Job Description Overview Since inception in 2004, BI Incorporated has operated ISAP for the Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE) and Enforcement and Removal Operations (ERO). ISAP is an essential part of ERO, providing intensive supervision of individuals in immigration proceedings. The program achieves positive results by combining comprehensive case management with proven supervision technology. In addition, BI maintains an extensive list of community-based partners to provide critical assistance for participants' basic life needs. With consistent positive outcomes, ISAP continues to grow and evolve, serving an ever-increasing number of participants. Responsibilities Summary Provides case management of Intensive Supervision Appearance Program (ISAP) participants from entry to release by administering the program’s policies and procedures as defined by the Department of Homeland Security (DHS) contract. Primary Duties and Responsibilities • Develops, implements, coordinates, reviews and updates case management and individual service plans for ISAP participants in conformance with state and federal regulations and program requirements. Meets with participants face-to-face regularly as required by contractual obligations., • Develops and maintains accurate and complete case records for all ISAP participants from entry to release from ISAP. Proactively manages cases using all appropriate tools and techniques. Maintains confidentiality of all records., • Conducts intake interview and orientation session with each ISAP participant within contractual timeframes and requirements., • Installs electronic monitoring equipment on ISAP participants as necessary and monitors compliance with electronic monitoring program., • Assists ISAP participants with acquiring travel documents from the countries of citizenship. Maintains a log of travel document information for each participant., • Evaluates English proficiency of ISAP participants to determine resources necessary to promote clear communication between ISAP staff and participants., • Coordinates and facilitates translation services for ISAP participants, including emergency translation services., • Connects participants with community resources including, but not limited to, transportation, medical, food, shelter, clothing, educational, financial, legal, religious and other social adjustment or facilitative resources. Identifies and coordinates services as required., • Supervises ISAP participants while in Company offices., • Establishes schedules for ISAP participants that include, but are not limited to, counseling sessions, immigration Court appearances, and access to legal services., • Coordinates with participants to ensure attendance at legal orientation and cultural orientation sessions, as well as supplemental services evaluations., • Reviews individual service plans, conducts risk/needs assessments and writes progress reports on a regular basis in compliance with contractual obligations., • Reports on program violations in a timely manner using established reporting parameters., • Conducts home visits to verify participants’ places of residence in compliance with contractual obligations., • Performs emergency counseling for ISAP participants as needed., • Identifies and maintains relationships with translation resources in the community, including private services, volunteers, universities, English as a Second Language (ESL) schools, NGOs, churches, and other organizations that might have resources to offer., • Performs other duties as assigned. Qualifications Minimum Requirements • Bachelor’s Degree required. Degree in Sociology, Psychology, Social Work, Criminal Justice or related field preferred., • At least two (2) years of customer service or case management experience required; experience in fields related to law, social work, detention, corrections or working with multi-cultural clients preferred., • Bilingual English/Spanish required., • Valid driver’s license required and the ability to safely operate a motor vehicle in order to perform home visits., • Ability to pass a federal background check and obtain a suitability determination., • United States citizenship required., • Must live in the US 3 of the last 5 years (military and study abroad included)., • Effective verbal and written communication skills with employees, community contacts, government officials and participants. Job Description Community Outreach Worker - Transition Carceral Program JOB SUMMARY: The Community Outreach Worker works with Transitions Clinic Network (TCN) program participants to identify, locate, and obtain health, social, and community services. Additionally, the Peer Recovery Navigator will identify, enroll, and provide basic workforce development services to the Transitions Clinic Network (TCN) program participants. The Peer Recovery Navigator position is responsible for the coordination of services and needs identified by client; this is a participant centered service delivery model. This position will also include facilitation of workshops for small groups of individuals, will work with justice involved individuals, and provide one-on-one services for participants to reduce barriers to employment, recovery, and economic self-sufficiency. This position will work closely with the Mental Health Case Managers and Ryan White Case Managers to provide services to participants and support Transitions Clinic Network (TCN) program activities. JOB FUNCTIONS: 1. Uses own lived experiences with incarceration and/or substance use recovery as a vehicle to establish rapport and build relationships with the individuals served., 2. The Education Department’s Life Skills ESOL (English for Speakers of Other Languages) Program uses the teaching methodology of Popular Education to address the educational needs of its adult learners and provide them with otherwise unavailable educational opportunities. Lessons are focused upon concrete and practical everyday experiences. Students, as adults, come to class with experiences that they are encouraged to share and peer teach while performing tasks. Class materials are geared towards student’s life experiences and promote both civic engagement and community empowerment. The classes also provide students with the linguistic skills and systems understanding needed to make positive and long-lasting social change within their community in coordination with CASA’s organizing and advocacy efforts in the fight for immigration reform, workers’ rights, universal equality, and racial equity. POSITION SUMMARY: CASA is seeking passionate ESOL Teachers to facilitate evening English classes for adult learners using a Popular Education approach rooted in social justice, civic engagement, and real-world communication. In this role, you will create and lead interactive lessons that build language skills while empowering immigrant and working-class communities. This opportunity is part-time and temporary, operating under an independent contractor agreement. Teachers will be paid a total of $6,208 for the winter/spring 2026 contract period. Independent contractors must complete a 1099 form and are solely responsible for all applicable federal, state, and local taxes. This role does not include CASA-sponsored benefits. All candidates must provide proof of up-to-date COVID-19 vaccination upon acceptance of a contract offer. Classes meet Monday through Thursday from 7:00–9:00 PM at CASA’s Atlanta Welcome Center (2302 Parklake Drive, NE Suite 510 Atlanta, GA 30345 , with occasional Friday make-up classes. Teachers must commit to teaching all scheduled evenings and attending mandatory orientation and training. Mandatory orientation will be held via Zoom from 1/20/26 to 1/22/26 (6:00–8:00 PM). Additional virtual trainings take place on 1/28/26 and 4/7/26, with in-person training on 1/29/25 and 4/8/26 from 6:00–9:00 PM at CASA’s Atlanta Welcome Center. The contract covers two eight-week sessions: • Winter: 2/2/26 – 3/26/26, • 1/20/26 – 6/5/26 ESSENTIAL RESPONSIBILITIES: • Create engaging and practical lesson plans for working adults that include materials, culture, and technology relevant to their authentic life experiences., • Develop class activities that deepen learners’ understanding of social justice and build power and leadership from within CASA’s immigrant and working class members., • Teach functional English grammar and conversation skills to adult learners of diverse professional and educational backgrounds. Teaching is done in the target language and focuses on giving the learner opportunity/purpose for communicating., • Evaluate student needs and progress by monitoring student work, providing opportunities for conversation. Record and update class attendance and student data on a daily basis., • Proctor and grade CASA’s life skills ESOL pre-test at the start of the session and four life skills ESOL post-tests over the course of the session., • Administer periodic quizzes and conduct information assessments throughout the session to ensure that lessons address relevant student needs and that the learners have acquired the target language skill., • Keep students informed of CASA services and events., • Maintain a minimum average attendance rate of 70% and minimum retention rate of 75%., • Maintain constant communication with program staff and other instructors and promptly respond to emails from CASA staff., • Participate in periodic teachers’ meetings and trainings as scheduled and incorporate lessons learned into future ESOL lessons., • Other duties related to the position as assigned by the supervisor. EDUCATION/CERTIFICATION/LICENSURE: • Bachelor’s or Master’s Degree in related field, • TESOL certificate and/ or experience teaching ESOL or adult continuing education preferred KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: • Experience as a facilitator and/or in adult continuing education, • Effective in leading dynamic and engaging ESOL lessons that focus on communicative, group-oriented tasks, • Highly computer literate including proficiency and experience with Google Suites (PowerPoint/ Google Slides, Google Forms, Excel Sheets/ Google Sheets, Microsoft Word/ Google Docs); comfortable communicating with students in a virtual space including the assignment and review of homework and standardized assessments via the messaging platform Remind.com, • Excellent English skills both spoken and written, • Extremely punctual and able to consistently meet programmatic deadlines, • Comfortable working both independently and as part of a team, • Energetic and effective in student outreach, • Experience working with learners of limited educational backgrounds and study habits, • Able to embed lessons pertaining to low level computer literacy skills into daily ESOL themes, • Flexible teaching style and ability to successfully execute a lesson plan that accommodates a variety of learning styles to ensure that all students progress at the same pace, • Energetic and extremely patient when working with self-conscious learners, • Respectful of all cultures and believe that everyone is capable of learning a new language PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
