Job Description JOB description Job Title: Prevention Sexual Abuse (PSA) Compliance Manager Department: Location: Foster Family Services Victorville Reports To: Program Director FLSA Status: Salary: Exempt Position Summary: The PSA Compliance Manager is responsible for ensuring the implementation and ongoing compliance with the HHS Interim Final Rule (45 CFR Part 411) and all applicable federal and state policies to prevent, detect, and respond to sexual abuse and harassment. This role provides on-site, child-facing services, including educating youth on their rights, safety, and reporting mechanisms; conducting compliance audits; training staff and volunteers; and serving as the primary point of contact for reporting and coordinating responses to incidents with internal leadership and external partners. The PSA Compliance Manager plays a vital role in safeguarding youth, ensuring organizational accountability, and fostering a culture of safety, transparency, and compliance. Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform the following satisfactorily; other duties may be assigned. Compliance Oversight & Monitoring • Ensure compliance with the HHS Interim Final Rule (45 CFR Part 411), state licensing requirements, and internal company policies., • Conduct routine site audits and inspections to verify adherence to PSA standards, policies, and procedures., • Maintain and update PSA compliance records, audit logs, and corrective action plans., • Provide regular, age-appropriate education on rights, protections, safety, and reporting mechanisms., • Serve as a visible, trusted, and child-facing advocate for youth safety and well-being., • Train all staff, contractors, and volunteers on PSA compliance standards, mandatory reporting requirements, and trauma-informed practices., • Provide refreshers and specialized training as needed to ensure consistent application of policies., • Serve as the primary point of contact for reporting allegations of sexual abuse, harassment, or related incidents., • Coordinate timely and compliant responses with internal leadership, licensing authorities, and external investigative partners., • Collaborate with leadership to draft, update, and implement policies and procedures related to PSA compliance., • Align organizational practices with federal, state, and licensing requirements., • Work closely with program directors, clinical staff, case managers, and foster parents to ensure consistent application of PSA standards., • Partner with external agencies, oversight bodies, and legal authorities to maintain transparency and accountability., • Maintain accurate, secure, and confidential records of trainings, incident reports, investigations, and compliance audits., • Track PSA compliance metrics and prepare reports for leadership and licensing bodies., • Exercise sound judgment when handling sensitive, confidential, and child-specific information., • Ensure all PSA practices meet or exceed federal, state, and organizational standards., • Identify gaps, trends, or systemic risks and propose solutions to strengthen prevention and response measures., • Participate in ongoing professional development to stay current with regulations and best practices., • Support evolving program needs to ensure youth safety and organizational compliance., • Assist with special projects, external reviews, or audits as directed by leadership. Education/Experience: Bachelor’s degree in behavioral sciences, human services, or social service fields; OR bachelor’s degree in business administration or management, AND at least 1 year of experience working with child welfare standards, best practices, or quality assurance or compliance. Language Ability: Read, analyze and interpret business, professional, technical or governmental documents. Write reports, business correspondence and procedure manuals. Effectively present information and respond to questions from managers, customers and the public. Mathematical Ability: Add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Compute rate, ratio and percent, and draw and interpret bar graphs. Reasoning Ability: Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Computer Skills: • Proficiency in Microsoft Office, with emphasis on Excel, Word, and PowerPoint.
