Job Description SUMMARY Payroll Specialist, in El Paso, TX. The position of Payroll Specialist reports to the Project Manager. The function of the Payroll Specialist includes preparing, processing and reconciling payrolls for employees at EPPC (El Paso Processing Center). Tasks are generally routine and require little deviation from the established procedures. The Payroll Specialist may also be responsible for periodic and quarterly tax payments and filings ESSENTIAL DUTIES & RESPONSIBILITIES The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned. Enter and review bi-weekly time sheets for union, SCA, Non-exempt and Exempt employees. • Under general supervision this position is responsible for the full payroll process of multi-state employee including auditing and processing incoming payroll data as well as assisting departments with applicable forms and processes, • Responsible for processing payroll from start to finish often against tight deadlines., • Review and updates employee leave records, • Perform tasks to establish and maintain employee/payroll records., • Maintain cooperative working relationships; demonstrate sensitivity to, and respect for, a diverse population., • Other related duties as required and assigned within the Payroll Department., • Updating PSU (Updating as needed) QUALIFICATIONS QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION To perform this job successfully, an individual must be able to satisfactorily perform each essential duty. Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s) U.S. Citizen or LPR • Not Currently Employed by federal agency or active-duty military, • Pass Government Background Checks, • High school diploma or GED High school diploma or equivalent., • At least two (2) years of continuous payroll work experience, • At least one (1) year experience with CBAs, WDs, & SCAs, • Experience processing payroll in a multi-company., • Three to five years of progressively complex Payroll processing required., • Comprehensive knowledge of how payroll taxes and deductions are computed. Must be able to operate office machines, including a computer, copier, fax, and 10-key by touch as well as make arithmetic calculations. • Ability to pass a drug, background, and reference check. Knowledge, Skills, Abilities, and Other Characteristics Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography, and transcription, designing forms, and other office procedures and terminology. • Managing one's own time and coordinating time with others., • The ability to communicate information and ideas in writing so others will understand., • Using computers and computer system software, enter data, or process information., • Ability to meet daily & weekly deadlines., • Ability to balance multiple competing priorities and deadlines., • Good organizational and time management skills., • Good interpersonal skills and able to work in a team environment. Dependable and punctual. Preferred • CostPoint experience., • Deltek Time & Expense experience., • Ability to speak, write and comprehend a second language (Spanish or any language), • Clerical, secretarial, administrative support, or technical program support experience. WORK ENVIRONMENT Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. The employee will work in a temperature-controlled office environment, as well as on construction job sites. Job sites may be outdoors, or indoors. During visits to construction job sites, the individual may be exposed to: extreme cold or hot weather conditions, hazardous noise, fall hazards, heights in excess of 10 feet, confined spaces, excavations, live traffic, fumes, airborne particles, toxic or caustic chemicals, hazardous materials, unexploded ordinance, and dimly lit areas. SUPERVISORY RESPONSIBILITIES As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
