No Staffing Agency Solicitations. \n \n Reports To: Human Resources Manager \n FLSA Status: Exempt \n Location: Amarillo, Texas Facility \n \n POSITION SUMMARY \n The Talent Acquisition & HR Specialist serves as the primary on-site Human Resources representative for the Texas facility, with a strong emphasis on full-cycle recruiting and workforce development. This role is responsible for leading high-volume and strategic hiring initiatives while supporting and managing day-to-day HR operations to ensure compliance with company policies and employment regulations. \n This position performs professional-level responsibilities across key HR functions including talent acquisition, onboarding, employee relations, payroll coordination, training and development, benefits administration, and regulatory compliance. \n The Talent Acquisition & HR Specialist partners closely with facility leadership to attract, hire, and retain top talent, promote a positive workplace culture, and ensure consistent implementation of HR policies and procedures. This role requires a highly organized, proactive professional with strong recruiting expertise and the ability to build relationships at all levels of the organization. \n \n ESSENTIAL RESPONSIBILITIES \n Talent Acquisition & Workforce Planning \n\n • Lead full-cycle recruiting efforts for hourly and salaried roles, including job postings, community outreach initiatives and sourcing, screening, interviewing, and offer negotiation.\n, • Partner with hiring managers to understand staffing needs, develop recruiting strategies, and ensure timely fulfillment of open positions.\n, • Proactively source candidates through multiple channels including job boards, referrals, community outreach, and networking.\n, • Manage applicant tracking, candidate communication, and recruiting metrics to ensure an efficient and positive candidate experience.\n, • Coordinate and participate in job fairs, hiring events, and community recruiting initiatives.\n, • Develop and maintain talent pipelines to support ongoing and future hiring needs.\n\n \n HR Operations & Employee Lifecycle \n\n • Serve as the primary HR point of contact for employees and managers at the Texas facility.\n, • Facilitate new hire onboarding, orientation, and integration into the organization.\n, • Prepare and administer employee status changes including hires, transfers, and terminations.\n, • Maintain accurate and confidential employee personnel files and HR documentation.\n\n \n Payroll & Timekeeping Administration \n\n • Process payroll and ensure accuracy of employee time records.\n, • Train and support leaders on timekeeping systems and ensure timely approval of timecards.\n, • Monitor attendance, overtime, and related payroll reports for policy compliance.\n\n \n Compliance & Recordkeeping \n\n • Ensure compliance with employment laws and regulations, including proper Form I-9 completion and audits.\n, • Maintain HR compliance logs including OSHA records, attendance tracking, and corrective actions.\n, • Manage HR data systems and ensure accurate recordkeeping and reporting.\n\n \n Employee Relations \n\n • Serve as a trusted advisor to employees and management regarding HR policies and workplace issues.\n, • Coach supervisors on performance management, disciplinary actions, and employee development.\n, • Support resolution of employee relations issues in a professional and confidential manner.\n\n \n Training & Development \n\n • Coordinate and support training programs, including new hire training and ongoing development initiatives.\n, • Identify training needs in partnership with leadership and support workforce development efforts.\n, • Track and maintain training records and compliance documentation.\n\n \n Benefits Administration \n\n • Assist employees with benefits enrollment and eligibility for medical, dental, vision, and retirement plans.\n, • Support open enrollment processes and resolve benefit-related issues with vendors.\n, • Verify billing accuracy and coordinate submissions for payment processing.\n\n \n Safety & Workers' Compensation Support \n\n • Partner with Safety leadership on incident investigations and reporting.\n, • Coordinate care for workplace injuries and assist with workers’ compensation processes.\n\n \n Unemployment & Employment Administration \n\n • Manage unemployment claims and respond to agency requests.\n, • Prepare documentation and represent the company in unemployment hearings as needed.\n\n \n Employee Engagement & Culture \n\n • Support engagement initiatives including recognition programs, events, and employee communications.\n, • Partner with leadership to enhance workplace culture and positive employee experience.\n\n \n Reporting & Data Analysis \n\n • Track and analyze recruiting metrics (time-to-fill, turnover, applicant flow) and HR data.\n, • Prepare reports to support workforce planning and business decisions.\n\n \n Additional Responsibilities \n\n • Confidentiality\n\n \n MINIMUM QUALIFICATIONS \n Education and Experience \n\n • High School Diploma or GED required.\n, • Associate’s or Bachelor’s degree in Human Resources, Business Administration, or related field preferred.\n, • Minimum of three (3) years of Human Resources experience required.\n, • Minimum of two (2) years of full-cycle recruiting experience strongly preferred.\n, • Experience in manufacturing or high-volume hiring environments preferred.\n, • Bilingual in English and Spanish required.\n\n \n Knowledge, Skills, and Abilities \n\n • Strong recruiting and interviewing skills with the ability to assess candidate fit.\n, • Knowledge of employment laws and HR best practices.\n, • Proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint).\n, • Experience with ADP TotalSource or similar HRIS/ATS systems preferred.\n, • Ability to manage multiple requisitions and priorities in a fast-paced environment.\n, • Strong interpersonal and communication skills.\n, • Ability to maintain confidentiality and handle sensitive information.\n, • Detail-oriented with strong organizational and analytical skills.\n, • Ability to work independently and exercise sound judgment.\n\n \n WORK ENVIRONMENT \n\n • Office environment within a manufacturing facility.\n, • Exposure to plant conditions including temperature variations and
