Job Description JOB SUMMARY Under the general supervision of the Director of Social Services, responsible for providing day to day oversight and coordination to assigned case management staff. Assists in the selection, training, and supervision of assigned staff. Substitutes for the Director of Social Services in his/her absence, as directed. ESSENTIAL JOB FUNCTIONS: List all essential job duties. Assists in Providing Clinical Services: 1. Assigns caseloads and related duties, coordinates the activities of the staff in providing services to clients., 2. Reviews intakes to ensure compliance and timely processing of all required forms and processes, e.g., SSI clearance, HRA’s, client documents, etc., 3. Actively participates in improving processes, procedures, policies, and assists in ensuring staff compliance., 4. Facilitates resident groups., 5. Monitors services performed by staff either individually with a resident or in groups to evaluate the quality of the service., 6. Ensure staff is obtaining information, such as medical, psychological, and social factors contributing to the resident’s situation, and that the staff is evaluating the resident's capabilities. Regularly inspects case records to evaluate the completeness and quality of treatment plans and ensures that the charts are audit-ready and in compliance with all applicable agency and funder regulations., 7. Facilitates staff knowledge regarding types of clinical services, recreational activities, and ICL programs available as well as community resources. Ensure that staff are accompanying residents on regularly scheduled or emergency visits to medical treatment facilities, social agencies, government offices, or other locations associated with treatment or assistance of the resident, 8. Reviews crisis assessment of assigned residents with staff, reviews nonverbal and verbal crisis intervention techniques to be used with each individual resident/resident, and staff-actions during a crisis situation., 9. Immediately reports serious incidents, allegations of abuse, incidents, or sensitive situations and completes incident reports to his/her supervisor., 10. In the Social Services Director's absence or with the Program Director's authority attends or directs meetings as assigned., 11. Ensures compliance with agency safety infection control policies. Assists in Directing and Supervising Personnel: 1. With the Director's authority establishes and maintains work schedules in accordance with agency policy and assignments of staff. May be responsible for managing the completion of time clock edits of assigned staff within the timeframes established by the Human Resources Department., 2. Ensures assigned staff's compliance with the agency's time and attendance policy; recommends disciplinary action to supervisor for those out of compliance., 3. May manage/distribute resident/resident funds., 4. Assists the Social Services Director in staff performance management, including completion of performance reviews and counseling or disciplinary memos., 5. Conducts staff supervision in accordance with program and division policy., 6. Ensures that assigned staff have attended required in-service training and schedules employees to attend both in-service training and training provided by vendors. As assigned, conducts training on clinical subjects, charting, fire safety plan, fire drills, emergency plans and procedures, building security, and site-specific exposure control plan., 7. Assists in the management of employee accident reporting and initial submission of workers' compensation claims., 8. Monitors employee morale and the climate of the work environment to stop or eliminate sexual harassment or any form of employee harassment or employee discrimination. Responsible for taking complaints of sexual harassment, informing the Social Services Director of the complaint, and cooperating in any resulting investigation., 9. Assists in the orientation and training of supervisees., 10. Actively participates in recommending and implementing improvements in processes, procedures, policies, etc. and ensures compliance with changes. Assists in Maintaining Property Accountability: 1. May assist in maintaining accountability and serviceability of all ICL property assigned for use by assigned staff to include vehicles. Reports lost, stolen, missing, or damaged property to the Program Director. If directed, conducts initial investigations of property that is lost, stolen, missing, or damaged., 2. Recommends the purchase of supplies and equipment; inspects and properly secures all property and equipment. Conducts regular inspections of vehicles and property to ensure cleanliness, accountability, and serviceability., 3. Conducts regular inspections of resident/resident rooms or apartments to ensure property accountability and serviceability. Establishes key control procedures., 4. Recommends disciplinary action for staff whose negligence resulted in ICL property becoming lost, stolen, missing, or damaged. Assists in Providing Quality Management Oversight: 1. Assists in ensuring internal program compliance with federal, state, city, and agency regulatory requirements. Monitors the quality of the rehabilitative services provided to assigned residents/residents., 2. Assist in ensuring that the agency mission is implemented and supported., 3. May be directed to coordinate with the department of Quality and the Corporate Compliance Department for staff assistance in the preparation for an audit., 4. May be asked to participate in plans of corrective action, incident reports, and program evaluation reports and recommends action that needed for improvement. Assists in Assuring Fiscal Control and Accountability: 1. Assists Program Director in exercising control over budgets through planning, prioritizing of spending, and monitoring of spending patterns., 2. Recommends approval/disapproval for all purchase orders and financial requests from staff and submits purchase orders and financial requests to the Program Director for approval., 3. Provides oversight of resident funds program. Assists in the development of internal money management census at expected occupancy levels, 4. Monitors census, entitlements, and collections to maximize revenue. Assists in maintaining census at expected occupancy levels. Assists the in-Assuring Resident and Family Involvement: 1. Educates assigned staff in the benefits and issues of working with residents and families., 2. Assists in fostering the development of resident involvement committees. ADDITIONAL TASKS: 1. QUALIFICATIONS AND EXPERIENCE Bachelor's degree in a recognized mental health discipline (social work, psychology, nursing, rehab counseling, etc.) plus a minimum of 3 years’ experience providing direct services to individuals with mental illness, preferably providing case management or outreach services. Preferred (but not required) qualifications include CASAC, shelter experience and some supervisory experience.
