THE OPPORTUNITY Brooklyn Justice Initiatives (BJI), the largest operating project of the Center, seeks to re-engineer the experience of criminal court in Brooklyn, New York, by providing judges and attorneys meaningful alternatives to bail, fines, and jail sentences. Operating out of Kings County Criminal Court and community-based offices, BJI is a team of social service providers, court-based resource coordinators, mental health practitioners, compliance specialists, and others who seek to improve the quality of justice. Supervised Release offers an alternative to jail by providing pretrial supervision, case management, and voluntary social services to people charged with misdemeanor and felony offenses, and in doing so, uses an arrest as a window of opportunity to change the direction of a participant’s life, avoiding the harmful effects of incarceration. Program participants are monitored to ensure their appearance at court dates and mandatory programming, and receive referrals to services like job training, drug treatment, and mental health counseling. BJI seeks Case Managers for the borough’s Supervised Release Program (SRP). Reporting to Supervising Case Managers, Case Managers are the front line of service delivery and key to ensuring that the program meets its mandate. Specifically, Case Managers will supervise SRP participants according to their assigned tier and level; work with participants to identify and address barriers to compliance and court attendance; conduct outreach to participants, court stakeholders, community-based service providers, and collateral contacts; connect participants to appropriate services in the community to support their stabilization, and ensure accurate and timely court reporting on participants’ compliance with program requirements. Responsibilities Summary Provides case management of Intensive Supervision Appearance Program (ISAP) participants from entry to release by administering the program’s policies and procedures as defined by the Department of Homeland Security (DHS) contract. Primary Duties and Responsibilities • Develops, implements, coordinates, reviews and updates case management and individual service plans for ISAP participants in conformance with state and federal regulations and program requirements. Reporting to the Case Management Coordinator, the Supervising Case Manager will be responsible for providing substantive and consistent trauma-informed supervision to Case Managers, Senior Case Managers, and Community Navigators to ensure fidelity to the program model and quality service to participants in the community. Supervising Case Managers ensure that staff complete program-specific training, consistently apply policy, protocol, and best practices in alignment with that training, maintain routine and accurate data entry and court reporting, and collaborate effectively across SRP teams to build on successes and proactively address challenges. This position is also responsible for completing comprehensive and routine case audits in partnership with the compliance team to ensure consistent application of policies, protocols, and best practices. The AGM is an integral part of the site leadership team and collaborates closely with senior management. Key Responsibilities: * Assist in day-to-day operations of the property, ensuring smooth and compliant functioning of the site. * Supervise administrative office staff and ensure adherence to company standards and procedures. * Manage access control, including preparing and updating key fob information in the security system. * Oversee all aspects of move-in and move-out scheduling and documentation. * Prepare lockout notices, implement related charges, and maintain lockout records. * Review incident reports and follow up with residents, legal, and security teams as needed. * Coordinate regularly with the Facility Manager regarding property operations and capital needs. * Ensure rent roll accuracy and proper implementation of tenant charges, including move-out billings, DNA procedure oversight, correction form submission, and arrears collection. * Track and manage contract renewals, vendor documentation, and service timelines. * Provide responsive and professional customer service to residents; resolve tenant concerns and complaints. * Conduct apartment and property inspections and ensure timely resolution of work orders and repairs. * Support Legal Coordinator with court appearances, notices, repayment agreements, and compliance with legal stipulations. * Work with Accounts Payable to ensure timely processing of vendor invoices. * Supervise and monitor the work order system, including Maintenance IQ. * Coordinate with bookkeeping staff to ensure accurate ledgers. * Monitor paint schedules and apartment readiness. * Enter purchase orders and monitor purchasing needs. * Ensure site cleanliness and compliance with sanitation protocols in collaboration with maintenance staff. * Alert senior management to patterns of unusual or excessive resident complaints. * Prepare Excel reports and analysis as needed. * Promote a welcoming and professional atmosphere for residents, vendors, and guests. Required Skills and Abilities: * Excellent verbal and written communication skills. * Strong leadership and team supervision abilities. * Intermediate to advanced Microsoft Excel skills; proficiency with reporting and data analysis. * Solid knowledge of affordable housing programs, including Section 8 and NYCHA PACT. * Experience working with violations and subsidy-impacting issues. * Familiarity with New York City housing regulations and NYCHA systems preferred. * Experience with Yardi and Work Order Systems (Maintenance IQ preferred). * Strong organizational, analytical, and problem-solving abilities. * Bilingual Spanish/English preferred. Qualifications: * Bachelor’s degree and 5 years of experience in affordable housing management; or equivalent experience. * Minimum 3 years’ experience working with Section 8 programs and subsidy-impacting violations. * Experience with NYCHA regulations, inspections, and systems strongly preferred. * Knowledge of building systems, NYC housing laws, and compliance standards. As a Lobby Attendant, you will support the Supervised Release Program, a program that makes a significant impact by diverting 5,500 individuals from pretrial detention at Rikers Island to community-based supervision and support services annually. Our program participants come from diverse backgrounds, including youth, young adults, people with substance use disorders, and those experiencing homelessness. Supervised Released participants have not been found guilty of a crime and are not mandated to engage in treatment, your role will be crucial in tactfully motivating and empowering them to tap into their strengths and make positive life changes while fulfilling court requirements.
