PMA’s primary purpose is to negotiate and administer labor contracts with the International Longshore & Warehouse Union on behalf of the Association’s member companies, as well as administrating payroll and certain benefits. Our headquarters and administrative office is located in San Francisco, California, with area offices in Southern California (Long Beach and satellite offices in San Diego and Port Hueneme) and the Pacific Northwest (Portland, Oregon and Seattle and Tacoma, Washington) in addition to Northern California (Oakland). SUMMARY Reporting to the Senior Coast Director, Accident Prevention and Training, this role leads the development, coordination, and delivery of training programs for ILWU employees. This management position provides direct oversight of the Washington-based training team and all related training programs. Duties are performed directly and through other instructors. This role will be filled at the Assistant Director or Associate Director level, depending on experience and skills. JOB DUTIES • Identify training needs with management, workforce, and industry leaders; develop training plans, budgets, and schedules; monitor results., • Analyze workforce data to forecast training needs and support planning., • Lead and train training staff; oversee program launches and ongoing delivery., • Ensure certifications and results are accurately recorded in Oracle., • Manage equipment operator training, which may include scheduling instructors and students; tracking progress and testing., • Oversee instructor and student payroll and training records for accuracy and timeliness., • Visit waterfront training sites and member companies as needed., • Develop and maintain training manuals, testing tools, and learning materials., • Attend regular stakeholder meetings., • Manage training program costs to be within the approved budget., • Improve processes through technology and workflow updates., • Manage daily operations and maintenance of Tacoma, Seattle, and other training facilities and equipment., • Advise on environmental, health, safety, and security issues at ports and member sites., • Work with employers and union safety committees regarding safety concerns and corrective actions., • Support research and information requests from member companies and coast leadership., • Develop new training programs and review RFPs when requested., • Train instructors on adult learning methods, safety practices, simulators, and testing., • Approve training invoices for Washington., • Prepare reports for Area and Coast Steering Committees., • Lead special projects such as new facilities and training site remodels., • Submit weekly reports to Labor Relations., • Hold weekly staff meetings., • High-level oversight of ILWU student and instructor payroll, training records, reference materials, testing procedures, training aids and performance monitoring., • Attend Joint Area Accident Prevention Committee meetings to address training and accident prevention issues., • Train instructors in effective techniques for teaching adult learners such as proper use of training aids, simulators, on the job training, performance and progress testing, and health and safety practices., • Read and interpret documents and contracts as it relates to property damage or worker injury that occurs during equipment training., • Oversee all Washington training programs., • Supervise three training staff and assigned ILWU instructors., • Experience delivering training to operators, managers, and public groups., • Ability to read and interpret technical, financial, and legal documents., • Strong analytical and problem-solving skills., • Able to manage multiple priorities and deadlines., • Excellent written, verbal, and interpersonal communication skills., • Strong knowledge of OSHA longshoring regulations (29 CFR 1917/1918)., • Waterfront and union workforce experience preferred., • Knowledge of safety and training agreements., • Proficient in Microsoft Word, Excel, and PowerPoint; Oracle reporting experience preferred., • High integrity, sound judgment, and confidentiality., • Adaptable, organized, and detail oriented., • Bachelor’s degree required, graduate study in adult education or related field preferred., • 10+ years of training and supervisory experience (or equivalent)., • Adult/technical teaching certificate preferred., • Valid Washington driver’s license required. Work is performed in offices, marine terminals, and training classrooms. The role is based in Tacoma, WA, with travel to other regional sites and occasional overnight stays.
