Job Description Job Title: Assistant Track Supervisor Department: Engineering Assets Reports to: Terminal Engineer Position is responsible for scheduling and execution of repair, inspection, and maintenance of track and track structures along an assigned right of way. This position is responsible for implementation of company track and track structure programs as determined by the Chief Engineer on an assigned right of way as well as periodic unscheduled maintenance and repair as required. Major Job Functions Safety - Execute Conrail's safety program and oversee employees' compliance with Conrail safety and operating rules and FRA regulations by identifying and providing necessary training, efficiency testing, observation of work in the field, and building of relationships with employees under positions’ supervision. Identify and implement additional initiatives appropriate to respective district Service - Coordinate required work with Transportation and Service Delivery to assure least delay to customer plan as is feasible, with the first consideration being safety of operations and the public. Key Responsibilities -Manage ongoing inspection, repair and defect correction of track and track structures on respective district. Assure prompt correction of defects within required time limits. Execute approved projects to achieve budget and schedule goals. Coordinate with other Engineering departments for required support for mutual projects. Directly supervise, coach, train, and delegate work activities to subordinates. Mentor less experienced subordinates. Set the example for fellow Conrail employees of safe work practices, rules knowledge and commitment to fulfilling service commitments. Managing Efficiently - Manage resources to maintain the track structure and right of way in an assigned territory. Manage the progress of track projects, monitor project schedules, know status of project budget versus spending, and communicate with project personnel. Managing Unusual Occurrences - Participate in preliminary investigation and management of unusual occurrences per Company procedures. Respond to derailments and ensure that the repair of track is performed properly and efficiently Administration - Complete required administrative reports and documentation, maintain files, conduct routine communications with others. Supervision/Staff Development - In conjunction with Director Track Maintenance, create and implement individual training and development plan for incumbents' position and all subordinate staff to develop leadership capability and improve technical expertise. Qualifications • · Bachelor’s degree desired but not required., • · Must have a minimum of five years field experience., • · Ability to work with all levels of employees and as part of a team., • · Demonstrated interpersonal and communication (verbal & written) skills, problem solving, leadership and training/instructional skills., • · The candidate must know, understand and be able to instruct subordinates on FRA Track Safety Standards 49 CFR and ability to apply same in field., • · Thorough knowledge and ability to instruct others on requirements of Conrail safety and NORAC rules, policies and procedures, including MW4., • · Knowledge of track geometry, maintenance, production procedures, track construction and maintenance equipment, vehicle and railroad standards and practices., • · Read, write, speak and understand the English language., • · Report to work on a regular and consistent basis., • · Work outside normal tour, weekends/holidays, as required., • · Work outdoors in all types of weather., • · Walk frequently; bend, stoop, and crawl occasionally to inspect equipment or structures., • · Walk on uneven surfaces., • · Climb on-track equipment ladders and steps., • · Use various types of large hand tools., • · Lift up to 75 pounds., • · Travel to different locations. Although Conrail no longer handles commercial matters for customers, we continue to play a critical role in serving shippers and receivers as an agent for our owners.
