What You Will Be Doing: Under general supervision, the Director of Government & Public Affairs is responsible for leading the development, coordination, and execution of government affairs, strategic communications, community engagement, and regional operations initiatives. This role drives policy analysis, advocacy, and relationship-building efforts at the federal, state, and local levels to advance Health Plan’s mission and strategic objectives. Additionally, the Director oversees regional operational planning and community visibility in San Joaquin, Stanislaus, El Dorado, and Alpine Counties. Essential Functions: Required • Monitor, analyze, and communicate federal, state, and local legislative and regulatory developments impacting Health Plan’s operations, financial sustainability, and beneficiaries., • Lead cross-functional responses to new legislation and regulations, including impact assessments and implementation strategies., • Advise executive leadership and Health Commissioners on public policy issues and align advocacy strategies with trade associations and external stakeholders., • Develop and implement internal communication strategies to ensure timely policy updates for executive leadership, Health Commissioners, staff, and external partners., • Lead strategic communications for executive leadership, including developing talking points, presentations, and policy briefings., • Monitor regional market conditions to identify strategic opportunities, enhance visibility, and build community partnerships., • Lead department strategy, operations, and budgeting; foster a high-performance, mission-driven culture aligned with Health Plan’s strategic priorities., • May have direct reports as the position expands. What You Bring: Knowledge, Skills, Abilities and Competencies Required • Comprehensive knowledge of legislation and regulations governing Medi-Cal and other state-sponsored programs, as well as managed care products, services, and major business functions., • Strong financial acumen, including the interpretation and application of key financial indicators, budget development, and management to support sound business decisions., • Effective communicator with the ability to translate complex policies and organizational vision into clear objectives and motivate teams toward superior performance., • In-depth knowledge of government affairs functions within managed care plans, health systems, or public agencies., • Strong understanding of Medi-Cal and Medicare policy, managed care operations, and California’s health policy landscape., • Skilled in data-informed decision-making, with strong attention to detail and a proactive, strategic mindset., • Thorough understanding of health-related legislation and regulations at both the state and federal levels., • Exceptional written and verbal communication skills, with the ability to convey complex information to diverse stakeholders., • Strong relationship-building skills; able to collaborate effectively with policymakers, stakeholders, and internal teams., • Inspirational leadership qualities with the ability to articulate and model Health Plan’s mission, vision, and values to drive high performance and team alignment. What You Have: Education and Experience Required • Bachelor’s degree in Political Science, Public Health, Public Policy, Health Administration, or a related field., • 7 years of progressively responsible experience in government relations, public policy, or advocacy, preferably within the healthcare sector., • Demonstrated experience engaging legislative and regulatory bodies in California, including a deep understanding of the policymaking process.
