Job Description POSITION SUMMARY: The Director of Clinical Services (DOCS) provides clinical leadership for and oversight of the clinical component of the agency’s nursing functions. This role ensures older adults and individuals with disabilities receive high-quality, person-centered care in full compliance with all applicable State and Federal regulations, and Central Boston Elder Services Policies and Procedures. The DOCS directly supervises the RN Managers. DOCS works closely with the Chief Program Officer, Director of Home Care, Director of Client Service & Community Engagement, and Special Program Senior Managers in ensuring a cooperative Interdisciplinary Team approach. In addition to collaborating with the other managers, supervisors, and directors. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: • Lead nursing operations for home care programs, care transitions, and community-based programs., • Responsible for motivating, providing support, consultation, and regularly scheduled supervision of RN Managers and staff RNs., • Partner in the development of internal quality assurance activities in collaboration with the Director of Projects and Quality, including random case file review, and policy and procedure training., • Ensure program compliance with all EOEA, state, and federal policies and regulations, timeliness of assessments/community screens., • Develop and implement clinical and operational policies and procedures to promote quality, efficient, cost-effective service delivery., • Collaborate with the Director of Home Care and the Director of Client Services and Community Engagement to coordinate services that promote independence and well-being., • Develop clear and concise processes to ensure compliance with all policies, procedures, quality standards, and regulations., • Assist in the design, operation, implementation, and evaluation of new and existing programs., • Responsible for interviewing, hiring, and training of all RNs and participating in the orientation process for program staff., • Identify RN training needs and collaborate with Human Resources to enhance staff skills and improve performance., • Represent the agency in the community at large, with EOEA, statewide Program Management meetings, and on professional boards and committees, as appropriate., • Attend, participate in, and conduct agency and departmental meetings as required., • Provide reports as required for nursing-related program activities., • Participate in CBES outreach programs and events as requested., • Other duties and projects assigned. EDUCATION, SKILLS, AND EXPERIENCE: • Master’s degree in either nursing, social work, human services, public administration, gerontology, and/or other appropriate fields, plus six years’ experience in human services, and at least three years of which have been spent in a supervisory/administrative position., • Or bachelor’s degree in either nursing, social work, human services, public administration, gerontology, and/or other appropriate fields, plus seven years’ experience in human services, at least five years of which have been spent in a supervisory/administrative position., • Or an associate’s degree in science and extensive experience in nursing in Home Care or Community Health. What is considered extensive experience may be considered at least eight years of experience., • Must be a licensed Registered Nurse in the state of Massachusetts., • Experience working in an Aging Services Access Point preferred, with a working knowledge of Home Care, Special Programs, Medicare, and Medicaid regulations and/or community resources and reimbursement systems for health and social services., • Demonstrated ability to utilize computer-based recordkeeping and reporting systems to collect and analyze data. SAMS experience preferred., • Proficiency with Microsoft Office Suite, including Word, Excel, and PowerPoint., • Excellent verbal and written communication skills, strong presentation, and training skills., • Must have demonstrated leadership ability, strong interpersonal and team building skills for working within a diverse interdisciplinary team., • Ability to communicate a positive attitude, to assist in motivating staff to the maximum level of performance and involvement, and in negotiating differences and resolving conflicts., • Ability to function well under pressure in a fast-paced human service environment., • Ability to be flexible, open, and responsive to ongoing industry changes., • Demonstrated ability to collaborate with clients and coworkers in urban, multi-ethnic, and racially diverse environments., • Ability to provide leadership in supporting and enhancing the diversity of CBES staff and clients., • Must be organized and detail-oriented, possess strong time management and priority setting skills, with the ability to handle diverse responsibilities and to work independently with minimal supervision., • In this role, this task is implied. PHYSICAL REQUIREMENTS OF THE JOB: • Ability to lift and occasionally carry objects weighing up to 10 to 15 pounds., • Ability to travel to the community to perform visits at consumers’ homes., • Work requires occasional standing, stooping, and bending.
