Job Description POSITION SUMMARY Reporting to the Director, Total Rewards & HRIS, the HRIS & Payroll Manager leads the end‑to‑end delivery of payroll operations and HR technology for a multi‑jurisdictional workforce, ensuring accuracy, compliance, security, and data integrity across the employee lifecycle. This role owns the configuration, optimization, and roadmap for ADP Workforce Now (Recruiting, HR, Payroll, Compensation, Benefits) and ADP eTime; manages integrations and APIs with IT and third‑party vendors; administers EDI benefit file feeds; and delivers reliable reporting and analytics to HR, Benefits, Compensation, Finance, and Payroll stakeholders. The manager oversees weekly and bi‑weekly payroll processing; tax filings, reconciliations, and year‑end activities; routine system audits and SOPs; and specialized programs including Optional PTO setup, administration, taxation, and payout. This role also serves as project manager for Open Enrollment, partnering closely with Benefits to resolve system issues, audit enrollments and deductions, and ensure accurate file feeds. The position leads 401(k) administration (including annual audit and NDT), Health & Welfare non‑discrimination testing (Section 125), and the annual Workers' Compensation audit. In partnership with the Director, the manager provides compensation analytics, builds datasets and models for compensation work, prepares data for Total Rewards statements, and supports compensation programs including the annual merit and bonus cycle. The manager designs and configures performance review and goals frameworks in ADP and manages the mid‑year and annual review cycles and merit cycle from end to end—building worksheets, validating calculations, producing analytics, develop material for training leaders and employees, and ensuring seamless processing into payroll and HRIS. Across all responsibilities, this role drives process improvement, governance, and system security, including role‑based access and segregation‑of‑duties controls. The manager oversees compliance reporting (AAP, VETS‑4212, EEO‑1, CA Pay Data) and partners cross‑functionally with HR, Finance, IT, and Operations to deliver scalable solutions and actionable insights. Success is measured by payroll timeliness and accuracy, audit readiness, data quality, on time project delivery, and strong stakeholder satisfaction. ESSENTIAL DUTIES AND RESPONSIBILITIES: Payroll and Tax: • Payroll Administration: Lead end‑to‑end processing of weekly and bi‑weekly payroll, including base pay, overtime, bonuses, commissions, benefits deductions, garnishments, and multi‑state tax withholding. Ensure accurate and timely payroll execution in compliance with all regulations and company policies., • Regulatory Compliance: Maintain expert knowledge of federal, state, and local tax and wage laws. Monitor legislation, enforce compliance, revise processes, and advise leadership on required actions., • Tax Management & Reconciliation: Perform bi‑weekly payroll reconciliations and quarterly payroll tax reconciliations. Oversee all tax filings and year‑end activities, including W‑2 creation, adjustments, and corrections., • Audit Ownership & Procedure Management: Conduct routine audits of payroll configurations, tax setups, pay codes, and reporting outputs. Support internal and external audits and maintain up‑to‑date SOPs., • Reporting & Analytics: Prepare weekly, monthly, quarterly, and year‑end payroll reports and identify trends or discrepancies requiring action., • Process Improvements & Special Projects: Drive payroll process enhancements and support cross‑functional HR and Finance initiatives., • Optional PTO Setup & Payout Management: Oversee configuration, administration, and auditing of Optional PTO plans, including accurate taxation and timely payouts., • System Ownership: Serve as primary owner for ADP Workforce Now and ADP eTime, managing configuration, maintenance, optimization, security, and system roadmap., • Project Management: Lead HRIS projects including upgrades, new modules, enhancements, and change management. Plan, configure, test, validate, and deploy changes., • Integrations & API Management: Develop and maintain HRIS APIs and integrations with IT and third‑party vendors. Troubleshoot integration failures and maintain data mapping documentation., • Cross‑Functional Partnership: Collaborate with HR, Benefits, Compensation, Finance, IT, and Operations to translate business needs into scalable technical solutions., • Process Improvement & Innovation: Streamline workflows, reduce manual tasks, and increase automation. Maintain documentation, standards, and data governance practices., • Data Integrity, Audits & Troubleshooting: Conduct data audits, resolve system issues, and ensure consistent, accurate employee records. Maintain testing and deployment environments with strong controls., • Reporting & Analytics: Create and deliver HR, Benefits, Compensation, and Payroll reporting and analytics using advanced Excel capabilities., • Compliance Reporting: Lead preparation and submission of AAP, VETS‑4212, EEO‑1, and CA Pay Data reports., • Employee Lifecycle Administration: Oversee timely and accurate data entry for onboarding, offboarding, ECNs, scheduling changes, job updates, and pay adjustments., • Access Provisioning & Security: Manage system access, security roles, permissions, and audit controls., • Temporary Agency System Support: Administer temporary agency setup in ADP and eTime, and provide ongoing training, troubleshooting, and support., • Ensure HRIS and payroll processes comply with ERISA, ACA, DOL, IRS, and applicable federal, state, and local laws., • Maintain strong security and privacy controls, including role‑based access and segregation‑of‑duties requirements; ensure HIPAA compliance for benefits data., • 401(k) Administration: Oversee 401(k) deductions, employer match rules, eligibility, and loan processing. Lead the annual audit and Non‑Discrimination Testing (NDT)., • Health & Welfare NDT: Conduct annual Section 125/Cafeteria Plan testing and take corrective action as required., • Open Enrollment Management: Lead planning, configuration, testing, validation, deployment, and auditing of Open Enrollment. Manage EDI file feeds and vendor testing., • Benefits System Support: Resolve benefits system issues, audit enrollments and deductions, and ensure accuracy of all EDI feeds., • Compensation Analytics: Support compensation modeling, salary structure development, market analysis, and complex data preparation., • Total Rewards Reporting: Pull, validate, and organize data for Total Rewards statements., • Annual Bonus Program: Extract and validate ratings, partner with Finance on pool modeling, integrate financial/sales data, and build payout files., • Performance Review Design & Configuration: Design and configure goals and performance review frameworks; own system implementation in ADP., • Performance Review Cycle Support: Manage mid‑year and annual review templates, timelines, training materials, dashboards, and progress reporting., • Merit Cycle Support: Develop merit worksheets, load and validate compensation data, test calculations, build distribution charts, and ensure accurate processing into payroll and HRIS. SKILLS AND EXPERIENCE • Bachelor’s degree in Human Resources, Business Administration, or a related field., • 7+ years of progressive HRIS administration and operations experience, including systems integration, reporting, and process optimization., • Deep proficiency in ADP Workforce Now (HR, Payroll, Benefits, Recruiting) and ADP eTime., • Experience with Open Enrollment, EDI file feeds, APIs, and system integrations., • Strong payroll operations knowledge including multi‑state taxes, reconciliations, quarter‑end and year‑end activities, garnishments, and audits., • Strong understanding of federal, state, FICA, and local tax laws; working knowledge of ERISA, ACA, DOL, IRS compliance requirements., • Advanced Excel skills (VLOOKUP/XLOOKUP, pivot tables, formulas)., • Proven project management experience leading large HRIS, Payroll, and Benefits initiatives (OE, system changes, vendor RFPs, M&A)., • Ability to develop and maintain documentation, standards, and SOPs., • Strong analytical, problem‑solving, and communication skills; effective cross‑functional collaboration., • Exceptional attention to detail and ability to manage multiple priorities in a fast‑paced environment while meeting strict payroll deadlines.
