Job DescriptionBA or Technical Payroll Analyst Other titles: Business analyst, Technical analyst, Payroll analyst, Payroll Systems analyst, etc. Hybrid 50% Location: NY,NY Contract: 9 months (possible extension based on client need) The initiative for this project is to modernize and maintain payroll systems to ensure accurate and compliant processing of employee compensation and tax documentation. The Business Analyst will support key HR Payroll applications, focusing on implementing tax updates and regulatory changes, improving system reliability and data accuracy through rigorous testing and simulation, and translating business needs into actionable technical solutions. The role also ensures compliance with labor laws and contractual obligations, contributing to data integrity, transparency, and accountability in payroll operations. Additionally, the initiative promotes interoperability across related HR and timekeeping systems. Top skills: • Business Analysis - experience analyzing and documenting business requirements, authoring functional and technical specifications, and translating them into actionable development tasks., • Payroll Systems - experience supporting Payroll (PMS) and W2 Amendment (W2AM) applications, • Testing/QA - experience support both system and user acceptance testing Additional Skills & Qualifications Previous experience working with an enterprise wide, large-scale environment. Experience Implementing Tax updates in a government or civil service environment. Excellent understanding of systems development lifecycle methodologies. Excellent communication (oral and written), interpersonal, and organizational skills required. Strong MS Office 2010 and later; including Visio, Excel, Project, and Access required. Preferred Qualifications: Experience and knowledge of PMS and PPMS (payroll processes), NYCAPS (personnel), CityTime (timekeeping) and CHRMS canned reports and Ad Hoc facility. Extensive knowledge of Fair Labor and Standards Act (FLSA) Overtime processing rules. Extensive knowledge of contractual overtime processing rules. Experience with application configuration design and set-up. Knowledge and experience in IBM Mainframe environments, QMF, SQL, MS SQL Server. Understanding of relational databases (e.g. DB2). Proficiency running back-end/database queries for data analysis (DB2 on Mainframe). Clearly document and explain problems and to work with others to resolve software defects while ensuring technical compatibility and end user satisfaction. Ability to demonstrate the ability to plan, manage time according to schedules, and status reporting. Flexible work from home options available.
