Job Description THE ORGANIZATION The Center for Justice Innovation is a nonprofit organization dedicated to advancing community safety and racial justice. Since 1996, we’ve worked alongside communities, courts, and those most directly affected by the justice system to build stronger, healthier, and more equitable neighborhoods. With a team of over 900 staff and an annual budget of $130 million, the Center carries out its mission through three core strategies: • Operating Programs that pilot new ideas and address local challenges;, • Conducting original research to evaluate what works—and what doesn’t; and Reporting to the Program Manager, the Treatment Alternatives Social Worker will be responsible for supporting the clinical assessment and treatment planning procedures for alternative to incarceration diversion. Additionally, the social worker will be responsible for coordinating subsequent treatment planning meetings with case managers and providers. The Treatment Alternatives Social Worker will also provide clinical support and coverage when needed, provide support to day-to-day operations, assist with trouble shooting and provide crisis intervention strategies for more challenging cases. Since 1996, we’ve worked alongside communities, courts, and those most directly affected by the justice system to build stronger, healthier, and more equitable neighborhoods. With a team of over 900 staff and an annual budget of $130 million, the Center carries out its mission through three core strategies: • Operating Programs that pilot new ideas and address local challenges;, • Conducting original research to evaluate what works—and what doesn’t; and THE OPPORTUNITY The Center for Justice Innovation is seeking a Counselor, Jail Diversion to join a team of clinicians who assess the clinical and services needs of defendants currently being held in pretrial detention. This will include coordinating closely with the Manhattan Felony Alternative to Incarceration (ATI) Court to identify and assess potential participants. The ATI Court, which is led by Administrative Judge Ellen Biben, seeks to forge a new response to individuals charged with felonies by linking them to community-based social services. The Court is the first of its kind, providing an innovative model for other jurisdictions seeking to develop and implement meaningful post-conviction sentencing options for individuals facing felony charges. Reporting to the Senior Social Worker, Jail Diversion, the Counselor will be responsible for conducting independent clinical assessments and drafting treatment recommendations for defendants being held in pretrial detention. The Counselor will conduct these assessments and complete these treatment plans according to a strict timeline, ensuring that the process is completed as quickly as possible. The goal is to provide information that will enable defense attorneys, prosecutors, and judges to resolve cases as quickly as possible, significantly reducing the time people spend in pretrial detention. An essential and dynamic feature of the Counselor’s role will be close collaboration with key external stakeholders. They will work regularly with New York City defense organizations and other defense attorneys, prosecutors from the Manhattan District Attorney’s Office and the Office of the Special Narcotics Prosecutor, staff at the Department of Correction and Correctional Health Services, the judge and court staff from New York County Supreme Court who oversee the Felony ATI Court, and an array of community-based alternative to incarceration and community-based providers. This will include coordinating closely with the Manhattan Felony Alternative to Incarceration (ATI) Court to identify and assess potential participants. The ATI Court, which is led by Administrative Judge Ellen Biben, seeks to forge a new response to individuals charged with felonies by linking them to community-based social services. The Court is the first of its kind, providing an innovative model for other jurisdictions seeking to develop and implement meaningful post-conviction sentencing options for individuals facing felony charges. Reporting to the Senior Social Worker of Jail Diversion, the Social Worker, will be responsible for conducting independent clinical assessments and drafting treatment recommendations for defendants being held in pretrial detention. The Social Worker will conduct these assessments and complete these treatment plans according to a strict timeline, ensuring that the process is completed as quickly as possible. The goal is to provide information that will enable defense attorneys, prosecutors, and judges to resolve cases as quickly as possible, significantly reducing the time people spend in pretrial detention. An essential and dynamic feature of the Social Worker’s role will be close collaboration with key external stakeholders. They will work regularly with New York City defense organizations and other defense attorneys, prosecutors from the Manhattan District Attorney’s Office and the Office of the Special Narcotics Prosecutor, staff at the Department of Correction and Correctional Health Services, the judge and court staff from New York County Supreme Court who oversee the Felony ATI Court, and an array of community-based alternative to incarceration and community-based providers. Court-based clinical work is an exciting, unique and demanding area of practice, and the Social Worker role involves navigating and constructively engaging with differing and, at times, competing stakeholder perspectives. With a team of over 900 staff and an annual budget of $130 million, the Center carries out its mission through three core strategies: • Operating Programs that pilot new ideas and address local challenges;, • Conducting original research to evaluate what works—and what doesn’t; and THE OPPORTUNITY Brooklyn Mental Health Court The Brooklyn Mental Health Court launched in 2002 as NYC’s first mental health court, serving individuals charged primarily with felony offenses who are living with serious mental illness. The program diverts participants from jail or prison by conducting clinical assessments and then connecting them with long-term treatment in the community, along with rigorous judicial monitoring. The court aims to strengthen the justice system’s ability to identify, assess, and monitor individual participants, to create linkages between the justice and mental health systems, and to improve public safety by ensuring that participants receive high quality community-based services. Brooklyn Felony ATI Program The Brooklyn Felony ATI Program utilizes a similar model to Brooklyn Mental Health Court, serving individuals facing felony charges who are not otherwise eligible for Mental Health Court or other treatment courts in Brooklyn. The program receives referrals through two pathways: (1) the dedicated Felony ATI court part within Brooklyn Supreme Court, with a dedicated judge and supervising prosecutor; and (2) through other court parts throughout Brooklyn Criminal and Supreme Court. Regardless of the referral pathway, all participants receive individualized assessments, onsite and community-based services, compliance monitoring and judicial monitoring for the life of the case. BMHC is seeking a Social Worker for its Brooklyn Felony Diversion programs. The Social Worker will serve individuals who are mandated to Brooklyn Mental Health Court and Felony Alternative to Incarceration (Felony ATI) programming through the Brooklyn Supreme Court. Reporting to the Clinical Director, the Social Worker is responsible for conducting psychosocial assessments, linking clients to a range of wrap-around services, providing comprehensive trauma-informed case management, compliance monitoring, and reporting for clients referred to the Brooklyn Mental Health Court and Brooklyn Felony ATI programs.
