Summary of position: This full-time position reports to the Director of the Manhattan Forensic Psychiatric Evaluation Court Clinic (Manhattan FPECC) in the Division of Correctional Health Services. The Manhattan FPECC, located in the Manhattan Criminal Court Building at 100 Centre Street, is responsible for conducting court-ordered fitness to proceed evaluations under CPL Article 730 and presentencing evaluations under CPL Article 390 for criminal defendants with cases in New York County; preparing written reports in a timely manner for submission to the Courts; and providing courtroom testimony as necessary. Detailed Tasks: • Conduct court-ordered evaluations of criminal defendants and submit timely written reports to the Courts, • Conduct psychological testing (intelligence, neuropsychological, personality, malingering, etc.) as needed, • Provide teaching and supervision for clinicians in training, • Participate in regular supervision with the Director of the Queens FPECC, • Actively participate in staff meetings, clinic quality improvement projects, and continuing education, • Remain aware of and in compliance with organizational policies and procedures, • From time to time, as needed, conduct CPL 730 and CPL 390 evaluations in the other FPECC clinics (Bronx, Brooklyn, Manhattan), • Other duties as assigned by the Director of the Queens Forensic Psychiatric Evaluation Court Clinic or the city-wide Director of the Forensic Psychiatric Evaluation Court Clinics Preferred Skills: • Excellent diagnostic and evaluation skills with particular attention to issues related to forming opinions about psycholegal questions, • Excellent forensic report writing skills, • Clinical experience working with forensic mental health populations, • Experience in administering and scoring a wide range of psychological tests, • Excellent organizational and communication skills, • Ability to work collaboratively and professionally with other disciplines, • Proficiency with word processing programs and spreadsheet programs, • Fluent in written and spoken English Minimum Qualifications: 1. Summary of position The Supervising Psychiatrist is a psychiatric leader of a facility, clinical area, or program and works in close collaboration with the Mental Health Unit Chief, Clinical Supervisors, and Senior Psychiatrist (if applicable) to ensure that safe, holistic, and evidence-based psychiatric care is provided to incarcerated patients with varying levels of mental health needs. A team-based approach to care is critical; one that incorporates all relevant mental health and medical disciplines as well as security staff. A major component of this position will be training, recruiting and retaining high quality staff and providing strong leadership and mentorship for existing staff. Responsibilities Include (depending on location): • Ensure the highest possible quality of mental health care both in the facility and in collaboration with the other jail facilities in the system. Responsibilities Include: • Provide psychiatric care, including admission evaluations, follow-ups, and urgent and emergent consultations to individuals with mental health needs., • Participate in the creation of an individualized treatment plan after discussing the case with the mental health care team, collecting and reviewing psychosocial data, medical history, nursing assessment, and other pertinent information., • Evaluate patients for the need for a higher level of care, including hospitalization, and refer to a higher level of care as clinically appropriate. The Senior CL Psychiatrist working in this facility will lead the team in diagnostic review, treatment planning, and interdisciplinary case conferencing with medical, nursing, and social work for individuals housed in this facility with comorbid mental illness, including direct patient care as well as supervision of other psychiatric providers. The Senior CL Psychiatrist will also consult on the care of medically complex patients in other jail facilities. Experience working in correctional settings is not required, however the ability to work closely and effectively with multiple other disciplines, including security staff, is critical. The Medspan program provides patient education and care coordination around HIV, hepatitis C, and associated conditions such as hepatitis B and sexually transmitted infections (STIs). Medspan team members support patients through medication adherence support, discharge planning, and connection to care services. The Medical Director works across the Correctional Health Service Medicine service, with MedSpan staff and with other interdisciplinary Correctional Health Services (CHS) staff in all facilities to provide, improve, and evaluate patient centered infectious disease care. Responsibilities include: (Detailed Task) Clinical Responsibilities: • Identify individuals admitted to correctional facilities with infectious disease (ID) needs through the utilization of electronic health records, report management systems, and various tracking tools., • Provide direct patient care to individuals experiencing acute or chronic infectious disease conditions, including but not limited to HIV, hepatitis C and B, sexually transmitted infections, tuberculosis, skin and soft tissue infections, wounds, and systemic bacterial processes., • Deliver clinical consultation and guidance related to infectious diseases to site medical directors (SMD), infection control teams, and clinical staff. Administrative Responsibilities: • Offer direct administrative and clinical supervision for the infectious disease service, encompassing ID clinicians and the Medspan team., • Oversee staffing requirements for the infectious disease service within the facility., • Direct the formulation and execution of workflows and protocols pertinent to the infectious disease service., • Organize and lead regularly scheduled rounds and meetings for the ID team., • Facilitate conferences and seminars with other clinical services and both CHS-based and external re-entry programs., • Provide supervisory clinical guidance to the SMD and staff of the communicable diseases unit (CDU)., • Oversee admission and discharge criteria for patients with confirmed or suspected communicable diseases within the CDU., • Lead patient tracking initiatives within the CDU, monitoring clinical conditions, medication regimens, and laboratory results., • Collaborate with and provide clinical consultation to the infection control team., • Engage in initiatives focused on system-wide education, quality improvement, and population health., • Direct projects, analytical efforts, patient tracking, and quality improvement initiatives for the infectious disease service., • Provide supervisory direction and guidance for the Medspan Program., • Oversee the creation and implementation of staffing, workflows, and protocols for the Medspan team., • Direct regularly scheduled rounds and meetings for the Medspan team., • Lead research initiatives, patient tracking, and quality improvement efforts for the Medspan team. Minimum Qualifications Applicants must have all of the following: 1. Graduation from a medical school approved by the Council on Medical Education and Hospitals of the American Medical Association. 2. Completion of an acceptable internship in an approved hospital., 3. A license to practice medicine in the State of New York., 4. Certification by American Board in field of specialization or a faculty appointment of Associate Professor or higher in a medical school recognized by the American Medical Association., 5. Eight (8) years of satisfactory full-time paid experience in field of specialization including at least three (3) years in a supervisory or administrative capacity.(Training and experience required for certification will be credited toward required specialized experience.) New York City Health and Hospitals Corporation Outposted Therapeutic Housing Units Program (OTxHU) Since 2016, Correctional Health Services (CHS) has been the direct provider of health care in the New York City jails. Summary of position The Senior Psychiatrist is the psychiatric leader of the facility or program and works in close collaboration with the Mental Health Unit Chief, Clinical Supervisors, and Supervising Psychiatrists (if applicable) to ensure that safe, holistic, and evidence-based psychiatric care is provided to incarcerated patients with varying levels of mental health needs. Job Description Case Manager The Case Manager is responsible for case management services for clients in transitional housing. The Case Manager will have an assigned caseload of 25 cases. He/She will be responsible for successfully integrating each client's housing and employment goals and ensuring compliance with Win's contractual requirements with outside Funders. Under the direction of the Regional Deputy Director, the Program Director - Children’s Crisis Residences is responsible for establishing and overseeing operations of YAI’s Children’s Crisis Residences, under the auspices of NYS Office of Mental Health (OMH), which will provide 24/7 person-centered, trauma-informed residential services for children with behavioral health challenges, who are in crisis. Determines and coordinates program needs, identifying and directing the design and implementation of services, policies and procedures and required staffing and resources, with an emphasis on team management, development and establishment of standards of performance and measures of program success. Ensures the operational success of programs through selection, development and oversight of the interdisciplinary team and maintains overall responsibility for the development and implementation of initiatives that support program quality and compliance with Federal, State, Local and OMH requirements and development of linkages and relationships with community and other potential partners. Minimum Qualification Requirements including education, experience, licensure/certification, etc. and essential physical capabilities (e.g. lifting, assisting lifting, standing, etc.): • Current license or limited permit and registration issued by the New York State Education Department (NYSED) which authorized provision of direct services relating to the treatment of mental health such as Licensed Master Social Worker (LMSW), Licensed Clinical Social Worker (LCSW), Licensed Mental Health Counselor (LMHC) or Licensed Marriage and Family Therapist (LMFT); and, • At least three (3) years of experience providing crisis intervention and therapeutic services to children with mental or behavioral health needs, ideally in a New York State Office of Mental Health (OMH) program; and, • Two (2) years of experience providing direct supervision to staff, ideally including staff providing clinical or other professional supports; or, • Satisfactory equivalent combination of education, experience and/or training. This program is part of the Atlas initiative and uses the evidence-based Functional Family Therapy (FFT) model to engage young people and their families in holistic anti-violence services. Atlas works to prevent violence by meeting people during a crisis, like a recent arrest or open court case and connecting them to a change process that nurtures hope and strengthens relationships. As part of Atlas, the Queens Community Justice Center is offering FFT to young people at elevated risk for violence in the community, victimization, or a re-arrest. FFT is an evidence-based intervention for youth and families. This high-quality, strength-focused family counseling model is designed for high-risk youth and young adults who have been referred by the criminal court, juvenile justice, mental health, school, or child welfare systems. Services are short-term and typically offered in the home, though services can be offered in the office or other community settings.
