Position Overview We are seeking an experienced University Language Expert Recruiter to build and manage strategic partnerships with universities across Europe, Asia, and India. This role will focus on attracting, sourcing, and onboarding top-tier language experts from academic institutions to support our growing global language services and AI data projects. JOB PURPOSE: The purpose of this role is to ensure effective data processing, reporting, financial management, implementation of partner accounting, reporting, monitoring systems and capacity development support to partners for Oxfam Irelands 5-year programme under Irelands Civil Society Partnership (ICSP) funded by the Irish Government through Irish Aid. Oxfams ICSP programme is implemented in 7 countries in subSaharan Africa (Uganda, Malawi, Zimbabwe, Zambia, Somalia, DRC, South Sudan) and in Ireland. The current cycle runs until December 2027 and as grant holder, Oxfam Ireland manages and coordinates the programme via a dedicated Project Management Unit (PMU) in which the ICSP Finance Coordinator is a core role. Ensure compliance with all the Oxfam guidelines in the implementation of the programme. Be responsible for the financial implementation of the ICSP grant. Effectively manage the financial and logistical elements of ICSP operations in Ireland and oversee the correct and up to date implementation of the grant in the 8 participating countries (including Ireland). Compile all the financial reports from the 8 countries of implementation (including Ireland) into a single annual financial report in line with Irish Aid requirements and templates. Work with the ICSP PMU, Oxfam country teams and partner organisations to ensure excellent programme and budget performance. Provide training, support and guidance to partners including building their capacity to effectively manage the ICSP grant, in coordination with the PMU and Oxfam country teams. Be responsible for the accurate and timely preparation of financial reports to ensure that Oxfams relationship with the donor is upheld by submitting financial reports and completing expenditure verifications within the agreed times. Ensure all capital assets and inventories for the ICSP Programme are secure and records are updated routinely in the participating countries. Ensure effective financial management of the ICSP Programme including production of timely management information, cash management, bank reconciliations, preparation of payments and ensuring financial systems are updated on a timely basis. Work closely with the ICSP PMU and Oxfam country teams to ensure Oxfam financial policies and procedures are being followed as well as ensuring country teams are compliant with all relevant donor financial reporting guidelines. Maintain systems and controls, complete expenditure verifications, respond to donor queries and work closely with internal and external auditors as required. Act as main focal point and coordinate the external audit process covering the ICSP. Share financial reporting formats and requirements, changes etc with key stakeholders, especially the relevant financial focal points in each participating country. Work with the ICSP Programme Manager to develop and maintain an effective budget monitoring and reporting system. Support ICSP related budget-monitoring capacity in participating Oxfam country teams and communicate and offer advice as required. Maintain a proper filling system, both electronic and in paper files for the financial components of the ICSP Programme. Carry out field visits to ICSP countries to conduct financial monitoring and support country teams to manage ICSP Programme financials. Person Specification Essential Skills Qualified accountant, by examination. ACCA, CIMA, ACA. Experience of using Microsoft office in particular Microsoft Excel to manipulate data and produce reports to an advanced level. Previous experience in working for an INGO or similar Previous experience in managing large multi country projects/programmes. Previous experience with institutional donors. Ability to prioritise own workload and work independently to deadlines. Comprehensive understanding of financial reporting, review, and analysis. Good teamwork, management, analytical and accounts computation skills. Proven capacity to coordinate diverse and complex working groups. Ability to work in different cultural backgrounds, time zones and in different languages. Ability to manage time effectively and willing and able to adapt priorities to respond to changing demands. Desirable criteria Previous experience in Oxfam will be a distinct advantage. Previous experience of Irish Aid funding a distinct advantage. Proven capacity to coordinate complex auditing processes.
