Position Summary We are seeking a highly experienced Expert Business Analyst to lead complex enterprise technology and business-transformation initiatives. This senior professional will provide expert guidance throughout the System Development Life Cycle, lead requirements-management activities, facilitate stakeholder workshops, support testing and defect resolution, and ensure that technical solutions align with established business objectives. The selected candidate must be capable of independently guiding large project teams, managing complex requirements, communicating with technical and nontechnical stakeholders, and mentoring junior analysts. Key Responsibilities • Provide expert guidance throughout the System Development Life Cycle and Secure Systems Development Life Cycle., • Identify, define, and scope complex business problems., • Evaluate available approaches and recommend or execute the most appropriate solution., • Serve as the primary liaison among stakeholders, subject-matter experts, software developers, project leadership, and testing teams., • Elicit, analyze, communicate, validate, verify, and document requirements for changes to business processes, policies, applications, and information systems., • Translate software-user needs into detailed, clearly articulated business and technical requirements., • Create current-state and future-state business-process flows., • Facilitate requirements workshops, Joint Application Development sessions, stakeholder interviews, and structured walkthroughs., • Prepare business requirements documents, context diagrams, system specifications, use cases, workflow diagrams, swim-lane diagrams, screen mockups, reports, and prototypes., • Ensure that all artifacts required by technology-governance and secure-development processes are accurate, complete, and aligned with the approved project scope., • Create and execute a Requirements Management Plan., • Maintain complete requirements traceability from the original business need through development, testing, and acceptance., • Establish requirements baselines and manage requirements changes through formal change-control procedures., • Conduct application, report, interface, process, impact, and risk analyses., • Create test plans and detailed test cases., • Coordinate User Acceptance Testing with business users and project stakeholders., • Lead defect testing, tracking, coordination, remediation, and retesting., • Provide leadership and mentorship to Business Analysts and other project personnel. Mandatory Qualifications Candidates must meet every requirement below: • At least 84 months of professional business-analysis experience supporting complex technology projects., • Demonstrated experience providing guidance to large teams and operating at an expert or senior-consultant level., • At least 84 months of experience with Microsoft Access and SharePoint, documenting mainframe terminal-emulator or console-based applications, and working with low-code platforms such as Microsoft Dynamics 365, Salesforce, or OutSystems., • At least 84 months of experience facilitating requirements workshops, JAD sessions, and structured walkthroughs., • At least 84 months of experience performing impact analyses and risk assessments involving business processes, applications, interfaces, and reports., • At least 60 months of experience creating test plans and test cases and coordinating User Acceptance Testing., • At least 84 months of experience managing requirements throughout the Requirements Management Lifecycle., • Demonstrated experience creating and executing Requirements Management Plans, maintaining requirements traceability, establishing baselines, and managing requirements change control., • At least 60 months of experience documenting a government-agency or commercial licensing system., • An MBA or Master of Science in Business Analytics., • A Certified Business Analysis Professional certification. Compensation The anticipated hourly W-2 pay range is $51.00–$55.00 per hour. Final compensation will be based on documented experience, technical expertise, education, certifications, training, geographic location, and the specific circumstances of the engagement.
