FUNCTIONAL PURPOSE: Analyzes and monitors the Postal Service's usage of products and services in order to engage contracted services and equipment in alignment with established supplier management criteria; identifies sources, negotiates, administers and settles contracts for major or specialized purchasing programs and/or projects. Implements continuous improvement plans to include process and technological improvements. DUTIES AND RESPONSIBILITIES: 1. Performs needs assessment to identify customers' needs for services, suppliers, and equipment; uses assessment to determine requirements, and solicitation criteria, including production needs, quantities, delivery requirements and industry to be sourced., 2. Develops purchasing plans and prepares solicitations and contracts; determines specific contract language and selects contract type., 3. Develops total cost of ownership models for customers, including material and/or services flow, usage, and process; determines value and non-value added to the service and/or product for the customer; develops asset recovery programs., 4. Conducts supplier value and cost analysis to address logistics, pricing, leverage, competitive advantage, and other industry factors related to purchase; performs supplier capability assessment, past performance reviews, and other review methods to create and develop supplier performance data., 5. Conducts customer satisfaction evaluations and gather supplier performance data to resolve specification problems, determine production capabilities and responsiveness, monitor quality, obtain feedback, and to support decision- making., 6. Performs market and industry trend analysis to expand and improve the supplier base and to determine availability of services, supplies equipment, and producers; benchmark industry for best usage practices and offer alternatives., 7. Requests and evaluates supplier proposals for satisfying selection criteria, awarding contracts, leverage opportunities, and pricing data., 8. Conducts negotiations on price, technical requirements, terms, and conditions of the contract; obtains audits and pricing reports where needed to develop negotiation strategy., 9. Makes supplier selections and performs contract management, including supplier performance reviews and customer satisfaction evaluations., 10. Manages projects to include planning, determining resource requirements, developing timelines, risk analysis, monitoring progress, providing technical guidance and feedback., 11. Complies with Postal Service supplier diversity planning and sourcing strategies., 12. Provides technical direction and guidance on purchasing and material logistics activities., 13. May oversee the activities of lower-level employees or teams, when assigned. REQUIREMENTS: • Knowledge of postal, federal or commercial purchasing regulations, policies and procedures., • Knowledge of quality principles and continuous improvement tools to include benchmarking techniques and practices., • Ability to communicate both orally and in writing sufficient to develop and present briefings, and to conduct general business meetings., • Ability to perform summary or statistical analysis on data, to interpret and report results, and make recommendations and appropriate business decisions based on the results., • Ability to manage projects, which includes developing plans and timelines, determining resource requirements, organizing and overseeing tasks, monitoring progress, and reporting results., • EDUCATION/CERTIFICATION REQUIREMENT: Applicants must possess one of the following degrees or professional certifications: 1. A baccalaureate or post-graduate degree from an accredited college or university, that included or was supplemented by at least 24 semester hours in any combination of the following fields: supply chain management, accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, material management, logistics and inventory control, quantitative methods, or organization and management. 2. Certified Professional in Supply Management (CPSM) qualification or Certified Purchasing Manager (CPM) from the Institute for Supply Management (ISM). 3. Certified in Production and Inventory Management (CPIM), Certified Supply Chain Professional (CSCP), or Certified in Integrated Resource Management (CIRM) from the American Production and Inventory Control Society (APICS). 4. Certified Professional Contracts Manager (CPCM), Certified Commercial Contracts Manager (CCCM), or Certified Federal Contracts Manager (CFCM) from the National Contract Management Association (NCMA). The successful candidate will be able to provide support to complete orders, check status of orders, find appropriate products based on customer needs, research and document return issues and provide return instructions, and other customer service type issues. Calls that cannot be handled by the call center will be transferred to an appropriate representative. Additionally, orders and questions will be processed by fax and email communication. This is a full-time position located in Lakewood, CO. Roles and responsibilities include: JOB RESPONSIBILITIES Staff will provide USGS Online Support. Public and business partners make contact through phone, email, and fax to get sales support for USGS products and Park Passes. This support includes inputting orders, answering questions about making orders, tracking orders, research and document return issues and provide return instructions, and other sales type questions. Technicians working Online Sales support are expected to be knowledgeable in USGS products and provide immediate support to customers. Job Description As a Postal Clerk you will oversees the movement, sorting, and distribution of mail at McMurdo Station, Antarctica. Performs a variety of detailed accounting duties in accordance with standard accounting procedures with minimal supervision and guidance. POSITION: Postal Clerk SEASON: Austral Summer (Summer 2026-2027) LOCATION: McMurdo Station, Antarctica SALARY: $756 - $859 per week ESSENTIAL DUTIES AND RESPONSIBILITIES: • Follows and applies DOD, USAF, PACAF, U.S. Postal Service (USPS), Military Postal Service Agency (MPSA), Joint Military Postal Activity-PAC (JMPA-PAC), 6005 AIRPS and PACAF AIRPS directives/policies as they pertain to the Military Postal Service (MPS), Air Force postal operations, and financial issues in the PACAF command in support of the McMurdo APO., • Assists customers who need help with filing USPS insurance claims., • Assists Postal Supervisor with preparations for official USAF quarterly audits., • Support of U.S. Air Force and South Pole postal activities as needed. Assists Postal Supervisor with pre-deployment training for South Pole postal supervisor., • Performs the duties of the Postal Supervisor in the latter position's absence., • Performs the sorting, receipt, and distribution of accountable and non-accountable mail at McMurdo Station, Antarctica. Tracking information is uploaded daily on AMPS., • Completes all AMPS training when required by MPSA., • Monitors and maintains current file of bi-monthly USPS Postal Bulletins per DOD., • Provides a Directory Service for all misrouted mail and mail addressed to personnel no longer at McMurdo Station. Maintains a current file of forwarding cards., • Controls USPS and Air Force-owned non-accountable equipment., • Coordinates with the Movement Control Center for outgoing and incoming accountable and non-accountable mail., • Must be able to lift and move 75 lbs., • Ensures compliance with Safety, Environment, Health, and Waste Management policies and procedures., • Interacts with the National Science Foundation, armed forces, and other agency officials, both over the telephone and in person, in a professional and tactful manner., • Responsible for maintaining a safe workplace program and ensuring safety is the highest priority in the work place. Ongoing work center cleaning and recycling tasks., • Orders Postal supplies from many different sources, such as MDC, USPS and GSA. Keeps all inventory records up to date. Performs complete inventory twice per year., • Orders and maintains all PACAF-required posters and visual aids in the lobby, post office and mailroom., • Maintains a log of all personnel deployed to camps and unit mail departments. Utilizing the log to ensure that all camp mail is distributed to the proper Unit Mail Clerk (DD285)., • Participates in MCI trainings and drill as determined by supervisor., • Trains Unit Mail Clerks and assists them with their duties. Maintains official Unit Mail Clerk records., • Safeguards all mail to the highest standards of safety, security and privacy., • Follows all current PACAF directives for election mail., • Completes and maintains all PS3849s in compliance with USPS regulations for accountable mail., • When needed, assists Postal Supervisor to prepare all mail for dispatch., • Keeps Safety Log and AF Training Log updated., • Performs other duties as required. EDUCATION: • High School Diploma or equivalent is required. CERTIFICATIONS AND/OR LICENSING REQUIREMENTS: • AMPs account required or ability to obtain prior to employment., • Current ServSafe Food Handler certificate must be obtained prior to deployment to Antarctica., • Valid driver's license, • Valid U.S. Passport EXPERIENCE: • Two years of customer service experience required., • Basic computer skills with word processing, spreadsheets and databases required., • Previous experience with Station Services in Antarctica may be accepted on lieu of minimum experience.
