Job Description Job Title: Payroll Manager Job Description The Payroll Manager will provide hands-on leadership and temporary management coverage for end-to-end payroll operations in a large, complex, multi-jurisdictional environment. This role ensures accurate and timely payroll processing, supports an ongoing Oracle implementation, and maintains high standards of compliance, service, and operational continuity during a period of transition and heavy workload. Responsibilities • Oversee and support end-to-end payroll processing to ensure accurate and timely pay for employees across multiple jurisdictions in the United States and Canada., • Provide backup support to payroll team members on daily payroll tasks to maintain accuracy, continuity, and adherence to established deadlines., • Contribute to month-end and quarter-end close activities, including payroll-related reconciliations, documentation, and internal reporting requirements., • Perform system testing for Oracle Time & Labor (OTL), Payroll modules, and other system enhancements or special projects to validate accuracy, functionality, and readiness for production., • Ensure compliance with all applicable federal, state, provincial, and local payroll regulations, including tax laws and reporting requirements., • Stay current with legislative and regulatory changes affecting payroll and implement necessary updates to payroll processes and policies., • Conduct routine internal payroll audits to verify compliance with tax regulations, company policies, and other payroll-related requirements., • Provide backup support in handling employee payroll inquiries and escalations, ensuring timely, accurate, and professional resolution., • Support continuous improvement efforts by identifying opportunities to streamline and redesign payroll processes for greater efficiency and control., • Analyze complex payroll data, break down information into clear insights, and communicate findings effectively to stakeholders., • Manage multiple payroll-related projects and assignments simultaneously, prioritizing tasks to meet deadlines and deliver consistent results., • Collaborate closely with Accounting and Finance teams during close cycles and system implementation activities., • At least 5 years of payroll experience within a large, complex organization., • 10+ years of full-cycle payroll experience, including multi-state payroll processing., • 5+ years of management experience in payroll or closely related functions., • Strong, hands-on expertise in end-to-end payroll processing and payroll operations., • Advanced proficiency in Microsoft Excel, including pivot tables, formulas, and macros., • Demonstrated experience with payroll tax, payroll processing, reconciliation, and reporting., • Proven ability to break down complex information, analyze payroll and financial data, and clearly communicate findings., • Experience managing multiple projects and assignments while meeting deadlines and delivering high-quality results., • Strong knowledge of federal, state, provincial, and local payroll regulations and compliance requirements., • Experience working with Oracle and Oracle Time & Labor (OTL) is preferred., • Experience with payroll or HRIS systems such as PeopleSoft, SAP, and Kronos., • Experience in Accounting, Finance, or related fields supporting payroll processes and reconciliation., • Experience driving continuous improvement initiatives and redesigning processes for efficiency and control., • Strong communication skills with the ability to clearly explain payroll issues and resolutions to non-technical stakeholders., • Proven ability to support system implementations or upgrades, including testing and validation of payroll-related modules., • Comfort working in a high-volume environment supporting payroll for thousands of employees across multiple states and countries., • This is a contract role of approximately one year within a corporate environment where Accounting, Finance, and other corporate functions are based at the Sleepy Hollow location., • The position follows a hybrid schedule, with four days onsite and one day remote each week., • The Payroll Manager will operate as a direct individual contributor within a four-person U.S. payroll team, supporting payroll processing across 44 U.S. states and a smaller Canadian employee population., • The environment is fast-paced and highly collaborative, with a strong focus on supporting day-to-day payroll backlog while the organization concentrates on an Oracle implementation, including heavy use of Oracle Time & Labor (OTL).
