Job Summary: The Project Consultant is accountable for overall Program and Project management, including coordination of scope, schedule, cost, risk, and stakeholder execution across client's Energy portfolio. Experience: Preferred four (4) year degree in Engineering, Construction Management, Business, or related field, or equivalent experience in program/project management. Seven (7) to ten (10) years, +/- of experience managing capital projects within energy, infrastructure, or construction environments. Demonstrated ability to lead cross-functional teams and deliver projects aligned to scope, schedule, and budget. Experience with budgeting, forecasting, scheduling, risk and change management, and coordination of consultants and vendors. Proficient in basic use and functions of a personal computer, including Microsoft Excel. Experience with project management and scheduling software (Primavera P6, Microsoft Project) preferred. Familiarity with financial systems (SAP, Oracle) and reporting tools is a plus. PMP, CCM, or similar certifications preferred. Key Responsibilities Program & Project Management • Manage program-level improvement initiatives to strengthen governance, reporting, and operational alignment, • Collaborate with clients, track leads (engineering, permitting, land, environmental, supply chain, legal, construction) to improve workflows and cross-functional coordination, • Develop and maintain Action Logs detailing critical activities, responsible parties, and target completion dates, • Maintain ownership of project budgets, schedules, contracts, and project documentation, • Standardize invoice documentation requirements and required invoice fields, • Review invoices for accuracy against contract terms and approved work, • Coordinate with track leads to confirm satisfactory completion of invoiced work, • Ensure invoices are escalated promptly when discrepancies are identified, • Confirm proper receipt of materials in client’s financial systems, • Route approved invoices with required documentation to Accounts Payable, • Support client’s compliance with contractual net payment terms Stakeholder & Consultant Management • Serve as primary coordination lead between teams, contractors, third-party design consultants, and vendors, • Liaise with consultants supporting land, engineering, survey, environmental, materials, permitting, construction, inspection, monitoring, and reporting, • Monitor consultant and contractor performance and identify risks or non-compliance, • Escalate performance, cost, or schedule issues and recommend mitigation strategies Change & Risk Management • Conduct program and project risk assessments and develop mitigation strategies, • Review change order requests exceeding limits of authority and coordinate Company approvals, • Support accruals, variance analysis, forecasting adjustments, and schedule changes, • Ensure no changes to scope, cost, or schedule are approved on behalf of the Company Meetings & Reporting • Participate in bi-weekly (or as requested) program coordination meetings, • Produce meeting minutes and action item reports, • Prepare monthly project status reports highlighting progress, risks, setbacks, and mitigation actions, • Assist with quarterly DOT Project Rider reports for accuracy and completion Scheduling & Planning • Develop, maintain, and update the Program Master Schedule, • Establish and manage baseline schedules and track progress against baseline, • Identify critical path activities, dependencies, and schedule risks, • Integrate detailed schedules from individual project components into the Master Schedule, • Maintain near real-time schedule updates and document changes Cost Estimating & Forecasting • Develop centralized estimating and forecasting methodologies, • Collect and validate cost estimates from third-party engineering consultants, • Compare actual expenditures to estimates and budgets monthly, • Support development of annual budgets, reforecasts, and long-range financial outlooks, • Integrate cost forecasts with schedule data to support earned value-style reporting Inclusive & People-Focused At SG Contracting, we believe that diversity drives innovation and excellence.
