Job Description Job Summary: The Process Safety Engineer is responsible for ensuring the safety and compliance of Central Valley Renewable Fuels plant processes, focusing on preventing incidents and managing risks associated with hazardous materials and plant processes. Essential Functions: • Define, implement and track a system-wide refinery PSM program that is compliant with Federal and State requirements, • Direct, coordinate, and participate in all process safety audits and inspections by keeping accurate and detailed records of all requirements, • Design and implement record keeping systems for collecting and retaining process safety information, • Develop and initiate methods and procedures for process safety investigations, • Review and approve equipment and piping drawings, specifications, and installations, • Utilize industry best practices, techniques, and standards throughout entire project, • Integrate existing software to ensure the transparency, commonality and accuracy of process safety scope, documentation, performance, drawings, reporting, and scheduling during specific capital project scope reviews., • Mitigate risk by liaising and coordinating with stakeholders (such as corporate, insurance carriers, engineering, turnaround and capital projects, operations, and maintenance) on process safety issues, • Liaise with and ensure Regulatory and Governmental Approvals, Permits, Licenses, Audits, and Authorizations applicable to respective areas are obtained and complied with, • Coordinate and execute required PSM activities including Process Hazard Analysis (PHA), LOPA, MOC, and associated Process Safety Information indexing. Lead identification and create documentation efforts related to Major Accident Hazard (MAH) and Safety Critical Equipment (SCE) program, • Educate site population on PSM requirements, good practices and new methods and hazard study outputs, • Support the facility through the following activities that includes, but is not limited to:, • Process safety training and competency organizational needs are identified, and organization is up to date on training., • Unit Operation Risk Analyses are employed and effective, • Presence and availability of unit process safety information is appropriate, • Procedures are written in accordance with identified risks and safety information, • Excursions are identified and investigated by the appropriate personnel, • Alarms/interlocks are analyzed for risk in case of bypass with appropriate procedural mitigating precautions followed, • Identify and initiate capital projects and other improvements (as needed) to ensure on-going compliance with PSM standards, • Develop and track PSM metrics and present to the site leadership team, • Perform other tasks as assigned Required Skills/Abilities: • Knowledge of CAL/OSHA and CalARP requirements in addition to Federal, Kern County CUPA organization understanding, • Proven ability to solve problems creatively, • Proven ability to provide process safety engineering support for complex industrial facilities and projects, • Proven ability to see projects through the full life cycle, • Strong interpersonal skills and extremely resourceful, • Excellent verbal and written communication skills, • Excellent organizational skills and attention to detail, • Excellent time management skills with a proven ability to meet deadlines, • Strong technical, analytical and problem-solving skills, • Strong supervisory and leadership skills, • Ability to prioritize tasks and to delegate them when appropriate, • Ability to function well in a high-paced and at times stressful environment, • Proficient with Google Suite and Microsoft Office Suite of products Supervisory Responsibilities: • None; however, influential leader within the plant organization. Education and Experience: • BS degree in Engineering or relevant degree required or equivalent years of PSM experience, • 4+ years of process safety leadership experience in petrochemical or heavy industrial sectors required, • Certified Safety Professional, Certified Industrial Hygienist, CCPSC, or other Process Safety Certification preferred Physical Requirements: • Must be able to pass a physical test of pushing, pulling, and lifting a minimum of 50 lbs, • Prolonged periods of sitting at a desk and working on a computer, • Prolonged periods of standing and walking, • Ability to perform repetitive movements over long periods of time, • Requires frequent reaching, stooping, bending, kneeling, and crouching, • Requires lifting, positioning, pushing, and/or transferring equipment and materials Other duties Please note this job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee for this job.
