Job Description Associate Director, Facilities and Fleet Operations Schedule The working schedule for this position is Monday - Friday with varying and flexible hours. Weekends and holidays will be required as needed for on-call services/emergencies. Who We Are ACC is one of the nation’s largest open-admission animal shelters, whose mission is to End Animal Homelessness in NYC. We touch the lives of nearly 20,000 animals each year. ACC is more than an animal shelter; we are a resource to the community, always seeking ways to keep the human-animal bond intact. With a 90% placement rate, our progressive, life-saving initiatives contribute to the successful placement of our animals. We strive to find loving homes for homeless and abandoned cats, dogs, guinea pigs and rabbits, both by adopting animals directly to the public and by partnering with more than 200 dedicated animal placement organizations (our New Hope partners). We also help keep NYC communities safe and rescue animals in need, responding to emergencies that involve animals as well as keeping our doors open 24/7 for people and animals in need. Summary The Associate Director of Facilities and Fleet Operations is responsible for the strategic oversight, maintenance, safety, and operational efficiency of all Animal Care Centers (ACC) facilities and fleet operations, ensuring that staff, volunteers, visitors, and animals are supported by safe, functional, and compliant environments across all locations. This role provides leadership to the Facilities and Fleet teams, overseeing the maintenance and upkeep of ACC's shelters and administrative sites, as well as the management of a fleet of more than 30 vehicles that support animal transport, field services, logistics, and program operations throughout New York City's five boroughs. Required Qualifications: • Bachelor's degree in Facilities Management, Engineering, Construction Management, Business Administration, Public Administration, or a related field, or an equivalent combination of education and progressively responsible experience required., • Minimum of seven (7) years of progressively responsible experience in facilities management, fleet operations, building operations, or a related field, including at least three-five (3-5) years of leadership experience managing multidisciplinary teams., • Demonstrated success overseeing multiple facilities, fleet operations, maintenance programs, capital projects, and vendor relationships within a complex, multi-site organization., • Experience developing and managing operating and capital budgets, procurement processes, and service contracts., • Comprehensive knowledge of commercial building systems, including HVAC, plumbing, electrical, fire and life safety systems, elevators, carpentry, and general building maintenance., • Working knowledge of fleet management principles, vehicle maintenance programs, transportation safety, fleet utilization, and regulatory compliance., • Proficiency with Microsoft Office Suite and computerized maintenance management systems (CMMS), fleet management software, and vehicle telematics platforms such as Samsara or comparable systems., • Excellent interpersonal, written, and verbal communication skills with the ability to build productive relationships across all levels of the organization and with external agencies., • Ability to make sound operational decisions, respond effectively to emergencies, and lead through changing priorities., • Valid New York State driver's license with a satisfactory driving record required., • FDNY Certificates of Fitness (G-71) required or the ability to obtain within established timeframes following hire., • Certified Automotive Fleet Specialist (CAFS), Certified Automotive Fleet Manager (CAFM), Certified Facility., • Must be able to lift 50 lbs. Essential Job Functions: • Develop and implement preventive maintenance programs, oversee capital improvement and repair projects, manage vendor and contractor relationships, and ensure compliance with applicable federal, state, local, and organizational regulations., • Primary liaison with city agencies, including the NYC Department of Health and Mental Hygiene and the Department of Design and Construction, for ACC's city-owned facilities, while also collaborating closely with internal departments to support seamless day-to-day operations., • Through proactive planning, budget oversight, staff development, and operational leadership, the Associate Director will ensure ACC's facilities and fleet remain safe, reliable, and responsive to the organization's mission. Other Responsibilities: Leadership, Staff Management & Operational Oversight • Provide strategic leadership and oversight for the Facilities, Custodial, and Fleet Operations teams, including Facilities and Fleet Managers, Facilities Coordinators, and Custodians., • Establish departmental goals, performance standards, and key performance indicators while fostering a culture of accountability, collaboration, continuous improvement, and customer service., • Conduct regular meetings with facility leadership across all ACC locations to assess operational needs, identify priorities, and develop solutions that support shelter operations., • Recruit, coach, mentor, and evaluate staff while promoting professional development, technical training, and certification opportunities., • Partner with Shelter Operations, Veterinary Services, Field Services, Finance, Human Resources, Placement, and other departments to ensure facilities and fleet services effectively support organizational operations., • Oversee the organization's fleet management program, including preventive maintenance schedules, vehicle utilization, inspections, regulatory compliance, insurance administration, and fleet replacement planning., • Monitor fleet performance through vehicle tracking technology, maintenance records, fuel usage, and operational metrics to maximize efficiency and minimize downtime., • Collaborate with Finance to oversee fleet-related expenditures, including fuel, tolls, repairs, insurance, and vendor invoices., • Coordinate with Human Resources and General Counsel on investigations involving vehicle incidents, insurance claims, regulatory matters, and accident documentation., • Ensure compliance with all applicable federal, state, and local regulations governing facilities, workplace safety, and vehicle operations, including OSHA requirements and NYS Companion Animal Standards Act transportation standards., • Lead emergency response efforts related to facility infrastructure failures, fleet incidents, severe weather, and operational disruptions., • Oversee fire and life safety systems, emergency preparedness programs, evacuation drills, and agency inspections conducted by OSHA, FDNY, DOH, DDC, DOB, and other regulatory authorities. Facilities & Capital Project Management • Direct the planning, coordination, and execution of facility maintenance, renovation, capital improvement, and infrastructure projects across all ACC locations., • Serve as the primary liaison with city agencies, including the Department of Design and Construction (DDC), Department of Health (DOH), Department of Buildings (DOB), FDNY, and other governmental partners regarding facility projects, inspections, and compliance requirements., • Develop long-term facility maintenance and capital improvement strategies that support organizational growth and operational excellence., • Manage contractor and vendor relationships, including procurement, competitive bidding, contract negotiations, project oversight, and performance evaluation., • Ensure all projects are completed safely, on schedule, within budget, and in compliance with organizational policies and regulatory requirements., • Collaborate with department leadership to plan renovations, space utilization, office relocations, and operational improvements while minimizing disruption to shelter operations., • Oversee preventive maintenance programs to maximize facility reliability, extend equipment life, and reduce emergency repairs., • Support the development, implementation, and continuous improvement of facilities-related policies, standard operating procedures, and operational best practices., • Manage departmental purchasing, inventory, equipment, and supply resources to ensure efficient and cost-effective operations. Facilities Maintenance, Custodial / Fleet Services & Safety • Provide oversight across all ACC facilities to ensure safe, clean, functional, and welcoming environments for staff, volunteers, visitors, and animals., • Develop, implement, and continuously improve cleaning, maintenance, and sanitation standards that support infection control, regulatory compliance, and Fear Free principles., • Establish quality assurance programs through regular facility inspections, operational audits, and performance evaluations to ensure consistency across all locations., • Oversee work order management systems, maintenance documentation, preventive maintenance records, and departmental performance reporting., • Evaluate facility equipment and infrastructure, recommending repairs, replacements, and capital investments based on operational needs and lifecycle planning., • Promote a culture of safety by enforcing workplace safety policies, conducting routine safety assessments, and ensuring compliance with all environmental health and safety standards., • Fear Free certification within 30 days of hire., • Complete other duties assigned by supervisor. Preferred Qualifications: • Experience managing large public, municipal, healthcare, animal welfare, or similarly regulated facilities is strongly preferred., • Experience overseeing vehicle fleets, transportation operations, logistics, or mobile service operations is preferred., • OSHA 30-Hour General Industry certification preferred or willingness to obtain within the first year of employment., • Manager (CFM), Facilities Management Professional (FMP), or comparable professional certifications are highly preferred. Work Environment At ACC it's all hands-on deck. We work together as a team, which means you may be asked to help with tasks that involve working outside in all sorts of weather. As a busy animal shelter in one of the biggest cities in the world it can get noisy inside. Employees should have the ability to remain calm yet professional in stressful situations involving animals and/or members of the public. Animal Care Centers houses hundreds of animals in its facilities at any given time and with that comes fur, odors and other airborne particles in abundance. ACC offers many low-cost services to pets and people in need. This includes compassionate end-of-life services for people who cannot afford to go to a private veterinary office but still want to provide a professional and peaceful transition for their beloved pet.
