Position Overview Ultimate Staffing Services is actively seeking an experienced District Manager to oversee property management operations in a dynamic environment. This role is focused on ensuring effective property management, fiscal management, and maintaining high standards of communication and reporting. The position is located onsite and requires a proactive individual with strong leadership skills. Responsibilities Property Management • Collect rents, make bank deposits, and prepare accurate rent rolls in a timely manner., • Use property management software to enter transactions per company policies and follow backup/transmission schedules., • Verify incomes and ensure compliance with HUD, Tax Credit, or other regulations regarding certifications and documentation., • Complete annual and interim re-certifications and unit inspections., • Maintain security of files and records., • Maintain waiting lists, market units, and screen applicants in accordance with guidelines., • Prepare and process leases, security deposit agreements, inspections, and other move-in/move-out documentation., • Supervise on-site staff, including input on pay changes, counseling, and evaluations., • Maintain regular office hours and manage tenant relations., • Assist with evictions as needed., • Assist with budget preparation, reconciliations, and tenant charge calculations., • Process invoices and submit to Accounting for payment., • Submit HUD vouchers by deadlines where applicable., • Conduct daily site walks to ensure cleanliness and order., • Assist in obtaining vendor bids and purchasing supplies., • Oversee capital improvements, preventive maintenance, and replacement programs. Portfolio Administration • Act as liaison between site staff and central office; lead regular portfolio meetings on training, safety, and communication., • Ensure compliance with all applicable laws and regulations., • Administer Illness and Injury Prevention Programs at each property, ensuring training and safety inspections are completed., • Address resident, owner, or vendor issues not handled by site staff., • Ensure file compliance and approve all move-ins and recertifications., • Oversee and assist with property lease-ups and transitions. Fiscal Management • Achieve defined financial benchmarks, including occupancy, income, and cash flow targets., • Participate in capital needs assessments, operational planning, and budgeting., • Monitor and analyze monthly financials and variances., • Oversee accounts payable and budget compliance., • Monitor reserve levels and process replacement reserve draws., • Ensure timely collection of management fees and payroll expenses., • Support resident satisfaction and retention efforts. Physical Management • Maintain properties in accordance with company standards., • Coordinate service contracts and vendor awards., • Conduct regular site inspections to ensure safety, security, cleanliness, and maintenance standards are met. Communication & Reporting • Prepare and analyze property management reports., • Assist with management certifications, contract renewals, and rent increases for HUD properties., • Communicate and report to boards, owners, and partners as required., • Serve as primary contact for HUD, TCAC, and other regulatory agencies. Other • Maintain confidentiality of resident, applicant, and employee information., • Attend mandatory trainings and relevant meetings., • Participate in Injury and Illness Prevention programs., • Perform other duties as assigned. Supervisory Responsibilities • Supervise Resident Managers and on-site personnel., • Orient and train new employees., • Approve timesheets and time-off requests., • Recommend pay changes and complete status updates., • Schedule and oversee staff work assignments., • Provide performance feedback and coaching., • Conduct regular staff meetings. Qualifications • High school diploma or equivalent required., • Minimum three years of property management experience. Other Requirements • Valid driver's license and DMV clearance., • Reliable vehicle with personal auto insurance., • Current Real Estate License or ability to obtain within required timeframe. Preferred Qualifications • Two years of multi-site affordable housing experience., • Experience communicating with and reporting to HUD, TCAC, RHCP, and other agencies, as well as ownership boards and senior management.
