Job Description Position Summary: Forensic Behavioral Health Navigators help individuals with mental illness and co-occurring substance use disorders “navigate" the criminal justice and behavioral health systems - including the maze of treatment programs, courts, law enforcement, probation and parole, and community support services so that they can live successful lives in the community. Navigators reduce barriers that keep individuals with behavioral health challenges from getting timely treatment by identifying behavioral health needs and connecting individuals to appropriate resources and away from jail. The linkage is intended to divert individuals from further penetration in the criminal justice system, provide alternatives to arrest and incarceration, and support reentry from jail. The Neighborhood Wellness Court (NWC) Navigator Supervisor will serve the Behavioral Health and Justice Division (BHJD) of the Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) and the Office of Public Safety (OPS) at the intersection of behavioral health and criminal justice in the NWC. Job Description Position Summary: The Behavioral Health and Justice Division (BHJD) is committed to working towards reducing criminal justice involvement for Philadelphians with behavioral health challenges, including Serious Mental Illness (SMI). BHJD organizes its work according to the Sequential Intercept Model, identifying opportunities to intervene at various points of criminal justice involvement to deflect and divert individuals away from further penetration of the system and into the behavioral health system. By helping connect individuals to needed treatment and support services that promote stability in the community, BHJD believes that Philadelphians are less likely to be arrested and can achieve health, well-being, and self-determination. BHJD also aligns with Stepping Up and focuses its efforts on lowering the number of Philadelphians with SMI admitted to the Philadelphia Department of Prisons (PDP), reducing their length of stay, connecting them to treatment/supports upon release, and reducing recidivism. The Forensic Support Team (FST) of BHJD was established to meet the unique needs of Philadelphians who are either: 1. Adjudicated as not competent to stand trial on only misdemeanor charges and committed to a State hospital (e.g., Norristown State Hospital) or 2. Adjudicated as non-restorable. The FST works within PDP and Norristown State Hospital (NSH) in order to assist individuals while in jail, when transitioning from jail to NSH, and when reentering the community typically under the court’s jurisdiction. To support this forensic population, the FST helps individuals navigate the Philadelphia judicial and behavioral health systems while also seeking to address each individual’s unique legal, behavioral, medical, physical, cultural, and/or financial needs. The Clinical Assessor becomes an important part of a team comprised of: one (1) FST Supervisor (a licensed psychologist); one (1) FST Coordinator, three (3) Clinical Assessors, and one (1) Post-Doctoral Psychology Resident. The Clinical Assessor will complete clinical assessments and provide system navigation for justice-involved individuals with behavioral health challenges who fall into either of the aforementioned priority groups. In this capacity, the Clinical Assessor is responsible for determining the appropriate level of care (LOC) for the individual via a procedure that is consistent with a strengths-based, biopsychosocial recovery model. The procedure relies on State hospitals and jails to provide access to the individual as well as clear documentation and consultation about the individual so an informed decision can be made about the appropriate LOC and the individual’s risk for violence. The decision about the LOC is based on the individual’s: aspirations, goals for recovery, strengths, support system, risk for future violence, psychiatric diagnosis, medical diagnosis, psychiatric history, cognitive or physical limitations, results from any psychological measures or medical tests, current medications, incident reports, participation in recovery services, current treatment team input, and privileges earned. With this information and documentation, the Clinician Assessor collaborates with the Philadelphian and their treatment team in an effort to agree on an appropriate LOC as well as a re-entry plan and, when necessary, present the plan to the appropriate criminal court. Duties and Responsibilities: The Clinical Assessor helps individuals with SMI "navigate" the maze of treatment programs, the court system, and support services upon reentry into the community. The Clinical Assessor reduces barriers that keep individuals with SMI from accessing timely treatment by identifying behavioral health needs and directing individuals to appropriate resources. An effective Clinical Assessor is a: Relationship builder Building effective working relationships is the foundation of effective forensic navigation. To improve coordination of care for people with mental illness and to reduce barriers to reentry, navigators must work with different groups of people: individuals who are incarcerated, healthcare teams within the PDP, criminal justice partners, families, NSH staff, and resource providers within the community. It is important to build effective working relationships with all of these groups. Clinical care coordinator The Clinical Assessor conducts forensic evaluations and coordinate care for individuals who are either: 1. Creative problem solver The Clinical Assessor finds creative solutions to barriers. Some individuals with mental illness utilize commonly used services, but others have unique needs that require initiative and creative thinking to locate the appropriate resources. Organized information manager The Clinical Assessor manages and tracks a large amount of information. Assessments, referrals, legal statuses, and treatment histories are just a few things the Clinical Assessor needs to track and, by law, this information must be kept confidential and secure. It is important that the Clinical Assessor stays organized and uses a systematic approach to information management. Specific duties • Perform level of care and other-discharge related assessments for individuals adjudicated not competent to stand trial and/or non-restorable that are detained at the PDP or NSH, • Attend treatment team meetings for individuals detained at NSH to monitor progress and/or changes in clinical presentation, • Facilitate access to re-entry services and programs, • Identify individuals for diversion and share with appropriate justice partners, • Review legal status, commitment type, charges, competency opinions and findings, and clinical needs for all individuals on the waitlist to NSH on an ongoing basis, • Maintain accurate, confidential records documenting services provided and unmet needs using appropriate databases, • Remain current with resource and referral information, • Maintain list of community resources, • Build and maintain relationships with key individuals (e.g., PDP staff, Public Defender), and provide updates upon marked changes in an individual’s clinical or legal status to trigger appropriate interventions, • Coordinate with courts to ensure timely court hearings and legal proceedings, particularly when an individual’s clinical or legal status changes, • Provide behavioral health literacy and continuity of care training to both behavioral health providers and criminal justice personnel, • Provide updated progress reports for criminal court hearings and attend those hearings when necessary This position requires a master’s level degree in social work, psychology, or a related clinical focused field with at least two years of experience working with individuals with serious mental illness and/or in clinical-forensic assessment. Knowledge of and experience in working with the Philadelphia criminal justice system and/or the Philadelphia behavioral health system are preferred. The position requires demonstrated skills in communication, problem solving, decision making, and report writing. The individual possesses the ability to skillfully communicate verbally and in writing with a variety of multidisciplinary partners, including judges, attorneys, jail staff, provider agencies, psychiatrists, nurses, and social workers. Job Description Copper River Technologies is seeking an experienced Construction Engineering Technician (CET) to provide on-site support for NAVFAC and U.S. Army Corps of Engineers (USACE) construction projects in Philadelphia, PA. The CET plays a key role in ensuring quality control, safety compliance, and technical oversight for large-scale commercial, industrial, and military projects. Working closely with the Construction Manager, contractors, and government stakeholders, this position helps ensure projects are delivered on time, within budget, and in full compliance with government standards. Responsibilities (include but are not limited to): • Coordinate and monitor the Construction Quality Management (CQM) program., • Review and provide recommendations on contractor Quality Control (QC) plans., • Participate in preparatory, initial, and follow-up inspections, ensuring accuracy of checklists., • Inspect construction activities, materials, and workmanship for compliance with project specifications., • Validate material quantities, conditions, and invoices prior to government approval., • Review and witness testing/commissioning of critical systems (HVAC, electrical, fire protection, roofing, etc.)., • Maintain project documentation, including daily reports, progress photos, and quality records., • Review Activity Hazard Analyses (AHAs) and Accident Prevention Plans; support jobsite safety programs., • Monitor contractor compliance with NAVFAC P-307 crane safety requirements., • Assist the Construction Manager with drawings, specifications, RFIs, and schedule reviews., • Support pre-bid site visits, preconstruction meetings, and contractor kickoff conferences., • Monitor progress schedules, invoices, and contractor reports to ensure contract compliance., • Verify environmental compliance and accuracy of as-built drawings., • Coordinate temporary utilities, permits (hot work, excavation), and laydown/storage areas., • Support project closeout, including punch lists, final inspections, O&M manuals, warranties, and as-builts., • Assist with contract modifications, government cost estimates, and proposal reviews., • Ensure official contractor correspondence and submittals are documented and tracked., • Experience:, • 5+ years as a Quality Control Manager on NAVFAC or USACE projects, OR, • 10+ years as a trade foreman (Concrete, Mechanical, Electrical, Masonry, or Carpentry) on commercial, industrial, or military projects (residential experience not accepted)., • Certification:, • Construction Quality Management (CQM) for Contractors (NAVFAC/USACE) — must hold prior to start or obtain within 60 days., • OSHA 30-Hour Construction Safety certification — must hold or obtain within 30 days., • Ability to pass an open-book EM 385-1-1 Safety and Health exam within 15 days of hire., • Preferred Qualifications, • Previous experience supporting NAVFAC or USACE military construction projects., • Familiarity with NAVFAC Business Management Systems (BMS) and federal construction processes., • Knowledge of federal contracting and documentation requirements., • Strong understanding of construction quality control, safety standards, and contract compliance., • Familiarity with scheduling, commissioning, and construction materials., • Excellent communication and coordination skills across multiple stakeholders. Job Description PHILADELPHIA ANTI-DRUG/ANTI-VIOLENCE NETWORK (paan) POSITION: Human Services Coordinator JOB DESCRIPTION POSITION SUMMARY The Anti-Violence programs at PAAN represent a continuum of care that includes mentoring, advocacy, mediation, job readiness programming, job training, employment assistance, parenting and facilitating enrolment in treatment. We currently operate two primary programs: The Community Crisis Intervention Program (CCIP) emphasizes intervening on behalf of the community and has no age parameters. This concept is based on the work of PAAN's predecessor, the Philadelphia’s Crisis Intervention Network. This nationally recognized agency, founded in the mid-1970s by James Mills and Bennie Swans, effectively addressed gang violence, drug abuse and drug trafficking and was credited with dramatically decreasing gang-related deaths in Philadelphia for over a decade. CCIP aims to replicate Crisis Intervention Network's approach to combat today's community violence. CCIP combats violence by intervening where the violence is most prevalent. We use credible messengers who are products of Philadelphia's most violent neighborhoods as outreach workers to foster meaningful relationships with would be perpetrators as well as law abiding residents. CCIP works to provide those involved in criminal activities with positive alternatives. The Human Services Department (HSD) is headed by a director and includes 3 Case Managers, 2 Human Services Coordinators and a Career/Employment Specialist. This department addresses the special needs of CCIP referrals. The staff work to develop and facilitate the effective/consistent utilization of resources while supplementing the support provided by our CCIP Advocates. This Human Services Coordinator (HSC) will assist in identifying the presence of physical or mental health impairments, substance abuse issues, homelessness, educational, family and other social history patterns that impact the individual’s behavior and development. The HSC will be responsible for developing a network of partners along with a social service resource manual which the agency can utilize to best service communities. HSC will have established office hours to meet with individuals on an as needed basis. This position will act as a resource to The Community Crisis Intervention Program (CCIP). DIRECT REPORT: This position reports directly to PAAN’s Director of Human Services PRIMARY RESPONSIBILITIES: • Serve as a collaborative member of the management team: Supervise case managers on the appropriate approach to the cases; maintain regular and timely communications with coordinators and other members of the management team; provide support to the case managers and their clients; and identify and advocate for appropriate options for the client and or their families., • Develop, plan and oversee workshops and presentations for the purpose of providing information regarding community-based programs, and other positive program opportunities/services to youth on the quarterly basis., • Develop and prepare a community resource book by geographic area in order to identify and ensure utilization of community-based organizations that positively support areas of concern (i.e. educational programs, drug and alcohol programs, parenting/SNAP programs, mental health and counseling programs, homelessness, etc.), • Collect social and family history information through interviews and review of documentary materials, including highly sensitive and confidential information, to identify psychosocial influences and patterns in the client’s development and behavior including, but not limited to, socio/cultural/economic status and behavioral health issues., • Maintain accurate and confidential records for each person participating in programs., • Develop and manage data base for individuals who actively enrolled/have participated in and completed educational, and other positive programs that improve their quality of life., • Meet with individuals during established office hours, and properly document these meetings., • Provides one-on-one and team support to direct service workers on case management and documentation/development (training), • Other task as required by the Director of Human Services EDUCATION AND QUALIFICATIONS: • A master’s degree in social work (MSW), Psychology, Counselling or related field or equivalent experience is required., • Minimum of 2-5 years’ experience in dealing directly with underserved populations and communities., • Must possess excellent leadership, problem solving and analytical thinking skills., • Must have strong interpersonal and teamwork skills and can work independently with minimum supervision., • Must possess excellent networking/ relationship building skills., • Must be detail-oriented, and possess excellent writing, speaking, facilitation, coaching and computer skills., • Must obtain a Criminal Background, Childline, and FBI Clearances., • Must be proficient in Microsoft Office products (Excel, Word, etc.) and database experience. Essential Job Functions · Provide comprehensive social services to center participants and consumers living in the community. This may include but is not limited to, information and referral, intake, assessment, case planning, and follow up.
