This role leads complex, multi-dimensional projects that address critical fiscal challenges including revenue optimization, cost containment, compliance assurance, and strategic financial planning in an evolving healthcare landscape. The Senior Business Analyst combines deep expertise in behavioral health finance, Medi-Cal reimbursement, and public sector budgeting with strong analytical capabilities to design scalable solutions that respond to high staff turnover, shifting funding models, and increasingly complex state and federal regulatory requirements. This position requires exceptional analytical skills, sophisticated understanding of multiple funding streams, and the ability to translate complex financial data into actionable strategies that enhance county fiscal capacity and service delivery. The Senior Business Analyst collaborates extensively with county fiscal leadership, behavioral health directors, state agencies, and CalMHSA executive teams to drive financial transformation and prepare counties for major policy reforms and funding transitions. DUTIES AND RESPONSIBILITIES include but are not limited to: • Lead comprehensive fiscal optimization projects for counties, including budget analysis, cost structure review, and recommendations for resource alignment and transparency., • Analyze and improve county behavioral health budgets, overhead allocations, and program-level financial planning., • Conduct in-depth reviews of high-cost client placements, realignment funding, and contract negotiations to reduce fiscal strain and improve oversight., • Support counties in reconciling managed care offsets, validating state charges, and pursuing corrective actions for discrepancies., • Perform cost and utilization analyses for mobile crisis programs and other service lines to identify operational efficiencies and sustainability thresholds., • Review and optimize Prop 30 and Medi-Cal administrative claiming practices, including documentation, compliance, and expansion opportunities., • Develop and deliver targeted fiscal training for county staff, addressing knowledge gaps in behavioral health finance, funding streams, and compliance requirements., • Analyze productivity reports, billing opportunities, and provider reimbursement rates to maximize revenue and ensure equitable payments., • Review and inventory contracts for mental health and substance use programs, identifying opportunities to transition non-billable programs to Medi-Cal certification., • Support budget planning for new facilities and capital investments, including revenue projections and fiscal impact analysis., • Prepare counties for major funding reforms (e.g., BHSA), including historical data analysis, budget modeling, and strategic planning., • Facilitate meetings, information exchange, and ongoing communications with county leadership and fiscal teams., • Develop comprehensive reports summarizing findings, recommendations, and projected fiscal benefits for county leadership., • Provide technical assistance and analytical support on behavioral health finance topics, including modeling funding streams, rate setting, contract management, and payment reform., • Maintain up-to-date knowledge of Medicaid/Medi-Cal funding, regulatory changes, and best practices in behavioral health finance. QUALIFICATIONS EDUCATION/EXPERIENCE: To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. • Bachelor’s degree in finance, accounting, public administration, health economics, or a related field required; Master’s degree preferred., • Minimum of 5 years of progressively responsible experience in behavioral health finance, public sector budgeting, Medicaid/Medi-Cal reimbursement, or related areas., • Demonstrated expertise in county behavioral health funding streams, including MHSA/BHSA, Realignment, Medi-Cal and state/federal grants., • Experience leading complex fiscal analysis projects, developing training materials, and providing technical assistance to a variety of stakeholders., • Advanced proficiency in financial modeling, budget development, contract review, and rate setting for behavioral health programs., • Strong analytical, problem-solving, and presentation skills, with the ability to communicate complex financial concepts to diverse audiences., • Proficiency in Microsoft Excel, Word, and relevant financial or data management systems (e.g., EHR, Salesforce)., • Experience with legal document drafting, editing, and proofreading is highly desirable., • Ability to work independently, manage multiple priorities, and collaborate effectively with internal and external stakeholders., • Exceptional analytical and quantitative skills with demonstrated ability to synthesize large volumes of financial and operational data to identify trends, risks, opportunities, and actionable insights., • Advanced financial modeling capabilities including multi-year budget projections, scenario analysis, sensitivity testing, cost-benefit analysis, and return on investment calculations., • Strong problem-solving skills with ability to diagnose complex fiscal challenges, develop creative solutions, and implement practical recommendations., • Excellent written and verbal communication skills with proven ability to translate complex financial concepts, regulatory requirements, and technical analyses into clear, compelling narratives for both technical and non-technical audiences., • Outstanding presentation skills with experience delivering training, facilitating workshops, and presenting findings to county leadership, executive teams, and governing boards., • Deep knowledge of Medicaid/Medi-Cal funding mechanisms, managed care financing, fee-for-service reimbursement, capitation methodologies, and public sector revenue sources., • Strong understanding of behavioral health service delivery models, treatment modalities, and program structures that inform fiscal analysis and recommendations., • Expertise in cost allocation principles, indirect cost rate development, administrative claiming, and compliance with federal Office of Management and Budget (OMB) guidelines., • Experience with contract financial analysis, rate negotiation, and provider reimbursement strategies., • Ability to work independently with minimal supervision, exercise sound judgment, and manage multiple concurrent projects with competing deadlines in a fast-paced, high-stakes environment., • Strong project management and organizational skills with attention to detail and commitment to producing high-quality, accurate deliverables., • Collaborative working style with ability to build strong relationships with county partners, establish credibility as a trusted advisor, and navigate complex stakeholder dynamics., • Proficiency in legal and contract document review, editing, and proofreading to assess fiscal terms and obligations., • Strategic thinking abilities with capacity to anticipate policy changes, assess fiscal implications, and position counties for future success., • Commitment to customer service excellence and responsive technical assistance that meets county needs and timelines., • Cultural humility and ability to work effectively with diverse communities and stakeholders., • Adaptability and resilience in responding to changing priorities, emerging issues, and evolving regulatory landscapes. Advanced proficiency in Microsoft Excel (pivot tables, complex formulas, financial modeling), Word, and PowerPoint for data analysis and presentation. Experience with data management systems (e.g., EHRs, Salesforce, Medicaid/Medi-Cal claims platforms). Familiarity with SQL or other data query tools for extracting and analyzing fiscal data. Comfortable with virtual collaboration tools (Teams, Zoom, SharePoint). REGULAR WORK SCHEDULE – Schedule varies depending on business needs, county project timelines, and stakeholder meeting requirements; however, regular company business hours are 8:00am to 5:00pm, Monday – Friday.
