About the Job The following position(s) are contingent upon the award of a contract with our government customer. We welcome candidates interested in prime or subcontractor alignment. Venatôre is seeking a part-time IT Project Manager to support the Florida Department of Citrus through its transition to Florida PALM, the State of Florida’s financials, payroll, and data warehouse system. This role will lead agency-level readiness activities, coordinate organizational change and end-user preparation, and support the remediation and integration of the Citrus Revenue System with Florida PALM. The Project Manager will work closely with the Deputy Executive Director, Accounting staff, subject matter experts, system owners, and external vendors and will provide regular project status reporting to the Deputy Executive Director. This position follows a hybrid work model with regular onsite presence expected at the Florida Department of Citrus headquarters in Bartow, FL, along with remote work and occasional travel to Tallahassee for workshops and training. The engagement is expected to require a minimum of approximately 20 hours per week and continue through June 30, 2027, with possible renewal. Responsibilities Project Management & Readiness • Develop, maintain, and execute the Florida PALM Readiness project plan, including milestones, deliverables, risks, resources, dependencies, and communications., • Lead department-level readiness activities through Florida PALM implementation and post-go-live operations., • Attend agency readiness workshops conducted by the Florida PALM Project, including travel to Tallahassee as required., • Complete and coordinate activities associated with the Florida PALM Readiness Workbook., • Monitor project milestones, readiness activities, risks, issues, and dependencies and take appropriate action to maintain progress against established deadlines., • Coordinate activities across the internal project team, subject matter experts, business stakeholders, and external vendors. Organizational Change & Stakeholder Coordination • Coordinate the agency Change Champion Network and serve as an advocate for Florida PALM implementation across divisions and offices., • Communicate project expectations, requirements, milestones, and deadlines to end users, enterprise users, business system owners, and other stakeholders., • Lead organizational change activities designed to support employee adoption of new financial processes and systems., • Coordinate end-user training, readiness communications, and other activities necessary to prepare employees for implementation., • Support user acceptance testing and readiness activities, including efforts to address testing, training, and implementation gaps., • Educate business system owners regarding Florida PALM requirements and their responsibilities during implementation. Business Process & System Readiness • Monitor changes to enterprise business processes and coordinate corresponding agency-level process remediation., • Support the review and update of agency policies and procedures affected by Florida PALM., • Coordinate data cleansing and other data-readiness activities required for implementation., • Monitor and coordinate agency business system remediation activities., • Work with Accounting staff and other stakeholders to prepare business processes and systems for the Florida PALM Financials Wave go-live. Citrus Revenue System Integration • Review the Citrus Revenue System and assess its requirements for integration with Florida PALM., • Document business, functional, and integration requirements associated with the system., • Recommend appropriate remediation and integration approaches., • Coordinate with system owners, technical resources, subject matter experts, and vendors to support remediation and integration activities. Reporting & Project Administration • Prepare recurring project status reports for the Deputy Executive Director covering completed and upcoming tasks, dates worked, hours billed, risks, issues, and planned activities., • Maintain accurate project documentation and records throughout the engagement., • Maintain accurate daily time records in accordance with client billing requirements., • Support required monthly timesheet and administrative reporting processes. Required Qualifications • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent professional work experience., • Project Management Professional (PMP) certification, another recognized project management certification, or completion of a recognized project management curriculum., • Minimum of seven years of professional information technology experience., • Minimum of four years of experience managing projects., • Demonstrated experience managing projects involving multiple technologies and business functions., • Demonstrated ability to develop and manage project plans, milestones, deliverables, risks, resources, and stakeholder communications., • Ability to coordinate effectively with business stakeholders, technical teams, subject matter experts, system owners, and external vendors., • Ability to work onsite regularly in Bartow, FL, as required., • Ability to travel occasionally to Tallahassee, FL, for project workshops, meetings, or training., • Ability to commit to the engagement through June 30, 2027., • Ability to successfully complete required background screening and client security requirements., • Ability to provide three government-entity references for similar services performed within the last three years. Preferred Qualifications • Direct experience with Florida PALM as an agency Change Champion, readiness coordinator, integrator, or similar role., • Experience with Florida’s FLAIR accounting system or Florida state governmental accounting processes., • Experience with PeopleSoft Financials, particularly General Ledger, Accounts Receivable and Deposits, Contracts, and Asset Management., • Organizational change management certification or training, such as Prosci., • Experience leading organizational change initiatives associated with enterprise system implementations., • Experience developing and delivering end-user training., • Experience coordinating or leading user acceptance testing for major system implementations or go-live events., • Experience documenting requirements and supporting interface remediation for revenue, tax, billing, or similar financial systems., • Knowledge of Florida state financial and administrative systems and processes, including MyFloridaMarketPlace, FACTS contract tracking, People First, and state travel requirements., • Experience supporting ERP, financial system, or other enterprise technology cutovers under fixed implementation deadlines., • Experience working with Florida state agencies or other government entities., • Residence within reasonable commuting distance of Bartow, FL, including the Lakeland, Winter Haven, or Tampa areas., • Availability to support critical implementation and cutover activities during December 2026 and January 2027.
