Job Description Job Summary Southwind Construction, a subsidiary of Quivera Enterprises, is seeking a Project Manager (PM) to lead the full lifecycle of design‑build and construction projects from proposal through close‑out. The PM serves as the primary liaison between the construction team, designers, subcontractors, owners, and other stakeholders, ensuring effective communication, decision‑making, and problem‑solving. This role is responsible for planning, scheduling, estimating, budgeting, contract administration, quality management, safety oversight, and team leadership. The PM ensures projects are delivered safely, on schedule, within budget, and in compliance with all contract and regulatory requirements. Key Responsibilities Estimating, Bids & Proposals • Review RFP/IFB documents and coordinate subcontractor and supplier pricing., • Solicit and evaluate designer and consultant proposals for design‑build efforts., • Distribute bid documents and ensure opportunities are posted in Procore and plan rooms., • Attend pre‑bid/pre‑proposal site visits., • Develop bid scopes, cost/price breakdowns, and bid schedules., • Prepare RFIs and coordinate responses., • Develop cost estimates using SAGE/Timberline or approved formats., • Lead proposal development, including narratives, schedules, and pricing., • Coordinate peer reviews and lead bid‑day efforts., • Lead project planning, budgeting, and resource identification., • Select project team members and assign responsibilities., • Develop and maintain project schedules using Oracle P6 or Microsoft Project., • Coordinate schedule development with the Superintendent, QCM, Scheduler, designers, and subcontractors., • Submit cost‑ and resource‑loaded schedules for owner approval., • Update schedules for contract modifications and progress reporting., • Manage project budgets, track expenses, and minimize financial risk., • Develop preliminary control budgets and identify key subcontractors/suppliers., • Negotiate contracts, subcontracts, and purchase orders., • Process and estimate change orders., • Review subcontractor pay applications and supplier invoices., • Review job cost reports monthly and provide cost summary revisions., • Ensure contract award documents are complete and accurate., • Ensure required bonds, insurance, and builder’s risk coverage are in place., • Select design partners and develop scopes, schedules, and deliverables., • Manage design progress meetings and ensure design deliverables meet contract requirements., • Evaluate constructability and value‑engineering opportunities., • Ensure timely completion of material submittals, shop drawings, and product data., • Secure building permits and Certificates of Occupancy., • Ensure subcontractors obtain required permits., • Support the QCM in defining quality targets, standards, and acceptance criteria., • Provide project documents and assist with QC plan development., • Ensure construction activities comply with approved schedules and quality standards., • Oversee construction from start to finish, ensuring adherence to schedule and budget., • Conduct site visits and clarify scope for field personnel., • Estimate and process owner change orders., • Lead regular project meetings with owners, designers, and key team members., • Maintain strong relationships with owners, subcontractors, and suppliers., • Maintain PM project files and provide weekly job status updates., • Manage project close‑out, including substantial completion documentation., • Oversee submission of close‑out documents (DD1354, O&M manuals, warranties, etc.)., • Lead design and construction kickoff meetings., • Lead daily plan‑of‑the‑day meetings and weekly subcontractor and stakeholder meetings., • Lead monthly progress meetings (MPMs) when required., • Participate in weekly staff meetings and industry networking., • Maintain professional certifications and pursue continuing education., • Maintain strong relationships with owners, designers, subcontractors, and suppliers., • Support business development and identify new opportunities., • Facilitate positive government evaluation ratings. Required Qualifications • Proficiency with:, • Procore, • USACE RMS, • SAGE/Timberline Estimating, • Oracle P6, • Microsoft Excel, Word, Outlook, • Adobe Acrobat, • MS Teams and WebEx, • Strong leadership, communication, and organizational skills., • Ability to interpret plans, specifications, and contract documents., • Strong problem‑solving and decision‑making abilities., • Ability to manage multiple priorities and meet deadlines., • Ability to work in a climate‑controlled office and visit job sites (walking, climbing, lifting)., • U.S. Citizenship required., • Subject to background check, drug screening, and confidentiality requirements. Preferred Qualifications • Associate degree in Construction Engineering, Building Science, Construction Science, or related field; OR, • Vocational training with at least 2 years of PM experience; OR, • 6 years of construction project management experience in lieu of education., • Experience with federal construction projects., • Experience leading design‑build projects. Education Requirements • PMP certification required within 18 months of employment., • Ability to maintain required safety and quality certifications. Physical Demands – IT Office/Technical Role The physical demands described here are representative of those that must be met by an employee, with or without reasonable accommodation. Occasional walking, standing, bending, and reaching may be required to support equipment setup and troubleshooting. The employee must be able to lift up to 15 pounds, with occasional heavier lifting. Occasional travel and extended hours may be required to support operational needs and deadlines. This role is primarily performed in field or construction environments and may involve exposure to varying weather conditions. The employee must wear appropriate personal protective equipment (PPE). Frequent walking, standing, climbing, and work on uneven terrain are required, including use of ladders and scaffolding. The employee must be able to reach, perform physical tasks, and lift up to 50 pounds. The employee must be able to communicate effectively in active work environments and maintain required visual acuity. Travel and extended or irregular hours may be necessary to meet project requirements.
