Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Responsible for performing repair, modification, and maintenance of the Albany Field Office grounds and facilities, Troy Lock & Dam infrastructure and machinery, and Federal Navigation Channel maintenance activities. Learn more about this agency Duties Help • Maintaining the Troy Lock structure and machinery and performs buildings and grounds maintenance., • Navigation of channel maintenance activities while working from floating plant., • Performing continuing and/or special operational or functional checks on machinery to avoid untimely or dangerous equipment breakdown, and identify when possible, development of unsafe situations., • Installing, repairing, and maintaining lock and dam machinery, and equipment of mechanical or electrical type., • Performing carpentry or plumbing required for minor construction or repair and maintenance; concrete work, welding, painting, cleaning, etc., • Performing seasonal duties such as grass cutting, trimming, gardening; snow shoveling, clearing ice, etc., • Performing rough carpentry duties involving miscellaneous repair and replacement of wood structures., • Removing rust from deck, superstructure or motor tender, scrapes and cleans deck, survey boat, etc., • Repairing and conducting preventative maintenance to various hydraulic equipment (pumps, cylinders, valves, tanks, hoses, seals, etc)., • Removing broken concrete and prepares sub-surfaces for repair including, leveling ground and tamping fill material, such as sand, dirt, or gravel. Requirements Help Conditions of employment • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation., • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position., • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles., • This position has a requirement to lift up to 50 lbs. in the regular performance of duties., • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11., • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time., • This position requires the employee to use personal protective equipment provided by the employer., • This position requires the incumbent obtain and maintain a Small Boaters Operation Course Completion certificate to operate small boats (less than 26 feet in length) within 1 year., • This position has the potential danger of falling overboard while working aboard vessels and lock walls., • Requires spending a considerable portion of time working outdoors in all types of weather (including temperature extremes) and river conditions, and is subject to injury from the use of a variety of tools, as well as, wet working surfaces., • Lock operation duties may be required at other than scheduled normal work hours including nights, weekends and holidays. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Mechanic without more than normal supervision to include: Performing operations, maintenance, and repair activities that requires construction and/or mechanical skills acquired from working on facilities, grounds, and/or equipment. - Failure to meet this Screen Out Element will result in an ineligible rating. Physical Effort: The work requires continual physical effort while performing lock, channel, building, grounds and equipment maintenance activities. The employee uses physical effort carrying/using tools, performing rigging/lifting operations, and handling various components and equipment. Employee is required to do considerable standing, walking, bending, stooping, climbing, stretching, etc. Lifts and carries items weighing up to 50 pounds, but on occasion, may be required to lift and carry items in excess of 50 pounds. Working Conditions: Incumbent works a considerable portion of time out-of-doors in all types of weather (including temperature extremes) and river conditions, and is subject to injury from the use of a variety of tools, as well as, wet working surfaces. There is danger of falling overboard while working aboard vessels and lock walls. Employee is also subject to danger of falling when working from ladders and scaffolds, as well as exposure to dirt, dust, bad smelling fumes, broken bones, scrapes, burns, infections, cuts, bruises and electrical shock. Employee may be required to work around heavy equipment (front-end loader, 40-ton and 80-ton cranes) in all types of weather. Incumbent is exposed to injury due to the possibility of the equipment failure and is subject to noise, vibration, dust, dirt and fumes from the motor and exhaust. Employee is required to wear appropriate PPDs that may be heavy and uncomfortable. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
