Description: The Human Resources & Payroll Manager is responsible for managing and executing all aspects of human resources operations, payroll administration, employee relations, compliance initiatives, and employment-based immigration activities within a pharmaceutical manufacturing organization. This position ensures compliance with federal and state employment regulations, company policies, GMP-related workforce requirements, and immigration obligations. The role serves as a strategic HR partner to management while overseeing accurate payroll processing, employee lifecycle management, benefits administration, and visa-related processes including H-1B, PERM labor certification, and employment-based immigration filings. Responsibilities 1. Human Resources Management & Employee Relations • Manage daily HR operations supporting pharmaceutical manufacturing, quality, laboratory, warehouse, and administrative departments., • Partner with department managers to address employee relations matters, performance management, disciplinary actions, and workplace concerns., • Develop, implement, and maintain HR policies, procedures, and programs consistent with company objectives and applicable employment laws., • Manage employee lifecycle activities including onboarding, orientation, transfers, promotions, leaves of absence, and offboarding., • Maintain employee records, personnel files, and HR documentation in accordance with regulatory and company requirements., • Support workforce planning, staffing strategies, organizational development initiatives, and employee engagement programs., • Advise managers regarding compliance with company policies, wage and hour requirements, and employment practices., • Assist with audits, inspections, and documentation requests related to HR compliance. 1. Payroll Administration & Compensation Management • Manage and oversee accurate and timely processing of a weekly and biweekly payroll for exempt and non-exempt employees., • Review payroll transactions including wages, overtime, bonuses, deductions, PTO, leave balances, and adjustments., • Ensure compliance with federal, state, and local payroll laws, including wage and hour requirements., • Maintain payroll records and prepare reports for management review., • Coordinate with payroll providers, finance, and accounting departments to resolve payroll issues., • Manage payroll-related audits, reconciliations, and reporting requirements., • Administer compensation programs, salary reviews, and job classification processes. 1. Employment-Based Immigration Management (H-1B, PERM, and Visa Programs) • Manage and coordinate employment-based immigration processes including H-1B, PERM labor certification, I-140, adjustment of status support, and related filings., • Prepare, review, and maintain immigration documentation in collaboration with outside immigration counsel., • Coordinate H-1B petitions including new hires, extensions, amendments, transfers, and required compliance documentation., • Manage PERM recruitment activities including recruitment documentation, audit files, and certification requirements., • Maintain immigration tracking systems to monitor visa expiration dates, work authorization documents, and compliance deadlines., • Ensure compliance with Department of Labor (DOL), U.S. Citizenship and Immigration Services (USCIS), and other applicable immigration requirements., • Advise management and employees regarding immigration processes, timelines, and documentation requirements., • Maintain public access files and immigration records as required. 1. Compliance, Reporting & HR Systems • Maintain compliance with employment laws and regulations including EEO, FMLA, ADA, OSHA, wage and hour laws, and applicable state requirements., • Maintain HRIS, payroll systems, and employee databases with accurate information., • Prepare HR metrics, payroll reports, workforce analytics, and management summaries., • Support internal and external audits related to HR, payroll, immigration, and regulatory compliance., • Assist with training programs, employee communications, and company initiatives. 1. Pharmaceutical Manufacturing Support • Support HR programs aligned with pharmaceutical manufacturing requirements, • Maintain awareness of workforce requirements impacting GMP, quality systems, training compliance, and controlled environments., • Partner with manufacturing leadership to support staffing, retention, and organizational needs. Qualifications Education: • Bachelor’s degree in Human Resources, Business Administration, Management, or related field required; Master’s degree preferred, • Professional HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) preferred.Experience:, • 5+ years of progressive HR and payroll experience., • Experience managing payroll operations for a manufacturing or regulated industry environment preferred., • Experience handling employment-based immigration matters including H-1B and PERM processes required., • Experience working with HRIS/payroll systems and compliance reporting.Knowledge & Skills:, • Strong knowledge of federal and state employment laws., • Working knowledge of immigration processes and Department of Labor requirements., • Strong organizational skills with ability to manage confidential information., • Excellent written and verbal communication skills., • Ability to interact effectively with employees at all organizational levels., • Strong attention to detail and ability to manage multiple deadlines.
