Job Description Job Title: Navy Program Manager Job Description: We are seeking a Navy Program Manager to oversee our Navy In-Service Engineering contracts in Philadelphia, PA. The ideal candidate will have experience with the Naval Sea Systems Command (NAVSEA) or similar organizations and possess a strong understanding of the acquisition, modernization, and life-cycle support processes for naval ship systems. Responsibilities: • Provide administrative and programmatic leadership for multi-disciplinary contract program support related to shipboard hull, mechanical, and electrical systems., • Manage technical project and program tasks including planning, hiring, staffing, and scheduling., • Participate in testing or tasking onboard US Navy ships, which may require limited travel., • Oversee contract, task instruction, and delivery order management., • Control financial aspects and cost management., • Manage subcontractors and personnel, including supervision., • Handle stakeholder and customer management, program reviews, and communication., • Conduct change and risk management., • Ensure high-quality deliverables are delivered on time by reviewing contract data requirements, technical/status reports, and invoices., • Report internally and externally., • US Citizenship., • Bachelor of Science Degree in Engineering or a related technical degree., • Active Secret Level Security Clearance., • Project Management Professional (PMP) Certification or DAWIA Level III in Program Management is a plus., • 10 years of experience in DoD/Navy program management, government technical management, or industry business management., • Experience in managing engineering projects involving naval ship systems., • Effective communication skills with internal and external stakeholders., • Attention to detail and application of project management principles., • Leadership, mentorship, and personnel management skills., • Experience in risk and financial management., • MS in a technical or managerial discipline is a plus., • Experience with Navy’s In-Service Engineering Agents (NSWCPD) in controls, networks, cyber, or propulsion, auxiliary, logistics, and modernization business areas., • Subject Matter Expertise in Navy ship Hull, Mechanical, and Electrical systems is a plus., • Ability to lift, carry, and transport heavy equipment weighing at least 30 lbs.
