• Provide independent assurance to Scottish Ministers, the Scottish Parliament and the public regarding the effectiveness, efficiency and overall state of fire and rescue services in Scotland, • Provide advice, support and constructive challenge to the Service, Scottish Ministers and the SFRS Chief Officer on policy, operational and fire and rescue matters, • Oversee local scrutiny arrangements and engage with Community Planning Partnerships, • Carry out specific inquiries at the direction of Scottish Ministers, • Make independent determinations regarding non-domestic fire safety disputes, • Oversee publication and parliamentary laying of inspection reports and dissemination of recommendations and outcomes, • Identify good practice and joint learning opportunities, • Provide professional leadership and development to Fire and Rescue professionals within HMFSI, • Maintain integrity, transparency and public accountability, • Ensure the Inspectorate operates within its agreed budget and meets financial standards, • Raise awareness of the independent role of HMI and maintain HMFSI credibility, • Establish communications and engagement protocols with stakeholders, • Maintain working relationships with the Auditor General and other inspection and assurance bodies, • Maintain understanding of domestic and international best practice in fire and rescue delivery and professional inspection, • Prepare and publish a plan setting out priority areas for Inspectorate inquiries and how inquiries will be carried out, • Extensive experience of working in fire and rescue services at a strategic level, • Detailed, up to date knowledge of operational fire and rescue service matters across the range of service functions, • Experience of leading improvement within a public service setting or an external assurance and improvement function, • Leadership, • Making Effective Decisions, • Seeing The Big Picture, • Working Together, • Communicating and Influencing, • CV and supporting statement of no more than 750 words required, • Successful candidates must complete BPSS checks, • All candidates must obtain National Security Vetting at Security Check (SC) clearance level, • Normally, a minimum of 5 years' UK residency prior to the vetting application is required Demonstrates extensive experience in fire and rescue services at a strategic level, with a strong focus on operational matters, public service improvement, and effective leadership.
