Job Purpose The RegisteredManager will commissionset up and lead a new 3-bedded childrens home for youngpeople aged up to 17 with complex physical needs (including those requiringspecialist medical interventions). This includes leading the commissioningprocess working with local authority and health commissioners overseeingproperty preparation staff recruitment policy and procedure development andensuring readiness for Ofsted (and CQC if applicable) registration. Onceoperational the Registered Manager will manage the home to provide a warmnurturing safe and child-centred environment meeting both social care andhealthcare requirements and complying with all statutory and regulatorystandards. Main Dutiesand Responsibilities 1. Commissioning & Service Setup • Leadon the commissioning process developing strong links with local authority andNHS commissioners., • Overseeproperty readiness to meet ChildrensHomes (England) Regulations 2015 physical standards and clinicalrequirements., • Implementall required policies procedures and care pathways prior to opening., • Recruitinduct and train the staff team to meet regulatory standards and the homesethos., • Workclosely with our Consultant Nurse and Head of Care to ensure successful Ofstedand CQC registration ensuring readiness for inspection.2. Regulatory Compliance, • Ensurecompliance with ChildrensHomes (England) Regulations 2015 and Quality Standards., • Developkey relationships with Ofsted and the Care Quality Commission, • Maintainaccurate records notifications and regulatory returns., • EmbedWorking Together to SafeguardChildren guidance and relevant NICE guidelines.3. Leadership and Service Management, • Leadand motivate a skilled multi-disciplinary team including care staff and whereapplicable nurses., • Ensurethat rotas reflect individual hours and recognise the skill mix of theworkforce ensuring safe effective staffing levels to support people to livethe life they want., • Ensureenhanced hours are clearly evidenced and delivered., • Ensurethat there is evidence of effective handovers planning of the day-to-dayactivities and ensuring staff are following support plans and relevant policiesand procedures., • Overseeand monitor accidents or incidents ensuring these are documented in themanagers monthly report and relevant notifications made and escalated to ClinicalLead Nurse., • Monitorand oversee the interactions and performance and conduct of staff on duty andrespond to poor or inappropriate practice., • Provideeffective supervision to support staff., • Ensureall staff are up to date with their mandatory training and addressnon-compliance with individual staff., • Provideon call phone advice guidance and support to the workforce out of hours., • Ensurethat medication is administered in a timely fashion and ensure any medicationerrors or discrepancies are reported., • Developan open transparent culture which strives for continuous improvement thewell-being of the staff team and a culture which learns lessons and where theworkforce feels valued., • Leadon safer recruitment in line with CQC Regulations., • Ensureconcerns and complaints are acted upon in a timely manner as per our policy., • Ensureregular spot checks and competencies are undertaken to monitor care deliverystaff competency and service user satisfaction., • Bea positive role model and lead the team ensuring annual leave payrollrecruitment invoices and rotas are managed effectively., • Ensureall information is kept up to date in accordance with GDPR legislation., • Leadon initiatives to market the service and attract new referrals and enquires., • Createan open and transparent culture enabling staff to confidently raise concernsand ensure there is clear evidence of a learning culture when there have beenincidents and near miss events., • Planand lead an on-call rota ensuring staff have access to clear advice guidanceand support in case of any emergencies., • Monitorstaffing hours and annual leave ensuring staff are taking regular breaksthroughout the year to prevent burnout and support good staff wellbeing., • Ensurethat staff have the necessary resources to carry out their roles andresponsibilities., • Chairmonthly staff meetings create opportunities for feedback and ensure all staffare aware of the company goals., • Managebudgets resources and contracts efficiently., • Ensurethat Staff members all understand their expectations as an employee of xxxx andthe Mission Statement and Values we promote., • Buildthe companies vision and arrange networking events and family and friends daysto enable relationships to be established., • Ensure that staff all have signedcontracts and that their staff files are kept up to date and contain allrelevant information including supervisions sickness annual leave andperformance concerns are documented and in place., • Committo the development knowledge and skills of the staff team ensuring thatmandatory training is up to date and that opportunities are identified foradditional training according to service user needs and individual staffdevelopment., • Ensurethat Positive Behaviour Support is embedded in the culture of the servicethrough training support plans and the culture of the home., • Carryout investigations when there has been care or conduct concerns liaising withthe Nurse Lead and our relevant HR partners as necessary., • Actswiftly to performance and capability concerns., • Addressconcerns with staff performance competency and skills always followingrelevant policies and procedures and with support from the HR and theOperations Manager., • Ensurethat you maintain knowledge and understanding of Ofsted CQC regulations andkey legislation., • Ensurethat the home is operating as described in the Statement of Purpose., • Carryout any additional tasks or duties according to your Registered Managerresponsibilities and within your scope of competence.4.
