Metro Transit's Employee Services Division is hiring two Talent Associates to support recruitment efforts for our Mobility, Administration, Safety, Security & Quality Assurance, and Vehicle Maintenance teams. Metro Transit's Employee Services Division (Human Resources) supports the largest department in King County through recruitment and selection, workforce planning and development, leave and disability services, HRIS data and analytics, and electronic records management. Position Info: This recruitment will be used to fill two (2) Special Duty Assignments/Term Limited Temporary (SDA/TLT) vacancies for an HR Associate classification. The SDA/TLT's are anticipated to last approximately 6 months and may be extended. In addition, this selection process may be used to generate an eligibility list for future Special Duty Assignment (SDA), Term Limited Temporary (TLT), and Career Service (CS) vacancies that may occur in these workgroups and classification. The eligibility pool list would be retained for 12 months from the posting date and may be used at the discretion of the hiring authority. This position is comprised of the following core duties: • Provide administrative support for full-cycle recruitment, selection, and onboarding processes., • Serve as the primary point of contact for candidates, ensuring seamless coordination with recruiters and the agency, all while delivering outstanding customer service., • Engage with candidates, staff, and Talent Team members; both in person and remotely, while providing exceptional customer service and prompt support., • Schedule, prepare, administer, oversee, and record the outcomes of candidate assessments and interviews., • Manage HR-related documentation, ensuring accurate tracking and filing both electronically and in paper format., • Manage the pre-employment process for candidates, including performing comprehensive background checks and reviewing criminal records, compiling employment references, coordinating testing to comply with DOT drug and alcohol testing regulations, and reviewing records related to driving records, medical examinations, and licensure., • Oversee the documentation and completion of hiring procedures for new hires within Metro Transit Department, including processing of I-9 paperwork on their first day of employment., • Utilize various King County software and programs to monitor recruitment efforts, draft correspondence, compile reports, and manage records (including PeopleSoft, NEOGOV, and Microsoft Word, Excel, and SharePoint.), • Use Microsoft Outlook, Teams, and Zoom for organizing meetings and managing responses from team members and invitees., • Uphold strict confidentiality regarding HR matters, including employment decisions and disciplinary actions., • Ensure adherence to employment standards and legal requirements, including Federal, State, and local laws, including DOT and CDL regulations., • Crosstrain with colleagues to provide mutual support within the Employee Services division and Talent Team., • Represent and promote King County Metro Transit as a premier employer at community events, career fairs, and information sessions., • Other duties as assigned. We are looking for candidates who have: • Two (2) or more years of experience providing high-volume, increasingly responsible human resources or administrative support. OR, • One (1) or more years of experience providing high volume, increasingly responsible human resources or administrative support; and education or training, such as coursework in human resources, business administration, office administration, or a related field. AND, • Exceptional customer service skills that include anticipating stakeholder needs, responding promptly to inquiries, providing professional and courteous service, and following through with commitments., • Experience working proactively on multiple tasks/projects, coordinating meetings on complex calendars, staying organized, and meeting specified deadlines., • The ability to build effective partnerships by understanding stakeholder priorities, motivations, and constraints. Experienced in effectively problem-solving complex issues while using good judgment and resourcefulness., • The ability to balance transparency with discretion when handling sensitive, political, or confidential information., • Demonstrated experience establishing and maintaining effective working relationships with a diverse group of stakeholders, team members, and candidates., • Experience with public outreach, career fair representation, or community engagement., • Experience effectively creating, proofreading, editing, and formatting documents according to standard business writing practices., • Experience using Microsoft Word, Excel, Outlook, SharePoint, Teams, Zoom, and electronic document signing software (such as Adobe Pro and DocuSign)., • Effective communication skills shown through attentive listening and clear, professional written and verbal exchanges with customers and stakeholders. Highly competitive candidates will also have the following desirable (but not required) qualifications:, • Strong background providing administrative assistance or HR support to public sector recruitment teams, ensuring smooth coordination with complex stakeholders in high demand, high-volume, and/or safety sensitive hiring contexts., • Experience with administering written, performance-based, and interview-based recruitment assessments., • Experience with continuous process improvement and documenting standard practices., • Proficiency in supporting regulated hiring processes through accurate background checks, reference reviews, and both DOT-regulated and safety sensitive hiring procedures., • Experience with I-9 verification or E-Verify procedures., • Experience applying human resource practices and guidelines., • Experience and skill in supporting unionized employees and a unionized work environment., • Experience working in cross-functional teams or shared-service environments., • Familiarity or experience applying King County Metro Transit's specific policies and practices., • Experience reviewing and compiling data, developing reports, and creating charts and diagrams., • Experience using NEOGOV or other electronic applicant tracking systems., • Experience using PeopleSoft or other HRIS/Human Capital Management systems., • Experience using Laserfiche or other electronic employee record software. Other Position Information Work Location: This is a hybrid position. The team works in a hybrid model, with days in the office as well as telecommuting. Currently, a minimum of 2 days in the office per week is required. The ratio of remote to onsite work will be dependent on business needs and is subject to change.
