Job Title: Performance Info Technical Lead Pay: PAYE £395.94 or £551.76 Umbrella Location: Aztec West, Bristol Job ID: 1752 Job Purpose / Overview The Performance Information Technical Lead will define and implement the governance framework, operating model, and technical standards for the HPC Power BI and Microsoft Fabric estate. As the organisation continues to scale its analytics capability, this role will lead the transition from organically developed reporting solutions toward a structured, enterprise-aligned platform model that ensures: Security and regulatory compliance Operational resilience Clear ownership and accountability Sustainable supportability Efficient use of licensing and platform capacity This is a senior technical leadership role combining: Deep Power BI / Fabric administration expertise Governance and policy design Platform architecture oversight Stakeholder engagement and influence Commercial awareness and optimisation The role will work across business units, Enterprise IT, and Information Management to ensure analytics capability is robust, scalable, and aligned to HPC's Information Design Authority (IDA) standards. Principal Accountabilities (Outputs of the Job - Activities & Decisions) Governance Framework Design Design and implement the Power BI Governance Framework, including: Workspace strategy and segmentation Role-based access control model Development lifecycle (Dev/Test/Prod) Deployment pipelines and release governance Certification and endorsement standards Metadata, naming, and documentation standards Data source approval and security processes Tenant-level governance settings Align governance to: Information Design Authority (IDA) processes Security and data protection standards Regulatory and audit expectations Produce clear, accessible governance documentation for business stakeholders. B. Platform Administration & Technical Oversight Act as technical authority for the Power BI / Fabric tenant. Define and oversee: Workspace provisioning model Security group structure Capacity management and optimisation Monitoring and audit configuration Gateway architecture and connectivity controls Service principal and credential management Standardise adoption of external tools to: Support model optimisation (DAX Studio) Enforce best-practice and maintain rulesets (Tabular Editor with Best Practice Analyzer) Ensure controlled deployments (ALM Toolkit) Rationalise existing platform assets to: Improve ownership clarity Enhance resilience Reduce duplication Optimise performance C. Operating Model & Lifecycle Management Define RACI across: Business Owners Data Owners Report Developers Enterprise IT Information Management Establish lifecycle management processes covering: Onboarding Change control Certification Decommissioning Define support tiers and service boundaries for analytics artefacts. D.Commercial & Licensing Optimisation Review and optimise licensing model (Pro, PPU, Fabric Capacity). Align capacity usage with organisational demand. Develop transparent reporting on platform usage and cost drivers. Support financially sustainable scaling of analytics capability. Stakeholder Engagement & Influence Work in partnership with Enterprise IT to align platform configuration and access controls. Engage business stakeholders to: Promote best practice Support transition to governance standards Provide clarity on responsibilities and support boundaries Present recommendations to IDA and architecture governance forums. Act as a trusted advisor on enterprise analytics platform strategy. Knowledge, Skills, Qualifications & Experience Essential Technical Competencies Extensive hands-on experience administering Microsoft Power BI at tenant level. Strong working knowledge of Microsoft Fabric architecture. Experience managing Premium or Fabric capacities. Advanced knowledge of DAX calculations and enterprise semantic modelling (star schemas). Expertise in performance tuning and optimisation of semantic models. Advanced knowledge of Power Query transformations and diagnostics. Experienced in optimising SQL and other data sources for analytics workloads . Working knowledge of Python in an analytics contexts (Fabric notebooks, Databricks). Advanced understanding of: Azure AD / Entra ID security groups Role-Based Access Control (RBAC) Deployment pipelines REST APIs for automation Data gateway architecture Audit logging and monitoring Experience designing governance standards for enterprise analytics platforms. Governance & Platform Maturity Experience Experience implementing or maturing analytics governance frameworks. Experience working within structured architectural governance environments. Experience balancing enablement and control in federated development environments. Experience improving clarity of ownership and accountability in digital platforms. Commercial & Strategic Capability Experience managing or optimising licensing models. Ability to align technical controls with commercial efficiency. Qualifications Essential Microsoft Certified: Fabric Analytics Engineer Associate (or equivalent advanced Power BI certification) Degree or equivalent experience in Data, Engineering, Computer Science, or related discipline.
