Objective of the Position: The Senior Buyer leads the end-to-end procurement strategy and execution for complex packages (equipment, materials, subcontracts, and specialized services) within industrial plant projects (EPC, water treatment, power, utilities). The role secures best total cost, quality, delivery, and risk allocation across the full project lifecycle—acting as the procurement voice in the project, negotiating critical terms, managing supplier performance, and coordinating closely with Engineering, Construction, QA/QC, HSE, Planning, Legal, and Finance. They also lead and mentor other buyers, orchestrating multiple workstreams and taking strategic decisions on critical packages. 1. Project Procurement Leadership • Own the full procurement cycle for assigned packages: market screening, RFI/RFQ, bid clarification, technical/commercial alignment, cost breakdowns, negotiations, award, and post‑award contract management., • Build the procurement strategy per package (timeline, sourcing options, risk & mitigation, make/buy, standardization, evaluation criteria) aligned with Project Management and corporate policies., • Drive procurement from basic engineering through commissioning, ensuring scope, cost, and schedule adherence., • Manage supplier interfaces across design, FAT/SAT, logistics, site delivery, and documentation close‑out. 2. Cross‑Functional Stakeholder Management • Engineering: align specifications, freeze BoMs, manage deviations/VORs, coordinate inspections and FAT punch‑lists., • Construction / Site: delivery sequencing, site constraints, lift plans, off‑loading/positioning coordination, pre‑alerts., • Quality (QA/QC): ITPs, material certificates, NCR resolution, dossier QA/QC completeness., • HSE / PRL: compliance requirements, inductions, access documentation, method statements., • Planning / PMO: procurement schedule L2/L3, critical path, expediting priorities., • Legal & Finance: payment terms, securities, LDs, IP, insurance, currency exposure, and claims. 3. Supplier Strategy, Negotiation & Performance • Develop competitive supply strategies (dual sourcing, framework agreements, LTA/MTA) and supplier development plans for critical commodities (e.g., pumps, valves, skids, MCCs, instrumentation, structural steel, piping)., • Lead complex commercial negotiations: Incoterms, payment milestones, LDs, performance guarantees, warranty, IP, documentation deliverables, after‑sales service., • Set and track KPIs (OTD, quality/NCRs, documentation on‑time, service levels) and enforce recovery plans. 4. Team Leadership & Mentoring • Coordinate workloads for junior and mid‑level buyers, supervising bid tabs, compliance checks, and contract drafts., • Coach on negotiation tactics, market intelligence, cost breakdown analysis, and contractual risk., • Uphold documentation standards and procurement governance across the team. 5. Contracting & Risk Management • Translate project risks into robust contract terms (LDs, securities/retention or bonds, warranty levels, IP/license clauses, variation mechanisms, acceptance criteria, documentation prerequisites)., • Lead change management and claims with suppliers (cost/time), ensuring timely notices and evidence., • Drive prevention: early escalation on delays, quality risks, logistics constraints, and cash‑flow pressure. 6. Documentation & Compliance • Guarantee complete technical documentation delivery before shipment: datasheets, drawings, P&IDs redlines, certificates (CE/CoC), O&M manuals, ITPs, as‑built, QA/QC dossier, PRL/HSE credentials., • Ensure ERP/SRM/DMS records are accurate; enforce audit‑ready files (LOAs, bid tabs, NDAs, MoMs, CMs)., • Promote digital procurement tools and standardized templates. Core Competencies Technical • Solid expertise in industrial/EPC procurement, subcontracts, and international logistics (Incoterms®, CIP/DAP/DDP)., • Ability to read P&IDs, electrical SLDs, GA drawings, and interpret technical specifications., • Strong contracting skills (LDs, warranty, IP, acceptance, change/variation, termination, dispute mechanisms)., • Cost modeling, should‑cost, and TCO mindset. Experience & Qualifications • 7–10+ years in industrial/EPC procurement (water treatment, energy, O&G, chemicals, utilities, or similar)., • Degree in Engineering, Business/Finance, or International Trade (or equivalent experience).
