[COO] works in binomial with the Chief of Development [COD] in executing projects portfolio.He supervises physical delivery of trains (in quality, time and costs in the production phasis) for the whole portfolio endorsed by LRH Train Development Site [TDS] and ensures smooth in timely entry in manufacturing facility.As such, COO shall:Ensure taking into account of industrial return of experience and constraintSince Notice To Proceed [NTP], build the Validation plan together with the COD for each projectEnsure that committed delivery schedules comply with assembly lines setup (including PUs and remote facility when relevant)Ensure good prioritization (critical path) on the project in line with global planningCoordinate Supply Chain, Industrialization, Production and Testing for the train delivery site in relation with Industrial QualityEnsure Design for Operations [DFO] aspects are addressed in development phaseTogether with COD and Project Managers, identify risks and opportunity with action plans on the projects portfolio (technical, planning, financial …)Organise visibility on the project progression (regular communication, indicator) and make sureCoordinate industrial sites support to the Integrating Unit in line with PIO strategyMake sure trains configuration and modification are efficiently driven and monitored both at project and portfolio levels.COO is based on the final assembly unitOrganisation structure: Industrial OperationsReports directly to:Site Industrial Director [SID]Reports functionally to:Site Tenders & Projects Director [SPD]Key accountabilities:Develop the Project “Industrial Management Plan” (IMP) in line with project objectives and other project plansLead “Construction & Installation Management Plan” (CIMP)Based on projects portfolio, continuously update development and industrial organisations with workload assumption (3 years look ahead)Lead Transfer of Technology (ToT) and ensure skillset development plan per ToT commitmentChallenge sub-systems for ensuring Design for Operation based on local requirementsEnsure readiness of industrial activities, means and deliverables to successfully pass the gate reviewsMonitor, control and prepare sub-systems physical delivery for the final assembly line to maintain the alignment with the global industrial planningEmulate QCD continuous and specific improvement action plans achieving industrial QCD targets after the serial GoBe accountable for the proper implementation and full compliance with Code of Ethics, EHS and other Alstom policies and Customer requirements relative to Industrial activityMain activities:Validate Train Industrial Development [TID] Quality, Cost and Planning [QCD] commitment at tender stage then lead andcoordinate projects operation activities and stakeholders from Tender transfer to last train Acceptance including:Ensure alignment with project objectives of activities related to industrial operations (industrialization & production line set-up, transfer of technology, supply chain, manufacturing, testing and commissioning of the complete system)Validate Project Industrial Management Plan [IMP] including Project Industrial Organization [PIO], Make or Buy strategyLead industrial planning & reviews, monitoring on time deliverables and ToT Management PlanWork in binomial with the Chief of Development in executing projects portfolioResources management:Anticipate and ensure Impulse TID team staffing,Escalate when available resources do not sustain projects needs and on-time deliveryProactively participate to the definition of project development logic and key milestonesLead TID risks and opportunities management and mitigationEnsure industrial data correct set-up in ERPActively contribute to “product vs process” concurrent engineering and ensure adequate handover between DME and PMEEnsure both logistics and kitting strategy are defined in line with Supply Chain requirements and customer sites constraintsBe a key player toProject(s) baselining strategy and optimizationChange and Configuration Board [CCB] to validate changes and date or rank of application, ensure early identification of industrial changes and risk/impact assessment to propose alternative scenarioChallenge and supervise retrofit activities after changes related to engineering, industrialization, and manufacturing planningLead problem-solving approach when technical or operational issues arise on delivery siteEnsure compliance and optimization of Reference Library and tenders strategy on industrial related topicsSupport the delivery of the first trains of series, support FAR & FMR and ensure FAR/FMR/SMR are performed on timeEnsure Customer site and Alstom on-site organisation [SAV] are ready for handing over trainsetsPerform lessons learned/ feedback on industrial activities and contribute to update the Industrial Ref LibManage its direct reports and ensure proper delegation when requiredArbitrate issues escalated at his level and escalate to the Project Management when requiredKey Job Authorities and Dimensions:Owner of the Train Industrial Delivery [OTD]PC9 and PC11 on timeParts availability (prenabilité)Educational Requirements :Engineering or master’s degree level education, preferably in manufacturing, mechanical, electrical or supply chain disciplines.Experience :At least 7 to 10 years of experience in industrial operations including 3 years in projects or site management organisation.Extensive industrial, supply chain and Rolling Stock product knowledge and project/company backgroundCompetencies & Skills :AIR rule model demonstrating agility, entrepreneurship and strong team spiritResult and planning orientedBalanced skills between industrial and project managementStrong leadership and ability to federate teams on technical orientations to reach QCD targetDemonstrated capacity to lead cross-functional activities and
