Job Description The Director of Leasing & Compliance oversees the end-to-end leasing workflow for a portfolio of affordable housing properties regulated under LIHTC, HPD, HDC, and other NYC regulatory frameworks. This role ensures that all applications, certifications, and leasing packages are processed accurately, timely, and in compliance with applicable federal, state, and city guidelines. The Associate Director provides high-level support to site teams, conducts quality review of leasing files, manages subsidy processing, coordinates billing and Yardi adjustments, and ensures that all move-in packages finalized at the main office are complete, compliant, and fully billable. This role is ideal for a detail-driven leader with deep knowledge of affordable housing operations, LIHTC compliance, and NYC subsidy programs. Key Responsibilities Leasing & Application Oversight • Oversee the full leasing workflow from application intake through lease execution across assigned LIHTC properties., • Provide hands-on support and guidance to site teams on application processing, eligibility determinations, income calculations, and required documentation., • Conduct quality reviews of leasing packages as needed to ensure completeness, accuracy, and compliance with LIHTC, HPD, HFA, HDC, and company standards., • Support the resolution of complex applicant scenarios, income discrepancies, missing documents, and compliance-related inquiries., • Ensure all certifications (initial, annual, interim) follow IRS Section 42 requirements/ Home and HUD agency guidelines., • Confirm that application processing aligns with Tenant Selection Plans, marketing guidelines, and regulatory agreements., • Maintain accurate compliance documentation for internal audits, owner reviews, and agency compliance visits., • Assist in developing and updating leasing and compliance SOPs to improve workflow efficiency and accuracy., • Assist with monthly reporting to the agencies., • Ensure Move in/ recertification forms are updated as required by agency standards. Subsidy Processing & Move-In Approvals • Assist with processing and preparing subsidy documentation for CityFHEPS, Section 8, PBV, HPD, and other rental assistance programs., • Coordinate with agencies, caseworkers, and inspectors to ensure timely subsidy approvals and move-ins., • Verify rent reasonableness, HAP contracts, payment standards, and utility allowances as needed., • Support lease preparation and generation, ensuring accuracy of lease terms, rent amounts, riders, and regulatory documents., • Assist with lease signing appointments as needed, providing clear explanations to residents regarding program requirements, lease terms, and rent calculations., • Oversee billing accuracy for new move-ins, transfers., • Process or approve billing adjustments, rent changes, and subsidy updates within Yardi., • Ensure all move-in packages processed from the main office are complete, compliant, and finalized with correct billing setup., • Provide training, coaching, and ongoing support to site leasing and compliance staff., • Troubleshoot file-processing bottlenecks and improve workflow efficiency., • Assist leadership in tracking leasing pipeline metrics, compliance performance, and occupancy goals., • Serve as escalation support for complex tenant or applicant issues. Qualifications • Minimum 4–6 years of affordable housing experience with a strong emphasis on LIHTC leasing and compliance (Section 42 required)., • In-depth knowledge of NYC housing programs including HPD, HDC, CityFHEPS, Section 8, PBV, FUP, ESSHI preferred., • Strong proficiency in Yardi Voyager, including leasing, compliance, and billing modules., • Exceptional attention to detail and ability to identify and correct compliance discrepancies., • Strong communication, customer service, and problem-solving skills., • Ability to manage multiple deadlines and oversee large applicant pipelines., • Experience training and guiding staff is strongly preferred.
