The Maritime and Coastguard Agency has a requirement to meet its obligations under the Civil Contingencies Act 2004 (the Act) with regards to emergency preparedness, accident and disaster response, and business continuity arrangements. HM Coastguard (HMCG) deliver these responsibilities by ensuring there are suitable arrangements in place for managing foreseeable risks and for planning and responding to incidents that require a multi-agency response. This is undertaken through the development and management of plans and procedures that are validated and tested to mitigate and ensure continuity of business in respect of these foreseeable risks and threats. Find out more about what it's like working at MCA: Maritime and Coastguard Agency - Department for Transport Careers Job description The role holder will support the Civil Resilience Lead in the development of plans, procedures and capabilities relating to Civil Contingencies matters that ensure HMCG complies with its duties under the Civil Contingencies Act, and to enable HMCG, through its officers and its partner responder agencies, to deliver its core Coastguard missions, and an effective and comprehensive response to major and other multi-agency incidents. The role holder will support preparedness, response planning and command structures in response to complex and protracted incidents and liaise with other emergency response partners and agencies to facilitate a joint shared understanding of risks and capabilities for responding to multi-agency incidents and civil emergencies within Great Britain and Northern Ireland. Your responsibilities will include, but arent limited to: Assist the Civil Resilience Lead in developing HMCG strategy in meeting its obligations under the Civil Contingencies Act 2004 Be a point of contact for advice on business continuity arrangements for HMCG Contribute to planning and delivery of professional and technical development of Coastguard staff Provide advice for HMCG Directorate staff on Joint Emergency Services Interoperability Principles (JESIP) Provide support to assist other responder agencies and partners understanding of HMCGs functions Provide guidance and support to HMCG Directorate staff For further information on the role, please read the role profile . Person specification To be successful in this role you will need to have the following experience: Either a degree in Emergency Planning; and significant experience working in an emergency planning role for an Emergency Service, OR equivalent experience working in a multi-agency planning and response role, particularly within a Cat 1 or Cat 2 responder agency. Experience in the development of response plans within the framework of UK civil contingencies (single and multi-agency) and integrated emergency management principles. Experience in the planning, delivery and assessment of exercises that validate response procedures and capabilities, and the identification of lessons through post-exercise debriefing. Experience in draft and delivering clear, concise briefings to a diverse range of stakeholders drawing, assessing, and validating information from multiple sources. Additional Information There will be occasional requirements to work outside core hours to support to pre-event & incident activation procedures, operational response, or planned exercises. There will be an occasional need to travel to various locations around Great Britain and Northern Ireland, and some international travel may also be required. Working hours, office attendance and travel requirements Full time roles consist of 37 hours per week. Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week. This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements. The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
