court, serving individuals facing felony charges who are not otherwise eligible for Mental Health Court or other treatment courts in Brooklyn. The program receives referrals through two pathways: (1) the dedicated Felony ATI court part within Brooklyn Supreme Court, with a dedicated judge and supervising prosecutor; and (2) through other court parts throughout Brooklyn Criminal and Supreme Court. Regardless of the referral pathway, all participants receive individualized assessments, onsite and community-based services, compliance monitoring and judicial monitoring for the life of the case. BMHC is seeking a Social Worker for its Brooklyn Felony Diversion programs. The Social Worker will serve individuals who are mandated to Brooklyn Mental Health Court and Felony Alternative to Incarceration (Felony ATI) programming through the Brooklyn Supreme Court. Responsibilities include but are not limited to: • Manage and provide support to a team of social workers, counselors, and interns, in coordination with the Clinical Director;, • Please note any clinical supervision will be provided by the Clinical Director;, • Manage the referral, assessment, and treatment planning process for people held in pretrial detention;, • Design and revise internal workflows for this new initiative and ensure that the initiative meets all required timelines and deliverables;, • Coordinate with the Center’s Jail Population Review team to ensure an efficient referral and assessment process for potential participants held in pretrial detention;, • Conduct individualized clinical assessments for people incarcerated in pretrial detention;, • Develop treatment recommendations that address issues such as substance use, mental health, trauma, domestic violence, housing, education, and employment, among other needs;, • Ensure that all assessments are completed and all recommendations are submitted according to a strict timeline, including closely tracking deadlines for supervisees;, • Share and review treatment recommendations with defense counsel,, • Present treatment recommendations to legal stakeholders (judge, defense counsel, prosecutor, and court staff), when necessary;, • When defendants are referred to the Felony ATI Court, make appropriate community-based referrals for a variety of social service needs, such as substance use, mental health, trauma, domestic violence, housing, and vocational needs;, • Participate in regular interdisciplinary case conferences with court stakeholders while cases are pre-plea;, • Attend court, as needed, to help clients navigate court and collaborate with court staff and stakeholders;, • Conduct warm handoffs to case management staff prior to participants entering their plea;, • Collaborate and maintain strong relationships with key stakeholders, including prosecutors, defense attorneys, the Felony ATI Court’s resource coordinators, community-based service providers, Department of Correction, Correctional Health Services staff;, • Oversee all data entry related to referrals, assessments, and treatment recommendations for people held in pretrial detention;, • Enter and maintain appropriate up-to-date participant data in case management system, including all assessment and case information;, • Assist the Clinical Director with the refinement of existing practice and the development and implementation of new initiatives; including improving assessment and treatment planning processes and implementing clinical best practices;, • Identify internal training needs and coordinate the delivery of such trainings for staff, in coordination with the Clinical Director;, • Support social work internship recruitment, placement, and training, and provide supervision to interns;, • Provide crisis intervention and de-escalation, as needed;, • Participate in clinical group supervision, staff meetings, and trainings, as scheduled;, • Attend evening community-based meetings and events, as needed;, • Assist with other programmatic and administrative tasks to support Manhattan Justice’s activities, as needed; and, • MHC or LMSW required with at 5-7 years in criminal justice and/or a related field, such as healthcare, substance use and mental health treatment, homelessness and housing services, education, job training/workforce development, child welfare and family services, youth services, elder care services, domestic violence programming, sex offense treatment, and services for people with development disabilities, is required.
