Role Description POSITION SUMMARY: The Director of Nursing Services' primary responsibility is to ensure the provision of quality nursing care on a 24-hour basis to the residents of the Masonic Homes in accordance with Federal, State and Local standards and regulations. The Director of Nursing assumes authority, responsibility, and accountability for the delivery of nursing services in the facility. In collaboration with facility Administration, allocates department resources in an efficient and economic manner to enable each resident to attain or maintain the highest practical physical, mental, and psycho-social well-being. Collaborates with other departments, medical professionals, consultants, and organizations, including government agencies and advocacy groups, to develop, support and coordinate resident care, related administrative functions, and to represent the interests of the facility. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES: A. ADMINISTRATIVE FUNCTIONS: • Oversees administrative functions in Nursing Department., • Develops, maintains, and implements nursing policies and procedures that conform to current standards of nursing practice, facility philosophy, and operational policies while maintaining compliance with state and federal laws and regulations., • Communicates and interprets policies and procedures to nursing staff, and monitors staff practices and implementation., • Continuously monitors Federal and State guidelines and requirements and revises Departmental procedures accordingly., • Makes routine inspections of the facility to assure that established policies and procedures are being implemented and followed., • Responsible for the recruitment and hiring of both licensed and non-licensed personnel., • Functions as a liaison between the residents, their families, staff and the general public - responding to inquiries and providing information on nursing care and services., • Assists with the preparation of the Departmental annual budget and maintains the operating budgets for personnel and medical equipment and makes budget recommendations as to the purchase of such equipment. Assures nursing staff properly charges out ancillaries used., • Helps the Administrator prepare staff for inspection surveys, instructing staff on matters of conduct and disclosure, being interviewed by inspectors, immediate corrections of problems noted by surveyors, etc., • Develops and maintains documentation systems for continuity of care and record storage that assures compliance with local, state and federal regulations and Masonic Homes policies and procedures., • Perform administrative requirements such as completing forms, writing reports, etc., and submit to the Administrator or appropriate agency as directed., • Recommends and collaborates in in-service education programs to promote staff development., • Understands and incorporates the departmental goals and objectives into daily actions., • Develop and maintain a good working-relationship with Federal, State and local agencies and with the physicians. B. CLINICAL FUNCTIONS: • Ensures delivery of compassionate quality care and nursing supervision as evidenced by adequate services and staff coverage on unit, absence of odors, general cleanliness, prevention of pressure wounds, and apparent maintenance of optimal resident functions., • Reviews 24-hour report from every unit daily to monitor and ensure timely, effective responses to significant changes in condition, transfers, and discharges, use of restraints, unexplained injuries, falls, behavioral episodes, and medication errors., • Coordinates nursing services with all other departments including Therapy., • Exercises overall supervision of resident assessments and care plans., • Participates in daily or weekly management team meetings to discuss resident status, census changes, personnel, or resident complaints or concerns., • Monitors the success of the Restorative Care Program in providing restorative nursing that maximizes each resident's existing abilities. Collaborates with the contract therapy company to enhance the quality of care for the residents., • Monitors the quality and type of care provided on all units, and the resident outcomes influenced by restorative care programming., • Performs rounds to observe care and to interview staff, residents, families or other interested parties., • Screen prospective residents to assure that staff has the ability to provide the care needed. Participates in all admission decisions, and may visit prospective residents before admission., • Assist in emergency situations involving the residents., • Monitors staff for compliance with OSHA mandates and facility policies on workplace safety. Proactively develops procedures and incentives to promote workplace safety and safe work practices., • Promotes customer service and hospitality and responds to and adequately resolves complaints or concerns from residents or families about nursing services., • Monitors facility incidents and complaints daily to identify those defined as unusual occurrences by State policy and promptly reports such occurrences to Administrator for appropriate action. C. QUALITY IMPROVEMENT • Demonstrates knowledge of and application of Key Clinical Quality Indicators, and proactively monitors and implements systems to achieve and/or surpass company thresholds., • Attend the Quality Assessment and Assurance Committee monthly to report on all data collection results from monthly audits and the selected plans of correction. Plans of correction will be written by the Department involved or in conjunction with Quality Assurance and reported to the Committee., • Coordinates and/or develops on-going QA activities for nursing services to monitor nursing compliance with standards and regulatory requirements through rounds, interviews, and record reviews. Compiles summary of findings for the Quality Assurance committee., • Prepares Plan of Correction response to an inspection survey, and implements any follow-up QA required for any nursing allegations., • Assist in the coordination of studies performed within the Quality Assurance program and prepare reports as required., • Monitors the infection control program designed to provide a safe, sanitary, and comfortable environment designed to prevent the development and transmission of disease and infection., • Develop and implement appropriate plans of action to correct identified deficiencies as needed., • Integrates the MDS process with the quality indicators., • Make written and oral reports/recommendations to the Administrator, as necessary/required, concerning the operation of the Quality Assessment and Assurance program., • Ensures all nursing personnel are performing their duties according to the acceptable nursing standards., • Conducts quality assurance projects as they relate to survey readiness;., • Advises the facility administrator, regarding potential resident care or life problems;, • Assist in reeducation of staff when developing corrective action plans from completed audits or chart reviews. Insure documentation of remediation and report to Department Head. D.RESIDENT CARE • Plans, develops and implements procedures and policies that enhance the quality of life for people receiving services and assures procedures that support people managing their own health care., • Provide resident-directed services that honor individual lifestyles and preferences as outlined in their plan of care., • Monitor staff approaches to care and services to assure that all residents have an opportunity to direct their own care and services, balancing clinical and psychosocial needs, and are treated fairly and with kindness, dignity, and respect., • Make resident visits as needed to observe and evaluate resident's physical and emotional status and revise care plan accordingly., • Support staff in creating an environment in their neighborhood where residents have ongoing opportunities to participate in individualized and purposeful activities, resembling their previous home environment, lifestyle and customary daily routine, • Acts in a professional manner that places resident care above all else., • Ensure confidentiality of all resident care information. KNOWLEDGE, SKILLS AND ABILITIES: • Ability to perform nursing care per current community standard for long term care., • Demonstrates ability to lead and mentor staff. Act as a resource person for all departments during shift within the established facility guidelines., • Interact effectively with residents, visitors, administration, physicians, and staff;, • Knowledge of State and Federal laws and regulations governing Long Term Care., • Ability to read, write and speak English in a clear manner., • Experience with Microsoft Office applications including email; ability to learn company software systems., • Remain current on training and instructional methodologies, including applicable technology resources available., • Self-motivated, organized, detailed oriented and require minimal supervision., • Ability to manage multiple conflicting priorities, and to meet simultaneous deadlines., • Must have the ability to relate professionally and positively and work cooperatively with patients, families, and other employees at all levels, • Ability to understand and respond appropriately to cultural diversity, • Knowledge of current federal and state laws and regulations that apply to the practice of nursing in a long-term care setting.
