Job DescriptionDescription: POSITION OVERVIEW Under the supervision of the Director of Human Resources, the Human Resources Generalist, (Bronx NY) provides a wide variety of both complex and routine HR Administrative services. The Generalist assists in day-to-day Human Resources functions in the following areas: Human Resources Information Systems (HRIS), Employee Relations, Recruiting, Training and Development, and Employment and Compliance. Calculates increase amounts as stipulated by CBA and processes increases approved by CFO. Calculates all salary adjustments including retroactive payments associated with hourly or salary increases (longevity, COLA, promotions, etc.) or salary reductions (demotions, transfers, status change). Manages the co-pay reimbursement process for 1199 SEIU members. Reviews all medical receipts submitted for reimbursement to determine eligibility. Processes month reimbursement register for fund disbursement. Performs monthly sanctions and exclusions screening of employees and vendors via KChecks. Reviews list of matches determine if any employees or vendors excluded by Office of Inspector General (OIG) or Office of Medical Inspector General (OMIG). Resolves matches as appropriate. Immediately reports any excluded employees or vendors to Director of Human Resources. Serves as finance for Payroll/Finance. Works closely with Controller to resolve issues between HRB and PayEx including but not limited to tax codes, accrual codes, file numbers, earning code, etc. discrepancies. Produces various HR-related reports as requested by HR staff and reports for compliance tracking (in-services, talent reviews, licensures/certifications, NEO attendance, etc.). Responsible for monthly internal reporting including turnover, external BCHN staffing reports, etc. Maintains knowledge and understanding of existing and proposed federal and state labor laws/regulations to ensure compliance. Ensures legal compliance on HR-related issues including ADA, EEO/AA, FMLA, FLSA, COBRA, etc. Attends and actively participate in departmental and/or organizational meetings, trainings and workshops as required. Requirements: REQUIREMENTS 3+ years previous relevant experience in Human Resources Healthcare Industry experience preferred Bachelor's Degree in Human Resources Management, Organizational Development, Business Management or an equivalent related field required. Under the direction of the Chief Financial Officer (CFO), the Director of Revenue Management will lead all program and medical billing within the organization to establish departmental strategic objectives, ensure adherence to quality standards and billing metrics to improve operational efficiency and overall cash flow. This role will have accountability for projects impacting eligibility, service capture, billing and collections. This position requires a thorough understanding of the accounts receivables process and specifically, the ability to develop a solid understanding of the billing and collection process for YAI programs and medical clinic services, and to identify and implement enhancements and improvements. This role will require substantial organization and attention to detail backed by solid analytical skills. Key/Essential Functions & Responsibilities • Responsible for overseeing all revenue from residential, day and clinical programs for YAI in New York, New Jersey and California., • Oversees the day-to-day operations of the revenue cycle, ensuring adherence to policies and procedures., • Ensures the operating effectiveness of the revenue cycle from the point of service capture through cash collections., • Ability to analyze, review and ensure automation of billing and collections processes in the billing systems (e.g. Digital Agency [DA] and NextGen)., • Ensures claims are submitted within required deadlines and that payments are received and posted appropriately., • Directs and supervises billing and eligibility staff, providing guidance and monitoring staff productivity and performance using established metrics., • Monitors accounts receivable activity to ensure metrics are within benchmarks and initiates appropriate corrective measures, as needed., • Oversees and provides input to ensure all billing systems are functional in categories such as dictionary files, data elements, interface and mapping, payor specificity, claims file transmission and electronic remittance posting., • Oversees payment posting and reconciliation to bank statements with accounting., • Responsible for management of monthly claims adjustments and bad debt assignments., • Stays abreast of relevant Federal and State regulations and government and commercial payor regulations for I/DD program billing across all states of operation, as well as medical services provided in clinic., • Ensures handling of protected health information in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and maintains knowledge of related requirements., • Performs all other duties, as assigned. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES Management (20%) · Hires and retains a diverse, highly qualified staff and provides ongoing performance feedback and maintains a safe and professional work environment.· Trains or assists in training staff in other departments on revenue cycle related areas (both administrative and program) as needed.· Evaluates staff in a timely manner in accordance with PPGNY’s policies.· Performs other educational and experience related duties as required. Revenue Cycle Optimization and Revenue Cycle Liaison (25%)· Performs analysis of revenue cycle trends and identifies areas of focus to reduce denials and increase overall collections.· Performs root cause analysis for areas identified and proposes solutions to achieve overall enhancement of revenue.· Works closely with EPIC hosting organization to identify and implement automated solutions.· Collaborates with third party RCM vendor and health center operations to implement process changes.· Develop and roll out SOP’s to document process changes.· Train impacted staff on changes.· Resolves third-party billing difficulties that are beyond the experience of PPGNY or third-party vendor staff. Revenue Cycle (25%)· Serves as the organization’s main contact with outsourced RCM vendor to identify, resolve and prevent future issues. This includes setting up metrics to evaluate the RCM vendor’s performance.· Perform under and over payment audits· Oversee the PPGNY WQ’s to ensure work is done timely and accurately· Perform monthly monitoring of key metrics and identify issues driving underperformance· Develops/maintains procedures for internal control.· Works closely with other departments on internal and external reporting as it relates to clinical revenue. RCM compliance (10%)· Coordinates the coding audit on a periodic basis conducted by an outside agency, and partners with clinical services leadership to provide training and feedback to the clinical providers on their performance and areas for improvement. · Acts as primary interface with Medicaid and other third-party billing authorities, working with them to resolve in appropriate denials. · Actively maintains an up-to-date knowledge base of developments in third-party billing, such as changes in Medicaid reporting requirements. Keeps the CFO, CEO and other appropriate staff informed of same. Modifies department procedures to respond to such developments; and instructs and monitors staff with regard to procedure modifications. Managed care contracting (10%)· Works with external managed care consultant in negotiating periodic rate changes and contracting with third party payers. · Works closely with managed care contracting consultant to maximize reimbursement, including escalating revenue cycle issues that are not consistent with payer contracts. Monitoring reporting tools (10%)· Creates and monitors proper reporting tools for analytical review of the performance of the revenue cycle, including accounts receivable, write offs, payment posting, and charge entry.· Develops reporting tools to monitor productivity and quality of work performed by staff that impacts RCM results, including front desk, financial counselors, and third-party RCM vendor.· Works closely with Data Analytics team to develop dashboards, scorecards and other tools to monitor performance.
