Job DescriptionPOSITION: Project Manager - Digital Communications and Graphic Design Services LOCATION: Joint Base Lewis-McChord, WA (On-Site) CLEANRENCE REQUIRED: Secret The Project Manager (PM) serves as the Contractor's primary point of contact and leads all performance under the I Corps Public Affairs Office Digital Communication and Graphic Design Services contract. The PM is accountable for the on-time, on-standard delivery of all contract deliverables — including social media management, graphic design, information environment analysis, executive communication support, and digital communication strategy — in full compliance with applicable Army, DoD, and Federal regulations. The PM maintains daily coordination with the Contracting Officer's Representative (COR) and holds full authority to act on the Contractor's behalf in all matters related to daily contract operations. An Alternate PM (APM) must be designated in writing and maintain the same qualifications to act in the PM's absence. Contract & Program Management • Serve as the single point of accountability for all contract performance, quality, and deliverables., • Maintain daily availability to the COR between 9:00 AM – 5:00 PM Pacific, Monday through Friday (excluding Federal holidays)., • Deliver the Quality Control Plan (QCP) within 10 business days of contract award; update within 5 business days of any proposed change., • Facilitate recurring weekly and monthly coordination meetings with the COR and Government representatives., • Coordinate personnel changes and key-personnel replacements within 5 work days; ensure continuity if any key staff is unavailable for more than 30 consecutive work days., • Submit Contractor Discrepancy Report (CDR) responses within 5 work days of receipt., • Ensure all contractor personnel maintain required clearances, certifications, and annual TARP/OPSEC training. Digital Communication Strategy & Planning • Deliver a comprehensive Digital Communication Strategy within 15 business days of contract award, incorporating all 10 required elements (command objectives, stakeholders, themes, platform use, content categories, publishing battle rhythm, coordination procedures, product integration, response guidelines, and analytics procedures)., • Develop and maintain structured digital communication plans aligned with command priorities, exercises, operations, and significant events., • Synchronize communication activities with I Corps, U.S. Army Pacific, and HQDA themes and messages., • Oversee content workflow from concept through Government approval and publication; ensure zero unauthorized releases. Content Production & Publishing • Oversee daily posting rhythm (minimum 1 post/day on Facebook and Instagram), 1 reel/month, and a minimum of 2 unique videos per calendar month., • Ensure all draft content is submitted to the Government at least 5 calendar days prior to scheduled publication., • Oversee production of professional-grade graphic design, print media, and multimedia communication products in support of the Public Affairs mission., • Manage delivery of professional-grade content for the official I Corps website., • Oversee up to 3 executive communication products per quarter (pending COR approval), including briefing decks, infographics, trifolds, and VIP handouts. Community Management & Moderation • Ensure DM response within 24 hours using the Government-approved FAQ library., • Oversee development and maintenance of the FAQ response library; submit initial library within 30 calendar days of contract award., • Ensure moderation compliance with 47 U.S.C. § 223, 18 U.S.C. § 2261A, and 8 U.S.C. § 875., • Promptly escalate potential misinformation, threats, harassment, and media-attention issues to the Public Affairs Office. Reporting & Information Environment Analysis • Deliver 100% of weekly Information Environment Snapshots on schedule, covering digital discussions, misinformation, and emerging narratives across all monitored platforms., • Deliver Monthly Digital Communication Assessments in PowerPoint format, including reach analysis, high-performance product identification, and actionable observations., • Deliver an Annual Communication Summary compiling milestones, lessons learned, and recommendations for the following year., • Configure and maintain an enterprise-grade media intelligence and analytics dashboard aggregating metrics from Facebook, Instagram, X, LinkedIn, and YouTube. Visual Information & Knowledge Management • Maintain structured systems for storing, cataloging, and retrieving imagery and video assets using standardized metadata, file naming conventions, and categorization., • Ensure the visual information repository supports rapid retrieval for leadership briefings, operational reporting, and archival reference., • Deliver annual hard drives containing all packaged and native files (INDD, PSD, EPS, PDF, MP4, MOV, and associated formats) at no additional cost to the Government.Required QualificationsEducation, • Bachelor's degree in Communications, Public Relations, Marketing, Journalism, Digital Media, or a closely related field preferred., • Equivalent combination of education and directly relevant experience (government or military communications environment) may be considered in lieu of degree. Experience • Minimum 5 years of hands-on experience with the Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere Pro, After Effects)., • Minimum 3 years of experience in public relations, marketing, communications, or a related field., • Demonstrated experience managing social media platforms including Facebook, YouTube, Instagram, X (Twitter), LinkedIn, and Sprinklr or comparable enterprise social media management tools., • Proven track record of success in private-sector, public-sector, or government communications environments., • Experience leading teams and managing contract or project deliverables on-time and within scope., • Experience in a military, DoD, or government communications environment strongly preferred.
