JOB SUMMARY: The Vice President of the Housing Choice Voucher (HCV) Program provides executive leadership and strategic direction for all aspects of the organization's HCV program, including policy development, program administration, and stakeholder engagement. The VP serves as the technical expert on all matters related to HCV and is responsible for the day-to-day operations of the division and the supervision of the Housing Choice Voucher Program Team. This program comprises over 3,300 vouchers and over $33 million in annual funding. JOB DUTIES AND RESPONSIBILITIES: • Ensure successful operations of the HCV program and other programs assigned by developing and implementing policies, procedures, and performance benchmarks to enhance efficiency, service delivery, and program outcomes across all facets of the program(s)., • Provide strategic vision, direction, and oversight for the organization's Housing Choice Voucher program and related rental assistance programs., • Collaborate with senior leadership to align HCV program goals and objectives with the organization's mission and strategic priorities., • Lead and develop a high-performing team to include supervising and mentoring senior program staff, caseworkers, and support personnel, fostering a culture of accountability, continuous improvement, and professional development., • Monitor program performance and outcomes through data-driven evaluation to track performance metrics, ensure compliance, and identify areas for innovation or improvement., • Ensure compliance with all applicable federal, state, and local regulations and reporting requirements., • Oversee the financial management of HCV program and other programs assigned, including budget development, revenue generation, and expense management., • Represent the organization externally to government agencies, funders, and other stakeholders to include legislative and regulatory advocacy efforts at the local, state, and federal levels., • Build coalitions and partnerships with other organizations and stakeholders to advance shared policy objectives - to include cultivating relationships with landlords to improve program accessibility and visibility., • Develop strategies to diversify funding sources and enhance program sustainability. KNOWLEDGE, SKILLS, AND ABILITIES: • Working knowledge of the Housing Choice Voucher (HCV) Program, • Knowledge and experience with federal, state, and local laws, rules, and regulations relating to affordable housing programs, • Thorough knowledge of principles and techniques of administrative analysis with proven skills in leadership, supervision, personnel administration, and finance, • Excellent computer skills and knowledge to include Microsoft Office Suite – Word, Excel, PowerPoint, the U.S. Department of Housing and Urban Development (HUD)'s reporting systems, and Yardi, • Exceptional analytical ability, • Skilled in planning and organizing departmental operations as well as managing personal workload efficiently, • Proven track record of maintaining positive working relationships while exercising sound judgment and integrity with staff, residents, and the public, • Experience engaging effectively with diverse individuals and groups across various settings, • Strong communicator with the ability to convey ideas clearly and effectively in both oral and written forms, • Confident in delivering public presentations and communicating complex information in a clear, structured, and persuasive manner, • Physical Demands: Primarily sedentary in nature, involving normal risks and discomforts associated with an office environment, with occasional lifting or moving of small objects of approximately 10-25 pounds., • Bachelor’s degree in Business, Public Administration, Social Services, or a related field and five (5) years of related experience, including supervisory experience., • Eight (8) or more years in progressively professional/managerial positions., • Must hold a valid Texas Driver’s License and maintain a satisfactory driver’s record. May operate Authority vehicle while on Housing Authority business., • Ability to work a flexible schedule, hours other than 8-5 in variable weather conditions, and other hours in addition to the forty (40) hour work week, to include evenings and weekends, as required to meet Housing Authority goals and objectives. PREFERRED EXPERIENCE: • Bilingual (Spanish), • Master’s Degree, • Housing Choice Voucher Manager Certification or become certified within one (1) year of hire.
