About the job. National Highways have an excellent opportunity for a Highways Inspector Team Manager to join our Service Delivery team within Operations in the YNE region. The Highways Inspector Team Manager will provide management and direction to a team of Highway Inspectors to ensure delivery of a high-quality service that meets the requirements of National Highways special defence under Section 58 of the Highways Act. Please note that this position will have on duty responsibility and may be required to work unsociable hours. You will also be required to drive as part of your role and you will need to have a full driving licence, with no more than 3 points, to be considered for this position. Ensuring the health and safety needs and wellbeing of customers and employees are fully considered and accounted for throughout the planning and delivery of each service activity. Providing line management for a team of Highways Inspectors, ensuring timely setting of objectives, performance management reviews, and development of appropriate succession and development plans. Managing the utilisation and allocation of team resources to ensure appropriate resourcing levels for all the activities in scope, including managing duty responsibilities for highway asset advice at incidents. Managing the development and delivery of inspections schedules in line with agreed timescales, budgets and procedures and to ensure that all inspection findings are recorded in the relevant systems and meet data capture standards. Facilitating positive and collaborative ways of working with internal and external stakeholders, such as Traffic Officers, Network Planners and 3rd party supply chain, in order to share knowledge, plan and maximise the use of network occupancy and available traffic management, and ultimately contribute to the overall customer experience. About you. Knowledge of New Roads and Street Works Act with extensive experience in Highways Inspection and good understanding of Health & Safety implications of working on high speed roads. Good knowledge of MS applications and ability to work with IT, data and digital tools effectively. Capable of managing a programme of works to tight budgets and timescales. Proven management and communication skills, with ability to motivate and inspire confidence in teams. Registered on the Institute of Highways Engineers Register of Highway Inspectors (LANTRA training and assessment or City & Guilds qualification), member of MCIHT/MIHE, and NRSWA Supervisor or equivalent (desirable) - or can demonstrate equivalent, relevant professional experience. You must have a proven track record of leading test engineering for large-scale platform operations or infrastructure products, ensuring stability, scalability and strategic alignment with organisational goals. Main responsibilities for the Platfrom Test Lead: Lead the design, implementation, and continuous improvement of automated test frameworks for platform components and services. Define and own platform-level test strategies, including integration, performance, security, and end-to-end testing across multi-account environments. Collaborate with Platform Engineers, Technical Architects, and Cyber SMEs to ensure testing supports platform priorities. Drive improvements in deployment testing, enabling faster, more reliable releases with reduced support burden. Support FinOps and observability initiatives by ensuring test coverage includes cost-impacting behaviours and performance metrics. Champion testability in platform design, simplifying environment setup and enabling self-service testing for service teams. Coach and mentor engineers in test automation, quality assurance, and continuous delivery practices. Monitor test suite health, reduce technical debt, and ensure test infrastructure is scalable and cost-effective. Essential Skills: Proven experience in test automation for infrastructure and platform engineering, including maturing PaaS/SaaS products. Strong coding skills (Python or Java), with experience building reusable test frameworks, utilities, and using BDD approaches (e.g. Gherkin/Cucumber) for collaborative testing. Hands-on experience with CI/CD pipelines, containerisation (Docker/Kubernetes), cloud platforms (AWS preferred), and infrastructure-as-code (e.g. Terraform). Familiarity with observability and performance testing tools (Datadog, ELK, Grafana, Locust, JMeter), plus an understanding of cyber security testing principles and logging requirements. Ability to coach multidisciplinary teams, embed quality practices in agile delivery, and apply FinOps-aware testing approaches (e.g. cost-impact validation, resource optimisation). It is desirable that you have: Knowledge of platform engineering patterns (g. sidecar architecture, secure base images, technical contracts). Familiarity with accessibility and security testing standards (g. OWASP, WCAG).
