About the Mental Health Youth Work Service Pilot The prevalence of reported mental health challenges in children and young people living in England have been increasing. In addition, research tells us that children and young people facing such challenges with their mental health are more likely to self-harm. For some children and young people, A&E Departments may be a first point of contact with healthcare services following self-harm. While in recent years the number of attendances by children and young people for mental health needs and/or self-harm have stabilised, there was a sharp increase in attendances following the pandemic. For children and young people who have gone to A&E for support with their mental health, such as following self-harm, waiting a long time in A&E can be hard. A&E Departments are often very busy and loud places and there is not always access to secluded space for those who have gone to A&E when experiencing difficulties with their mental health. Children and young people who are also neurodiverse may find the environment particularly challenging and overstimulating while they are waiting to access care and support. This pilot aims to strengthen the offer of support to young people aged 11-18 in A&E, and also consider the wider social and emotional wellbeing needs of those individuals whilst in that environment and following discharge by ensuring there is follow up support for a variety of services. The Mental Health Youth Work Service model has been informed by young people with experience of hospital attendances after self-harming, and their feedback has been used to shape the care we aim to deliver. The service runs across two hospital sites in London: King’s College Hospital and Queen Elizabeth Hospital. There will be a team consisting of one Senior Youth Worker and a Youth Worker embedded in each site. Where you fit in This is an exciting new service working in partnership with Queen Elizabeth Hospital Accident and Emergency Department. The project is a pilot that aims to provide specialist Youth Work support for young people presenting to a hospital because of their mental health, and specifically where they attend because of self-harm. The Senior Youth Worker will lead on the Mental Health Youth Work service embedded within the A&E department. This will involve line management responsibilities for the Mental Health Youth Worker, partnership working to build relationships both internally within the hospital and externally in the local community, and with both statutory and non-statutory partners. The Senior Youth worker will be expected to support and build trusting relationships with young people who present with acute needs and are often in a crisis. They will manage a caseload of their own, with contact taking place both in the hospital and post-discharge in the community. In this role, you will provide direct clinical support to children in our care who are looked after in our Residential service. The Mandate The role has two distinct phases, and the candidate must be credible across both: Phase 1 FCA Authorisation • Lead the end-to-end FCA authorisation process to obtain the appropriate UK payments license (EMI, API, or PI)., • Serve as the proposed SMF1 (CEO function) and accountable executive for the application., • Build the regulatory business plan, governance framework, and operational infrastructure required for authorisation., • Engage directly with the FCA throughout the application process, including pre-application meetings (PASS) and case officer interactions., • Recruit and oversee the initial UK team, including compliance, MLRO, and operational roles., • Appoint and manage external advisors (legal, regulatory consultants) as needed. Phase 2 Commercial Leadership • Take full P&L ownership for the UK business post-authorisation., • Define and execute the UK go-to-market strategy for payments and remittance products., • Build and scale the UK team across commercial, product, operations, and compliance functions., • Establish and manage UK banking relationships, scheme memberships, and partner integrations., • Represent the UK business to the board, investors, and key stakeholders., • Drive revenue growth, client acquisition, and market share in the UK payments landscape., • Ensure ongoing regulatory compliance and maintain a strong relationship with the FCA as the business scales. Candidate Requirements Essential • Currently or recently a CEO, Managing Director, or UK Country Head of an FCA-authorised fintech or payments business., • Has been the accountable executive (SMF1 or equivalent) during a successful FCA authorisation owned the process end-to-end, even if the MLRO/compliance team led the drafting., • Proven commercial operator: P&L responsibility, revenue growth, team building, and board or investor engagement., • Deep knowledge of the UK payments ecosystem: FCA regulatory framework, safeguarding rules, Faster Payments, card schemes, and correspondent banking., • Strong personal reputation and relationships within the UK fintech and regulatory community., • Based in London or willing to relocate. The FCA requires central management and control to be in the UK. Desirable • Experience operating across multiple jurisdictions or supporting international group expansion., • Familiarity with remittance corridors, cross-border payments, or emerging market payment flows., • Experience with the new FCA safeguarding rules effective from May 2026., • Track record of working with private equity, venture capital, or group-subsidiary governance structures. This Role Is Not Suited For • MLROs, Heads of Compliance, or regulatory consultants the role requires a commercial CEO, not a compliance specialist., • COOs or heavy-operations profiles without commercial P&L leadership., • Founders of their own ventures who are unlikely to move into a hired-CEO role., • Executives who joined post-authorisation and have not been through the FCA licensing process as the accountable executive. As a Registered Manager you will require a fundamentally different way of thinking, organising, and leading. Excellence in practice does not automatically translate into excellence in leadership. Responsibilities • Organise themselves strategically and work with foresight, • Prioritise, plan, and make sound decisions under pressure, • Lead through systems rather than constant presence, • Hold oversight of safeguarding, quality, and compliance without becoming reactive, • Develop, retain, and lead senior staff and future leaders, • Create stability for children through calm, consistent leadership Qualifications • Bachelor's degree or equivalent experience, • Level 5 Diploma in Leadership & Management for Residential Childcare (or working towards) Required Skills • Experience as a Registered Manager (or demonstrable readiness for registration), • Confident engaging with Ofsted and external scrutiny, • Thinks systemically rather than operationally alone, • Understands that leadership is about organisation, foresight, and culture, • Can hold both authority and empathy without becoming controlling or distant Preferred Skills • Experience leading Ofsted inspections, • Trauma-informed or therapeutic care experience (DDP, attachment-based, or similar approaches), • Evidence of staff development and retention, • Strategic organisational ability (service improvement, systems thinking, operational leadership) Pay range and compensation package They offer a competitive salary of up to £80,000, dependent on experience.
