Job Description Job Summary: The Procurement and Supply Chain Manager is responsible for overseeing all procurement, sourcing, competitive bidding, logistics, inventory management, and supply chain activities for the refinery. This role ensures the efficient, cost-effective, and timely supply of equipment, vendor/supplier contracts, raw materials, chemicals, spare parts, equipment, and services necessary for refinery operations. The manager oversees the company’s warehouse storage locations. The manager develops procurement strategies, manages vendor/supplier relationships, ensures regulatory compliance, and ensures legal compliance to support safe, reliable production. Essential Functions: • Develop and implement procurement strategies aligned with refinery operational and financial goals., • Establish performance metrics for measurement, comparison, or evaluation of factors affecting the supply chain, • Negotiate prices for raw material and delivery with suppliers, vendors, and/or shipping companies, • Manage sourcing and purchasing equipment, chemicals, catalysts, spare parts, maintenance materials, hazardous and non-hazardous waste disposal, and operational supplies., • Lead vendor/supplier evaluation, selection, qualification, and contract negotiations., • Ensure procurement activities comply with company policies, safety standards, and regulatory requirements., • Monitor market trends, commodity pricing, and supply risks to optimize purchasing decisions., • Oversee inbound and outbound logistics including transportation, storage, and distribution of materials and refinery products., • Coordinate supply chain planning to ensure timely delivery of materials supporting refinery operations and maintenance schedules., • Optimize supply chain efficiency and reduce lead times and operational costs., • Manage refinery inventory including critical spares, chemicals, consumables, and maintenance materials., • Establish inventory control systems and maintain optimal stock levels to avoid operational disruptions., • Oversee warehouse operations, storage safety, and materials handling procedures., • Lead contract negotiations and manage supplier performance., • Maintain and archive contract agreements, • Develop policies and procedures to ensure the status of contract renewals, extensions, renegotiations, etc. are monitored and recorded. This includes key deadline dates, and/or milestones, • Implement supplier performance metrics (KPIs) and continuous improvement programs., • Identify supply chain risks and implement mitigation strategies., • Ensure compliance with environmental, safety, and regulatory requirements related to procurement and logistics., • Support refinery emergency procurement and contingency planning., • Develop and manage procurement and supply chain budgets., • Identify cost-saving opportunities and implement strategic sourcing initiatives., • Track procurement expenditures and report cost performance., • Perform other related duties as assigned Required Skills/Abilities: • Excellent verbal and written communication skills, • Excellent interpersonal and negotiation skills with a proven ability to create and maintain positive working relationships with vendors, suppliers, shippers, and customers, • Strong supervisory and leadership skills, • Excellent organizational skills and attention to detail, • Thorough understanding of company products and logistics, • Strong analytical and problem-solving skills, • Proficient with Microsoft Office Suite or related software Supervisory Responsibilities: • Oversee Supply Chain, Procurement, and Warehouse personnel, • Oversee the daily workflow and schedule of the department, • Conduct performance evaluations that are timely and constructive, • Handle discipline and termination of employees in accordance with company policy Education and Experience: • 8–12+ years of experience in procurement and supply chain management., • Minimum 3–5 years in a leadership role within oil & gas, refining, petrochemical, or heavy industrial operations., • Experience managing contracts, supplier negotiations, and refinery materials procurement. Physical Requirements: • Must be able to lift 40 pounds at times, • Prolonged periods of sitting at a desk and working on a computer system., • Ability to perform repetitive movements over long periods of time, • Must be able to climb ladders and or stairs on tanks, vessels, and structures; work around/near equipment containing high pressures and temperatures and various chemicals.
